City Council was called to order by Mayr Kenneth Wolfe at 8 : 05 P . m , Z , INVOCATION Invocation was given by Rev . Phillip Morgan of the Aldersgate Methodist Church . 3 , ROLL CALL The following Councilmen were present at roll call : Robert Ehrenbe, r g James Heltzer Curtis Pearson Robert Shank Kenneth Wolfe Also present were the City Manager , Director of Public Works , and the Administrative Intern as acting secretary . 4 . MINUTES On motion of Councilman Ehrenberg , sec , nded by Councilman Shank , the reading of the minutes e f the regular meeting held April 1 , 1963 , was waived and the minutes w : rc - ppr :) ved by five yea vote . 5 . PUBLIC HEARINGS ( a ) APPLICATION FOR LICENSE TO SELL INTOXICATING LIQUOR OFF SALE AT 6910 WEST L .P - KE STREET OF HEARING REISS ' ; INC . , AS DESCRIBED IN NOTICE PUBLISHED MARCH 14 AND 21 , 1963 . opened the hearing on this matter . Mayor Wolf ; 77 Council Minutes - April 81 1963 5 , Mr . Richard Lee , 901 -Professional Building , Hopkins , and Mr . Carl Reiss , the owner , were present and were heard , Mr . Reiss stated that the license was sought to transfer the business from a proprietorship to a corporation . Mayor Wolfe -opened the hearing on this matter . Mr , C . R ,, Middletons 2: 429 West 36 2 Street , was present at the meeting and spoke in favor of granting the above license . Mayor Wolfe and Mr , Pearson raised the question of parking facilities on the above site . Mr . Reiss stated that he planned to buy parking facilities in adjacent lot in compliance with the City Zoning Ordinance , Mr . Ehrenberg suggested that Mr . Reiss submit to the Council a parking plan . Mayor Wolfe declared the hearing clzJs � d , It was moved by Mr . Pearson , seconded by Mr . Heltzer , to approve issuance of license , subjec � to the following conditions : ( 1 ) Substantial completion of restaurant , bar , and liquor store facilities per exhibit " A" , presented to the acting secretary , ( 2 ) A parking plan be provided to the Sup : rvisor of Zoning and Inspection at the time the application for the building is -mode . ( 3 ) The parking be owned by the applicant and be definitely committed to the restaurant , bar , and liquor store . Motion passed by a five yea vote , 78 Council Minutes - April 8 , 1963 6 . PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) NOTIFICATION OF INTENT TO HOLD A BINGO GAME BY THE HOME AND SCHOOL ASSOCIATION OF MOST HOLY TRINITY , On hearing no objections the Mayor ordered the communication to be received for filing . 7 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION REQUESTING MAXIMUM ALLOTMENT FOR GENERAL MAINTENANCE ON THE STATE - AID STREET SYSTEM. RESOLUTION NO , 2278 It was moved by Councilman Pearson , sic _ nded by Councilman Heitz .-, r , to waive reading and adopt Rzs _ Wti , n No . 2278 entitl . d , " Resolution Requesting Maximum Allotment for General Maintenance on the State - Aid Street System . " Motion passed by a five yea vote . ( b ) RESOLUTION APPROVING PROPOSED LAW AUTHORIZING CITIES AND VILLF_ GES TO REGULATE THE CREMATION OF BONDS , COUPONS , AND OTHER OBLIGATIONS UPON AGREE - MENT WITH THE PAYING AGENT HOUSE FILE 1477 . RESOLUTION NO . 2279 It was moved by Councilman Heltzer , seconded by Councilman Shank , to waive reading and adopt Resolution No . 2279 , entitled , " Resolution Approving Proposed Law Authorizing Cities and Villages to Regulate the Cremation of Bonds , Coupons , and Other Obligations Upon Agracm �, nt with the Paying Agent, House File 1477 . " Motion passed by a five yea vote . 8 . REPORTS OF OFFICERS , POARDS AND COIF MITTF, ES ( a ) PRELIMINARY REPORT OF THE DIRECTOR OF PUBLIC WORKS AND ASSESSMENT REPORT WITH RESPECT TO IMPROVEMENT NO . 62 - 76 , SANITARY SEWER IN BLl- _ CKSTONE AVENUE FROM CEDAR LAKE ROS'-D TO SOUTH LINE OF LOT 9 , BLOCK 3 , THORPE BROTHERS UNIVERSITY CLUB ADDITION . It was moved by Councilman Pearson , sec � nded by Councilman Shank , to Waive reading and adopt Resolution No . 2280 , entitled , " Resolution Receiving 79 Council Minutes - April 8 , 1963 8 . Reports and Calling Hearing .. n Improvement No . 6Z � 76 . " Hearing will be held April 29 , 1963 . Motian passed by a five yea vote . M . ';: im passed by Y c REPORT OF THE CITY MANAGER ( Iva . & C . No . 63 - 5 ) CONCERNING COMMUNICATION SYSTEM FOR MUNICIPAL BUILDING . The City Manager inf Drm : d the Council that the telephone company had suggested immediate a. ctiDon on this mattc; r t : allow enough time to complete the installation by the completion date of the building . Mr . Pearson asked the City Manager what brOnefits would be derived from the staff proposal . The City Manager and P.. ssistant to the City Manager listed the following : 1 . Emergency communication between fire houses would be added . 2 . Three incoming trunk lines for the emergency system are added. 3 , One - fourth of the operator ' s time will be saved . 4 . The number of inter - comm stations may be increased from 54 t � 78 . 5 . Public address dial link system is available for future expansion, 6 . Two to three seconds per call will be saved . 7 . A teletype system between the two fire stations would be added . The Mayor announced that the Hennepin County League has asked for more time to study c : urt reorganization . 9 . UNFINISHED BUSINESS ( a ) PRELIMINARY RE PORT OF THE DIRECTOR OF PUBLIC WORKS AND ASSESSMENT REPORT WITH 11 JISPECT TO IMPROVEMENT NO . 62 - 30 , STORM SEWER IN WEST 16TH STREET FROM LOUISIANA AVENUE TO PENNSYLVX:.NIA ��VENUE ( DEFERRED FROM MARCH 18 , 1963o ) It was moved by Councilman Pearson , sec ^ nded by Councilman Heltzer , to defer this matter until May 6 , 1963 • The motion passed by a five yea vote . Mayer Wolfe informed the Council that the cars had been removed . MISCELLANEOUS ( a ) It was moved by Councilman Ehrenberg , seconded by Councilman Heltzer to instruct Mayor Wolfe to collect information concerning the closing of the Minneapolis and St . Louis Park Railway station in the City of St . Louis Park . M , cion passed by a five yea vote . 12 . CLAIMS , APPROPRIATIONS AND CONTRACT P .`.YMENTS ( s ) VERIFIED CLAIMU . On motion of Councilman Shank , seconded by Councilman Heltzer, the lists of verified claims prepared by the Director of Finance and presented to the Council , dated April 8 , 1963 in the total amounts of $ 1 , 960 . 93 for payroll , and $ 97 , 143 . 60 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same , by a five yea vote .
