HomeMy WebLinkAbout1963/04/01 - ADMIN - Minutes - City Council - Regular MINUTES OF CITY COUNCIL MEETING ST * LOUIS PARK , MINNESOTA April 1 , 1963 1 , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8 p . m . 2e INVOCATION Invocation was given by Rabbi Sachs of the B ' nai Abraham Synagogue . 3 . ROLL CALL The following Councilmen were present at roll call : Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Leonard Thiel Kenneth 14olfe Also present were the City Manager , Director of Public Works and the Seerdtary . 4 . MINUTES On motion of Councilman Shank , seconded by Councilman Pearson , the minutes of the regular meeting held March 25 , 1963 , were approved by a seven yea vote . Warren Hyde , Village Manager of Edina , presented the following Resolution ; RESOLUTION WHEREAS , Kenneth taolfe , Mayor of St . Louis Park , has worked tirelessly and at personal sacrifice in time and money for many years for all of Hennepin County ; and WHEREAS , Kenneth Wolfe has actively and energetically studied and worked to solve problems of water , savage , Minneapolis General Hospital and other matters , and 14HEREAS , Kenneth ttlolfe has been criticized and attacked o by his adversaries and opponents with unkind and uncalled for epithets : 70 Gu Council Minutes - April 1 , 1963 NOW , THEREFORE , BE IT RESOLVED by the Wina. PUBLIC HEARINGS ( a) IMPROVEMENT N0 . 62 - 62 PROPOSED STORM SEWER CONSTRUCTION IN NORTHEAST SECTION OF CITY (HEARING CONTINUED FROM JANUARY 28 , 1963 ) . The meeting was adjourned to the Union Congregational Church, for this item , due to the large crowd . The hearing was continued . Sam Houston and Harry Mayeron of O rr - Schelen -Mayeron and Associates Inc . were present and also the City Assessor . Various methods of assessing and financing this project and storm sewer in general were discussed . 71 Council Minutes - April 1 , 1963 5 . Mayor Wolfe declared the hearing closed . A motion was made by Councilman Ehrenberg , seconded by Councilman Thiel , to adopt policy to finance storm sewer on a general fund basis . Before vote was taken - A motion was made by Councilman Shank , seconded by Councilman Pearson , to table Councilman Ehrenberg ' s motion . Motion passed by the following roll call vote : Councilman Ehrenberg , yea ; Councilman Heltzer , nay ; Councilman Howard , yea ; Councilman Pearson , yea ; Councilman Shank , yea ; Councilman Thi 1 , nay ; Mayor Wolfe , nay . A motion was made by Councilman Ehrenberg , seconded by Councilman Shank , to defer action on Improvement No . 62 - 6 for 30 days . Motion lost by the following roll call vote ; Councilman Ehrenberg , yea ; Councilman Heltzer , nay ; Council - man Howard , nay ; Councilman Pearson , nay ; Councilman Shank , yea ; Councilman Thiel , nay ; Mayor rljolfe nay . It was moved by Councilman Heltzer , seconded by Council - man Howard , to rijaive reading and adopt Resolution Ordering Improvement and Ordering Preparation of Plans Improvement No . 62 - 6 Motion lost by the following roll call vote : Council - man Ehrenberg , nay ; Councilman Heitz ` -r , yea ; Councilman Howard , yZaa ; Councilman Pearson , nay ; Councilman Shank , nay ; Councilman Thiel , yea ; Mayor Wolfe , yea . Mayor Wolfe stated that to carry this motion it requires six affirmative votes . Later in the meeting - A motion was mad : by Councilman Ehrenberg , seconded by Councilman Howard , to reconsider Storm Sewer project No . 62 - 6 . Motion passed by a vote of six yeas and one nay . Councilman Pearson voting nay. It was moved by Councilman Ehrenberg , seconded by Councilman Shank , to defer action on this project for 30 days . Before vote was taken - A motion was made by Councilman seconded by Councilman H eltzer to amend Councilman Thel , Thel , rg ' s motion by adding that at least 10 days pri ior to that data ( 30 days ) the Staff have all information necessary ing :etc . and present it to the Council . regarding financ d by a y � vote .
