ROLL CALL The followinv Councilmen were present at roll call : James Heltzer Frank Howard Cur-Lis Pearson Robert Shank Leonard Thiel Kenneth Wolf ; Also present were the City Mangger , City Attorney and the Secretary , 40 `'iINUTES On motion of Councilman Pearson , seconded by Councilman Thiel , the minutes of the regular meeting held July 2 , 1962 , were approved by a six yea vote . � PUBLIC HEARINGS Ca) IMPROVEMENT NO . 61 - 0. PROPOSED HOT MIX ASPHALT PAVING AND CURB AND GUTTER IN WEST 23RD STREET AND RHODE ISLAND AVENUE FROM NORTH PROPERTY LINE OF WEST 24TH STREET TO EAST PROPERTY LINE OF TEXAS AVENUE , AS DESCRIBED IN NOTICE OF HEARING PUB _ LISHED JUNE 20 AND JULY S , 1962 . Mayor Wolfe opened the hearing on this matter , Virgil Dunning 7911 W . 23rd Street and H . L . Councilman Pearson requested that the minutes show that he and the Director of Public Works met with 24 residents interested in this project and they voted 13 to 1 for high type Paving . t (b) IMPROVEMENT N0 . 60 - 222 PROPOSED REASSESSMENT OF A PORTION OF CONCRETE PAVING AND CURB AND GUTTER ( 3000 BLOCK TEXAS AVENUE) , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE 28 AND JULY 5 , 1962 . Councilman Pearson voted nay . (b ) RESOLUTION ACCEPTING VJORK FOR SUBDIVISION CONTRACT CONSTRUC - TION OAK KNOB ADDITION , RESOLUTION NO , 2109 It was moved by Councilman Shank , seconded by Councilman Thiel , to waive reading and adopt Resolution No . 2109 , en= titled " Resolution Accepting Work for Subdivision Contract Construction Oak Knob Addition Motion passed by a six yea vote * ( c ) RESOLUTION i;UTHORIZING ADVERTISEMENT FOR BIDS ON IMPROVEMENT NOS , 62 - 47 and 62 - L, ` . RESOLUTION NQ * 21.1. 0 It was moved by Councilman Thiel , seconded by Councilman Pearson , to waive reading and adopt Resolution No . 2110 , en - titled " Resolution Authorizing Advertisment for Bids on Im - provement Nos . 62 - 47 and 62 - 481' o Motion passed by a six yea vote . 8 • REPORTS OF OFF I CLR� BOT�RDS AND COMMITTEES .( a) None . �. 5 6 Council Minutes - July 9 , 1962 9 , UNFINISHED BUSINESS ( a) RECOMMENDATION OF THE PARKS AND RECRES BE ATION ACCEPTED COMMISSION THAT PRELIMINARY WSTWOOD HILLS PARK , DRAWINGS BE ORDERED F ' ( DEFERRED FROM JUNE 252 1962 ) . Mr . Lazarus , from the above area , was present at the meeting . As the Park Consultant was not present when this matter was brought up a motion was made by Councilman Howard , seconded by Councilman Thiel , that action on this matter be deferred to July 23 , 1962 and that the Park Consultant be contacted July 10 , 1962 . Motion passed by a vote of six yeas . (b) SPECIAL ASSIST,7\M TO THE CITY ATTORNEY FOR E . P . FRONK CASE , (DEFERRED FROM JULY 2 , 1962 ) . A motion was made by Councilman Pearson , seconded by Councilman Heltzer , to appoint Kenneth W . Green Special assistant to the City Attorney for E . P . Fronk case and approving the arrangement . Motion passed by a six yea vote . (c) PROPOSED AGREEMENT WITH ORR -SCHELEN -MAYERON AND ASSOCIATES , INC , RELATIVE TO PROPOSED STORM SEWER PROJECT FOR DISTRICT N0 , 6 (DEFERRED FROM JULY 2 , 1962 ) . The City Manager asked for deferment on this matter . A motion was made by Councilman Thiel , seconded by Council - man Howard , to defer action on this matter to July 23 , 1962 . Motion passed by a six yea vote . 10 . NEW BUSINESS ( a) TABULATION OF BIDS FOR ONE TRACTOR MOWED. A motion was made by Councilman Pearson seconded by Councilman Howard , to designate Minnesota Toro , Inc . as the lowest responsible bidder and to accept bid in the amount of $ 4 , 910 . 00 . Motion passed by a six yea vote . (b) MEETING OF JULY 16 , 1962 CANCELLED , It was moved by Councilman Thiel seconded by Councilman Heltzer , that the malting of July 16 , 1962 be cancelled . Partial Payment No . 5 . General Construction on shelter buildings at Browndale , Birchwood , Fern Hill , Oak Hill and Aquila Parks . Contractor , T . M . Carlson and Son . Amount , $ C , 046 . 00 . A motion . was made by Councilman Heltzer , second ` d by Councilman Thiel , to approve and to authorize the above payment and that the Staff make inspection before final payment .
