1 . CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at B p . m .
2 . INVOCATION
Invocation was given by Rev . Paul obenauf of the Wooddale
Lutheran Church .
3 . ROLL CALL
The following Councilmen were present at roll call ,
Robert Ehrenberg
James Heltzer
Frank Howard
Curtis Pearson
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney ,
Supervisor of Zoning , Director of Public Works and the Secretary ,
4 . MINUTES
On motion of Councilman Shank , seconded by Councilman
Heltzer , the minutes of the regular meeting held January 23 ,
1963 ; were approved by a seven yea vote .
5 . PUBLIC HEARINGS
( a) None .
6 . PETITIONS , REQUESTS AND COMMIUNICATTONS
( a) COMMUNICATION FROM THE ST . LCUIS PARK VOLUNTEER FIRE
DEPARTMENT CONCERNING BUILDING EAST OF THE PRESENT FIRE
STATION ,
The City Manager gave background regarding the
building in question .

6 . It was moved by Councilman Ehrenberg , seconded by
Councilman Shank , -that the preceding communication be
filed and that the City Manager communicate the -thought
of the Council to the Volunteer Fire Department . Motion
passed by a six yea vote . ( Councilman Heltzer was not
present when vote was taken)
7 . RESOLUTIONS AND ORDINANCES
( a) RESOLUTION APPROVING CITY CLERK ' S REQUEST FOR DESTRUCTION
OF CERTAIN CITY RECORDS .
RESOLUTION NO , 221-1. 2
It was moved by Councilman hank , seconded by
Councilman Howard , -to waive reading and adopt Resolution
No . 2242 , entitled , " Resolution Approving City Clerk ' s
Request for Destruction of Certain City Records "
Before vote was taken - A motion was made by Council -
man Pearson , Seconded by Councilman Thiel , to amend the
above resolution by deleting " Planning Commission Reports
through 1956 , Special Permit Requests through 1956 ,
Vacation of Alleys and Streets Request -through 1956 and
Petitions for improvements through 1956 " , also "Liquor "
under License Applications . Motion passed by a seven yea
vote .
Vote was then taken on the original motion adopting
resolution as amended , which was passed by a seven yea
vote ,
( b) RESOLUTION AUTHORI7ING PLACEMENT OF STOP SIGNS FOR TRAFFIC
CONTROL AT INTERSECTION OF CAMBRIDGE STREET AND TEXAS
AVENUE AND AT INTERSECTION OF DIVISION STREET AND TEXAS
AVENUE ( DEFERRED FROM JANUARY tun , 1963 ) .
RESOLUTION NO , 2243
It was moved by Councilman Howard , seconded by Council -
man Pearson , to waive reading and adopt Resolution No . 2243 ,
entitled , " Resolution Authorizing Placement of Stop Signs
for Traffic Control at Intersection of Cambridge Street

and Texas Avenues" . Motion passed by a six yea vote ,

Minneapolis Gas Company , to discuss the proposeld gas
franchise .
ORDINANCE N0 , Q070
It was moved by Councilman Howard , s - cond2d by
Councilman Shank , to waive second reading and adopt Ordin -
ance No . U070 , entitled , " An Ordinance Granting to the
Minneapolis Gas Company , a Corporation Organized Under
the Laws of the State or Delaware , its Successors and
Assigns , Permission to Use the Streets and Public Places
in the City of St . Louis Park for the Construction ,
Maintenance and Operation of a System of Mains , Pipe `
lines and other Facilities for the Manufacture , Distri -
bution and Sale of Gas , Subject to Certain Terms and
Conditions , and Prescribing the Rates to be Charged
Therefor , and Repealing all Ordinances , or Parts of
Ordinances , Inconsistent Herewith " . Motion passed by a
vote of six yeas and one nay . Councilman Thiel voting nay .
Mayor Wolfe requested that the minutes show .
" That it is agreed that the adoption or this Franchise
Ordinance does not delegate away the City ' s power to
regulate rates " .

It was moved by Councilman Howard , seconded by Council -
man Thiel , to consent and approve the following appointment :

A , effective February 18 , 1963 . Motion passed by a six yea
vote . Councilman Heltzer not present when vote was taken .
( b) REPORT FROM THE DIRECTOR OF PUBLIC WORKS CONCERNING SUB -
DIVISION BOND REDUCTION REQUESTS .
It was moved by Councilman Ehrenberg , seconded by
Councilman Shank , to defer action on the above report
until February 11 , 1963 . Motion passed by a vote of six
yeas . Councilman Heltzer not prosent when vote was takan .

LIQUEFIED PETROLEUM GAS FOR CITY VEHICLES (DEFERRED FROM
JANUARY 14 , 1963 ) .

Councilman Shank , that the report be filed and that the
City Manager and City Manager Interne be complemented

vote .
