CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 3 : 01 p . m . 2 . INVOCATION Invocation was given by R ` v . John Foss of the Peace Presby . terian Church . 3 . ROLL CALL The following Councilmen were present at roll call ; Robert Ehrenberg Frank Howard Curtis Pearson Robert Shank Loonard Thiel Kanneth Wolfe Also present were the City Manager , Supervisor - of Zoning , Director of Public Works and the Secretary . 4 . MINUTES On motion of Councilman Pearson , seconded by Councilman Shank , the minutes of the regular meeting held March 18 , 1963 , were approved by a six yea vota . Councilman James ri zer arrived at UO ; 03 p . m . 5 . PUBLIC HEARINGS ( a) PROPOSED REZONING OF LOT 14 AND THE SOUTHERLY THREE FEET OF LOT 13 , AUDITOR ' S SUBDIVISION N0 . 53 ( 3149 SALEM AVENUE) , FROM R - 3 DISTRICT TO R - 4 DISTRICT , REQUESTED BY DAVID 0 . BLANCHARD ( CASE N0 , 6242 - Z) , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 21 , 1963 . Mayor Wolfe opened the hearing on this matter . Emil Kadlec , 3133 Salem Avenue , was present at the meeting . He was cone , rned about the size of the sanitary sewer pipe and if it would take care of a six unit apart - ment . This mattar was raferred to tha Director of Public �+J° rbcs t2 council Minutes - March 25 , 1963 5 David 0 . Blanchard and Joseph Burkard Attorney for Mr . Blanchard , were present at the meeting . Mr . Burkard presentad a petition , signed by Ernest L . Fox , 3141 Salem Avenue and others , stating they had no objection to the rezoning . Also present were Mr . Henry Nelson , 3055 Salem Avenuo , and Mrs . J . E . Rogers , 3117 Salem Avanu ` . Mr . Nilson was concerned about the parking . Mayor Wolfe d clarod the hearing closed . It was movod by Councilman Pearson , seconded by Council - man Shank , that action on this matter be deferrad to April 22 , 1963 . Motion pass ,� d by a vote of six yaas and ona nay . Councilman Ehronborg voting nay . A motion was made by Councilman Pearson , seconded by Councilman Shank , that the rezoning of the property between Minnetonka Boulevard and Highway 7 from Salem Avenue to Highway 100 be referred to the Planning Commission for study and r;3commondation . Motion passed by a vote of sav •2n yeas . ( b) PROPOSED REZONING OF LOTS 21 AND 22 , BLOCK 174 , REARRANGEMENT OF ST , LOUIS P�iRK ( 3370 BROWNLOW AVENUE ) FROM R - 4 DISTRICT TO I - 3 DISTRICT , REQUESTED BY GORCO CONSTRUCTION COMPANY ( CASE NO . 63 - 4 - Z) AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 21 , 1963 . Mayor Wolfe asked to b : excused from the Chair and requested Councilman Ehronbrg , President Fro tom , to take his place , due to conflict . It was moved by Councilman Howard , soeondad by Councilman Holtz ` r , that the above request for rezoning be denied . Motion passed by tha following roll call voto : Councilman Ehrenberg , yea ; Councilman Heltz ` r , yaa ; Councilman Howard , yea ; Councilman Paarson , nay ; Councilman Shank , nay ; Councilman Thiel , yaa .
