1 . CALL TO ORDER
A regular meeti. na of the City Council was call #2d to order
by Niayor Kenneth Wolfe at 8 p . m .
2 . INVOCATION
None
3 . ROLL CALL
The following Councilmen were present at roll call :
Robert Ehrenberg
Frank Howard
Curtis Pearson
Robert Shank
Kenneth Wolfe
Also present were the City Manager , City Attorney , Super -
visor of Zoning , Director of Public works , and the Secretary .
Councilman Thiel arrived at 8 : 10 p . m .
4 . MINUTES
On motion of Councilman Howard , second by Councilman Shank ,
the minutes of the regular meeting held January 7 , 1963 , were
approved by a five yea vote . Councilman Thiel not present when
vote was taken .
5 . PUBLIC HEARINGS
( a) PROPOSED ORDINANCE GRANTING TO THE MINNEAPOLIS GAS COMPANY
FRANCHISE FOR DISTRIBUTION AND SALE OF GAS IN THE CITY OF
ST , LOUIS PARK AND PRESCRIBING RATES AND '; EGULATIONS THERE-
FOR , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED NOVEMBER
29 AND DECEMBER 65 1962 .
Mayor
Wolfe opened the hearing on this matter .
Ron Anderson of Bloomington and a member of the Railroad
and VIarehouse Commission was present and spoke as a citizen .
Also present were G . J . Heid , 8710 til . 3Sth Street ; George
C . Masters , Attorney for Minneapolis Gas Company and James
Blakeborough , 9441 Minnetonka Boulevard .

S . Mayor Jolfe declared the hearing closed .
It was moved by Councilman Ehrenberg , seconded by
Counciprposed
lman Howard , to waive first readindinf oFebruary
ordinance and to set date for second rea g on
45 1963 . Motion passed by a five yea vote . Councilman
Thiel left the meeting before the vote was taken .

Ehrenberg , to waive reading and adopt Resolution No . 2237 ,
entitled , ' Resolution Accepting and Renewing Contract with
Suburban Hennepin County Relic -f Board " . Motion passed by
a five yea vote .

Ehrenberg , that action on the above matter be deferred to
February 4 , 1963 . Motion passed by a five yea vote .
( b) PETITION FROM A . J . POPPELAARS AND OTHERG CONCERNING
PROPERTY AT 1632 LOUISIANA AVENUE (DEFERRED FROM JANUARY
7 , 1963 ) .
A . J . Poppelaars was present in support of petition .
The Mayor ordered the petition filed , aster stating there
was nothing the Council could do in this case .
It was moved by Councilman Pearson , seconded by Council -

man Shank , that this matter be deferred until next budget
meeting ; also that the City Manager be directed to bring in
a report as to plan . Motion passed by a vote of four yeas
and one nay . Councilman Howard voting nay .
10 . NEW BUSINESS
fa) PROPOSED CHANGE ORDER NO , 1 TO CONTRACT WITH DEAN L , f,*JITCHER ,
INC , FOR CONSTnUCTION OF MUNICIPAL BUILDING TO REVISE JAIL
AREA ,
It was moved by Councilman Ehrr.3nber� , seconded by Council -
man Pearson , to approve and to authorize the City Manager to
execute same . Motion passed by a vote of Your yeas and one
nay . Councilman Howard voting nay .
(b ) JOINT AND COOPERATIVE AGREEMENT BETWEEN THS MINNEAPOLIS GAS
COMPANY AND SUBURBAN COMMUNITIES .
It was moved by Councilman Ehrenberg , seconded by Council -
man Howard , that action on this matter b ` deferred to February
43 1963 . Motion passed by a five yea vote .
11 . MISCELLANEOUS
( a) DAMAGE CLAIMS ,

It was moved by Councilman Pearson , seconded by Council -
man Shank , that the above claim be referred to the Law
Department for advice and recommendation . Motion passed by
a five yea vote ,
(b ) JANUARY 21 , 1953 COUNCIL MEETING CANCELLED .
It was moved by Councilman Howard , seconded by Councilman
Shank , that the City Council meeting of January 21 , 1963 be
cancelled . Motion passed by a vote of three yeas and two nays .
Councilman Pearson and Councilman Ehrenberg voting nay .

12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS

On motion of Councilman Shank , seconded by Councilman
Pearson , the lists of verified claims prepared by the Director
of Finance and presented to the Council , in the total amounts
of $ 6 , 442 . 21 for payroll , and $ 523 , 102 . 90 for vendors were
approved , and the City Manager , City Cler'_ : and City Treasurer
were authoriz. ed to issue checks covering same , by a vote of
five yeas ,

Howard , the above payments on contract work presented by
the City Engineer were approved , and the City Manager , City
Clerk and City Treasurer were authorized -to issue checks for
their raspectiv ` amounts by a five yea vote .
13 . ADJOURNMENT
On motion of Councilman Parson , seconded by Councilman
Shank , the meeting was adjounred at 12 ; 00 a . m . , by a five yea - vote .
