A motion was made by Councilman Thiel , seconded by Councilman Heltzer , to approve ' Cargill , Inc . bid and to authorize the Mayor and City Manager to execute the con - t tract in behalf of the City with Cargill , Inc . at $11 . 50 per ton . Motion passed by a six yea vote . Councilman Ehrenberg not present when vote was taken . (b) TABULATION OF BIDS FOR THREE POLICE CARS . It was moved by Councilman Pearson , seconded by Councilman Howard , to designate Midway Company as the lowest responsible bidder and to accept bid in the amount of $ 35592 . 00 .
