1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Kenneth Wolfe at 3 : 02 p . m .
2 . INVOCATION
Invocation was given by Rev * Phillip Morgan of the Aldersgate
Methodist Church .

4 . MINUTES
On motion of Councilman Shank , seconded by Councilman Howard ,
the minutes of the regular meeting held July 9 , 1962 , were approved by
a seven yea vote .

Cliff Findell of the St . Louis Park V . F . W . Post 5632 presented a
new flag of the United States to the City . Mayor Wolfe accepted same Wv' b

It was moved by Councilman Pearson , seconded by Councilman
Heltzer , to waive reading and adopt Resolution No . 2118 entitled ,
" Resolution Approving Preliminary Plans and Estimates for South
Westwood Hills Park and Ordering Preparation of Working Drawings
and Specifications for Grading , Top Soiling , Landscape Planting ,
and Play Areas . " Motion passed by a seven yea vote .
Councilman Pearson requested that the minutes show seven
points mentioneC' in a letter from South jVestwood Hills Improvement
Association dated June 2 , 1962 as follows :
1 . That the area set aside for the baseball diamond be separated
from the play equipment area by an effective barrier . This
barrier would run in an east - west direction across the park
from approximately the corner of Sumter and Iffest 25th St .rcet •

9 . ( c ) 2 . That the baseball backstop be located immediately north of
this barrier and that the diamond be extended north toward
Cedar Lake Road ,
3e That the play equipment for younger children be so located
as to facilitate the implementation of this suggested location
for the diamond .
4 . That the proposed skating area be planned so that it may be
used for badminton and volleyball courts during the summer .
5 . That the black top area be marked for children ' s active
games such as four - square , hop - scotch , etc .
6 , That if the availability of funds should permit , lighting
facilities be provided for the skating a rea .
7 . That the flow of water from West 26th Street and Sumter be
so diverted that it is prevented from flowing through the play
area of the park .
( d ) PROPOSED AGREEMENT WITH ORR - SCHELEN - MAYERON AND
ASSOCIATES , INC . RELATIVE TO PROPOSED STORM SEWER
PROJECT FOR THE NORTHEAST AREA ( DEFERRED FROM JULY
9 , 1962 ) .
It was moved by Councilman Thiel , seconded by Councilman
Heltzer , to approve and to authorize the Mayor and City Manager
to execute on behalf of the City. Motion passed by a six yea vote ,
Councilman Pearson abstaining .

It was moved by Councilman Thiel , seconded by Councilman
Heltzer , to waive reading and adopt Resolution No . 2119 entitled ,
" Resolution Proposing Improvements and Ordering Preparation of
Reports , " Motion passed by a seven yea vote .
10 . NEW BUSINESS
( a ) TABULATION OF BIDS ON SALE OF HOUSE AND GARAGE AT 6504
WEST 26TH STREET .
Mr . and Mrs . John O ' Rourke were present.
It was moved by Councilman Heltzer , seconded by Councilman
Thiel , to designate Albert Gregerson as the highest responsible bidder
and to accept bid in the amount of $ 1 , 450 . 00 . Motion passed by a
seven yea vote .

10 . ( U ) PROPOSED AGREEMENT WITH BAKER - LANGE ASSOCIATES ,

INC . AND JOHN MAGNEY FOR ARCHITECTURAL S
FOR MUNICIPAL BUILDING .
It was moved by Councilman Heltzer , seconded by Councilman
Thiel , to approve and to authorize the Mayor and City Manager to
execute on behalf of the City. Motion passed by a seven yea vote .
( c ) PETITION CONCERNING SIDEWALK ON AQUILA AVENUE .
Councilman Pearson presented a petition signed by Mrs . Art
Cahill and others regarding sidewalk on Aquila Avenue .
It was moves'. by Councilman Pearson , seconded by Councilman
Thiel , to refer the petition to the Staff with the direction that no
construction of sidewalk be started on the West side of Aquila
Avenue until report has been received . Motion passed by a seven
yea vote .
( d ) CITY HIGHWAY COMMITTEE REPORT .
Councilman Ehrenberg passed out suggestions in writing to
members of the Council from the Highway Committee concerning
the City' s highway problems , and requested that they be studied .
11 . MISCELLANEOUS
( a ) MEETING OF JULY 30 , 1962 CANCELLED .
It was moved by Councilman Ehrenberg , seconded by Councilman
Thiel , that the Council meeting of July 30 , 1962 be cancelled . Motion
passed by a seven yea vote .
12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS
( a ) VERIFIED CLAIMS
On motion of Councilman Pearson , seconded by Councilman
Thiel , the lists of verified claims prepared by the Director of Finance
and presented to the Council , in the total amounts of $ 51816o 91 for
payroll , and $ 265 , 724o 07 for vendors were approved , and the City
Manager , City Clerk , and City Treasurer were authorized to issue
checks covering same , by a roll call vote of seven yeas .
