CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8 : 02 p . m . 2 . INVOCATION Invocation was given by Rev . Ralph Erickson or the Prince of Peace Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call ; Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manager , City Attorney , Supervisor of Zoning , Assistant Director of Public Works and the Secretary , 4 . MINUTES On motion of Councilman Pearson , seconded by Councilman Howard , the minutes of the regular meeting held February 11 , 1963 , were approved by a seven yea vote . 5 . The City Manager explained that when a major portion of Subdivision contract has been completed , leaving only sodding , tree planting , etc . , that may not be done for one or more years or until building construction is done , the contractors have requested a reduction of bond principal . It was moved by Councilman Ehrenberg , seconded by Council - man Thiel , that the Staff be directed to submit an amendment to Subdivision Ordinance to Provide for reduction of Subdivision bond when the major part of contract has been fulfilled . Motion passed by a seven yea vote . It was moved by Councilman Pearson , secondad by Council . man Heltzer , to approve the above change order . Motion passo2d by a seven yea vote . 11 . MISCELLANEOUS ( a) REGARDING STORM SEV: �1ER ON EXCELSIOR BOULEVARD , The Storm Sewer on Excelsior Boulevard between Stat ` Highway 100 and Exc lsior Boul ,- yard was discussed , No action taken . (b ) MEETING RELATIVE TO NE STOPUM SE-WER , Councilman Ehrenberg notified the Council of the meeting to be held relat7ve to -ch ,2 NE Storm Sewer , on t�dednesday , February 20, 1963 at 7 ; 30 P . m . at the home of Lowell Jonas , 2100 Parklands Road . ( c ) DOGS RUNNING kT LARGE - BY MRS , MORRIS Mrs . Morris spoke about th number ' • 2 ' i� of dors running at largy ' ,, ham also inquired anout the number of hours the Animal Rescue League is patrolling .
