CALL TO ORDER A regular meeting of the City Council was called to order by President Pro tem Ehrenberg at 8 : 15 p . m . 2 . INVOCATION Invocation was given by Rev . Robert Brunko of the Park Baptist Church . 3 . ROLL CALL The following Councilmen were present at roll call : Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , City Assessor and the Secretary . Councilman Thiel arrived at 8 : 30 p . m . 4 . MINUTES On motion of Councilman Shank , seconded by Councilman Heltzer , the minutes of the regular meeting held September 4 , 1962 , were approved by a five yea vote . Councilman Thiel not present when vote was taken . 5 . RESOLUTION N0 , 2142A It was moved by Councilman Shank , seconded by Councilman Pearson , to waive reading and adopt Resolution No . 2142A , entitled " Resolution Adopting Assessment " , deleting Improve - ment Nos : 61 - 32 , 61 - 33 & 61 - 34 and continuing hearing on same September 24 , 1962 and to amend assessment roll for 12 lots on Improvement No . 5943 to reflect a 2 /3 unit assessment . Before vote was taken a motion was made by Councilman Howard , seconded by Councilman Thiel , to amend the above motion deleting reference to Improvement No . 59 - 43 , Motion lost by the following tie vote : Councilman Ehrenberg , yea ; Councilman Heltzer , nay ; Councilman Howard , yea ; Councilman Pearson , nay ; Councilman Shank , nay and Councilman Thiel , yea . Vote was then taken on the original motion and passed by a vote of five yoas and one nay . Councilman Ehrenberg voting nay . 6 . No . 62 - 16 To the Mayor and Council ;' September 10 , 1962 Subject ; Tower Court Addition In accordance . with the request of the Mayor and Council observations and comments in respect to certain aspects of the proposed Tower Court Addition Subdivision and special permit are submitted . Assessments . A copy of the Assessor ' s report on the outstanding special assessments against the property is attached . The total amount is $ 53 , 375 . 54 . The Assessor has calculated the costs of that portion of the improvements that would have been necessary if this proposed development were contemplated and there were none of the improvements installed . On that basis not more than $ 5 , 760 . 00 could eonceilyably be considered as beneficial to the portion of the property that the developer proposes to dedicate to the City for park purposes , Street Layout . The consensus of the staff is that the proposed street layout is adequate and would permit proper access to park properties . Drainage . A complete drainage report has been submitted by the engineer . The proposed development would not interfere with proper drainage in the area . A permanent solution to the drainage of the park area , with or without the proposed development , would require drainage into Bassett t s Creek in accordance with preliminary plans previously submitted in the Bassett 1 s Creek report . Park Maintenance . It is esti. mat � d that the annual costs for maintaining amowwm�as a grass or park area the 27 acres to be dedicated would b , approx - imately $ 1 , 500 . 00 . It is the consensus of the staff that the 27 acres could be used profitably for park and recreational use and is a desireable addition to the Westwood Hills park area . CDA ; be C . D .
