Cody of Brooklyn Spraying Service and a man representing Tart - Ida Corporation , were present at the meetim A mot :� on was made by Councilman Thiel , seconded by Councilman Howard , designating Brooklyn Spraying Service as the lowest responsible bidder , and to accept bid in the amount of $ 1 , 070 . 20 ; also authorizing the City Treasurer to return bid checks to all but the succo- ssful bidder and the next highest bidder .
