1 . CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth .1olfe at 8 : 05 i- , m .

Invocation was given by Rev . Stewart Dale of the First

5 . A motion was made by Councilman Ehrenberg , seconded
by- Councilman Howard , to approve preliminary plat of South
[Niinikanda Oaks Addition . Motion passed by a vote of five
yeas and two nays. Councilman Heltzer and Councilman Pearson
voting nay .
6 . PETITIONS , `REJUESTS AND COMMUNICATIONS
(a) APPLICATION FOR LICENSE TO SELL INTOXICATING LIQUOR OFF SALE
BY THE PARK TERRACE, 4700,, ,EXCELSIOR BOULEVARD.
Peter Kosmas was present .
A motion was made by Councilman Howard , seconded by
Councilman Heltzer, to set date for public hearing on
November 1E , 1963 . Motion passed by a seven yea vote .
7 . RESOLUTIONS AND ORDINANCES
(a) RESOLUTION DESIGNATING REPRESENTATIVE AND ALTERNATE REPRE-
SENTATIVE TO THE HENNEPIN COUNTY LEAGUE OF MUNICIPALITIES .
RESOLUTION NO . 2460
It was moved by Councilman Thiel , seconded by Council-
man Shank, to waive reading and adopt Resolution No . 24601
entitled, "Resolution Designating Representative and
Alternate Representative to the Hennepin County League
of Municipalities' . Motion passed by a vote of six yeas
and one nay . Councilman Pearson voting nay .
(b) RESOLUTION APPROVING CONSTRUCTION PLANS AND SPECIFICATIONS
FOR RAMP AT TRUNK HIGHWAY N0 . 7 AND HONK AVENUE.
RESOLUTION N0 . 2461
It was moved by Councilman Thiel , seconded by Council-
man Heltzer, to waive reading and adopt Resolution No . 2461 ,
entitled, "Resolution Approving Construction Plans and
$peeifications for Ramp at Trunk Highway No . 7 and Monk Avenud'.
Motion passed by a six yea vote . Councilman Pearson not in
the room when vote was taken .

It was moved by , Councilman Thiel , seconded by Councilman
Heltzer , that the City Manager write a letter commending the
Volunteers who participated in the Pre - School Medical Survey
of Vision and Hearing . Motion passed by a seven yea vote .
(b ) REPORT OF THE CITY ATTORNEY CONCERNING BEER AND LI) UOR : S.ALLS
ON PRIMARY ELECTION DAYS ,
A motion was made by Councilman Pearson , seconded by
Councilman Howard , that the Staff be directed torelare
Ordinance for first reading on November 18 , 1963 . Motion
passed by a seven yea vote .
( c ) RECOMMENDATION OF THE BUILDING CODES ADVISORY COMMISSION
CONCERNING HOUSE AT 2615 IDAHO AVENUE ,
Mr . Phillip Dolinger , owner of property and Mr . McIsaacs
were - resent at the meeting .
It was moved by Councilman Heltzer , seconded by Council -
man Thiel , that the above matter be referred to the Building
Code Advisory Commission and a written notice of meeting be
mailed to Mr . Dole and that between now and then Mr .
Dolinger meet with the Supervisor of Zoning & Inspections
and a Contractor , atthe house , to discuss necessary rendva �
tion to make the structure Fit for occupa_ ney . Motion
passed : y a seven yea vote .
( d) RECOMMENDATION OF THE BUILDING CODES ADVISORY COMMISSION

On motion of Councilman Pearson , seconded by Councilman
Thiel , -the lists of verified claims pret, ared by the Director
of Financa and presented to -the Council , in the total amounts
of $ 1 , 969 . 29 for payroll , and $ 29 , 0 ` 1 . 11 for vendors were
approved , and the City manager , City Cl0) rk , and City Tr # asurer
were authorized to issue checks covering same , by a seven
yea vote .
