MINUTES OF CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
September 23 , 1963
10 CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at 0 : 03 p . m .
2 . INVOCATION
Invocation was given by Rev . George Walker of the St . Louis
Park Evangelical Church ,
3 . ROLL CALL
The following Councilmen were present at roll call :
James Heltzer
Frani. Howard
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney , Planning
Director , Director of Public Works , Parks & Recreation Director
and the Secretary .
Councilman Pearson arrived at 8 : 15 p . m .
40 MINUTES
On motion of Councilman Howard , seconded by Councilman
Thiel , the minutes of the regular meeting held S eptember 16 ,
and the Special Budget Meetings held September 16 and 17 , 1963 ,
were approved by a five yea vote .
VETERANS OF FOREIGN ; 'TARS POST NO , 5632 PRESENTED CHECK FOR
FLAG POLE .
Six members of the St . Louis Park Veterans or Foreign Wars
Post No . 5632 , headond by their Commander Cliff Findell , presented
to the Mayor a check for $ 650 . 00 to pay for th .a new Flag Pole at
the new Municipal Building . They also stated that they would
be on hand for the dedication services November 3 , 1963 , at which
time they will present an American Flag to the City and will
raise same with fitting ceremonies . Mayor Wolfe accepted the
check on behalf of the City and expressed appreciations for this
fine act ,

It was moved by Councilman Heltzer , seconded by Council -
man Howard , to waive first reading of proposed ordinance
and set date for second reading on October 7 , 1963 . Motion
passed by a six yea vote .

Mayor Wolfe opened the hearing on this matter .
The following persons were present ; Mr . Earl Platieha
of Sears , - Knollwood , representing 33 merchan . s of Knollwood ,
stated that they w .. re opposed to this plat until the
entrance to Knollwood Plaza at Monk Avenue and Highway # 7
has been improved .
Mayor Wolf ,--.1 declared the hearing closed .
There . was some - discussion - in view oz the fact that
definite plans for this intersection will be presented by
the State Highway Department this week , the following
motion was made :
It was moved by Councilman Pearson , seconded by Council -
man Howard , to defer action on this matter for two weeks .
(October 7 , 1963 ) . Motion passed by a six you vote .

It was moved by Councilman Thiel , seconded by Council -

Str - et antranc ;a and that he requests a definite answer .
