INVOCATION Invocation was given by Rev . Dale of the First Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manager , City Attorney , Planning Director , Director of Public Works and the Acting Secretary 4 . MINUTES On motion of Councilman Shank , seconded by Councilman Howard , the minutes of the regular meeting held July 23 , 1962 , were approved by a seven yea vote . s • PUBLIC HEARINGS ( a ) APPLICATION FOR A FHSED ATMOVING 5755PICTURE WAY ATASHOW BOULEVARDLICENSE BY COOPER THEATER ENTERPRI AS DRESCRIBED IN NOTICE OF HEARING PUBLISHED JULY 26 AND AUGUST 25 1962 . Mayor Wolfe opened the hearing on this matter . Bob Christenson , Attorney for Cooper Theater Enter - prises , was present in favor of request . A motion was made by Councilman Ehrenberg , seconded by Councilman Shanl< , to approve issuance of lieens :-a for a Theater and Moving Picture Show to Cooper Theater Enter - prises . Bergstrom was present and addressed the Council . It was moved by Councilman Pearson , seconded by Council - man Ehrenberg , to defer action to August 13 , 1962 for report from Staff . Motion passed by a seven yea vote . ( c ) COMMUNICATION FROM MINNEAPOLIS - HONEYWELL REGULATOR COMPANY REQUESTING USE OF CITY WATER TOWER AT WYOMING AVENUE AND WEST 342 STREET FOR SIGHTING TARGET . A motion was made by Councilman Pearson , seconded by Councilman Thiel , to approve the proposed agreement and to authorize the Mayor and City Manager to `lixecute on behalf of the City . Motion passed by a seven yea vote . 7 . It was mov ,� d by Councilman Ehranbarg , seconded by Councilman Thiel , that tho City Manager consult with the contractor as to feasibility of stopping the work and bring in a written report as to problems incurred in stopping the work . i There was some discussion . A motion was made by Councilman Shank , seconded by Councilman Howard , calling for the question , Motion passed by a save n yea vote . The Mayor then called for a vote on tha original motion which was passed by a vote of seven yaas . It was moved by Councilman Heltzer , Seconded by Council - man Howard , that public haaring be held on I%ugust 20 , 1962 on the matter undor discussion , the traffic pattarn on West Lake Street , with spacial attention to curvilinear streets on Lake Stroat .
