CALL TO ORDER A regular meeting of the City Council was called to ord :) r by Mayor Kenneth Wolfe at 8 : 02 p . m . 2 . INVOCATION Invocation was given by Rev . Paul Obenauf of the Wooddale Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Kenneth Wolfe Also present were the City Manager ., CitY AttorneY � Planning Director , Director of Public Works , Publie Health Sanitarian , Water Superintendent and the Secretary . Councilman Thiel arrived at 8 ; 13 p . m . during 5 ( a) hearing , 4 . MINUTES On motion of Councilman Howard , seconded by Councilman Heltzdr , the minutes of the regular meeting held February 26 , 1962 , were approved by a six yea vote . 5 . PUBLIC HEARINGS ( a) PROPOSED HOUSING AND REDEVELOPMENT AUTHORITY IN THE CITY OF ST , LOUIS PARK , DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 14) 1962 (ADJOURNED FROM FEBRUARY 19 , 1962 ) o Mayor Wolfe opened the hearing adjourned from February 191) 1962 meeting . r Mayor Wolfe first called on the City Manager who gaVe a report . Then he called on staff members as follows who gave their reports . Planning Director , Tom Blum ; Public Health Sanitarian , Harvey McPhee ; Director of Public Works , 51 Council Minutes - March S . 1962 5 . R . 0 . Folland ; Retired Water Superintendent , Ira Vraalstad and Water. Superintendent , Maynard Kays . The City Manager suggested that the above reports in » dicated sufficient reason for passing of resolution for " Urban Renewal " Attorney John Yngve , representing Republic Creosoting Company , presented a full transcript of the hearing held February 19 , 1962 and also a petition in opposition to adopting resolution signed by Co L . Hurd and 149 others . He claimed that -the City Charter is opposed to a Housing Authority . The following persons spoke in opposition : Elmer Dale , 4513 Minnetonka Boulevard ; Mrs . Walter Hagen , 3059 Joppa Avenue ; Marie Hartman , 3700 Colorado Avenue ; Henry Christianson , 5801 Goodrich Avenue ; Eugene Strommen , 1330 Louisiana Avenue ; Herbert Finch of Republic Creosote . The following persons spoke in favor ; Max Corso , 3224 Kentucky Avenue ; Don Turkington ; Andrew Smith , 3213 Kentucky Avenue ; Roger Flatten , 3250 Louisiana Avenue , speaking for Parkview Association , Eugene Reilly , 3412 Aquila Avenue ; Floyd Blakeborough , 9441 Minnetonka Blvd . Erlarid Swanson , 3051 Joppa Avenue , stated that he does not know of any Veterans that need housing . Mayor Wolfe declared the hearing closed . Considerable discussion , by Council members , followed . RESOLUTION NO . 2003 It was moved by Councilman Pearson , seconded by Councilman Thiel , to waive reading and adopt Resolutiion No . 2003 , entitled " Resolution Declaring Need for Housing and Redevelopment Authority in the City of St . Louis Park , Minnesotan ' . Motion passed by a seven yea vote , ( b ) PROPOSED REZONINU OF NORTHWEST CORNER OF WEST 28th STREET AND LOUISIANA AVENUE FROM R - 1 AND R - B AND B - 3 DISTRICT AS DESCRIBED IN NOTVIN GOF ASTLEFORDHEARING U ( CASEENOFE62� OYZ ) ? The following persons were heard : Richard Loftus , 2900 Louisiana Avenue ; Evert A . Carlson , 2601 Kentucky Avenue ; Paul D . Ruste' n , 5029 West 26th Street , . a representative of South Westwood Hills Improvement Association , who left a copy of his statement ; Mel Astleford , owners of property to be rezoned . Mayor Wolfe declared the hearing closed . It was moved by Councilman Howard , seconded by Council - man Ehrenberg , to waive first reading of proposed ordinance and to set date for second reading on March 123 1962 . Motion passed by a vote of six yeas and one nay . Councilman Heltzer voting nay . Councilman Pearson requested that the following remarks be made a part of the minutes . 1 . Show that the South Westwood Hills improvement Association showed concern over access and egress to the area Zone B3 . Amendment . 3 -12 . 6 2 ( and suggested it be oriented to Louisiana Avenue ) 2 . Concern as to the spur line tracks to serve the B3 area . 3 . That Mel Astleford , owner of zoned_ prpperty , was present and was asked if this zoning is fair and reasonable and Mr . Astleford said ' t yes " . ( c ) PROPOSED REZONING FROM R - 3 TO I - 1 DISTRICT OF WESTERLY TWO ACRES OF THE SOUTHEAST QUARTER OF SECTION 6 , TOWNSHIP 283 RANGE 24 , AT APPROXIMATELY JOPPA AVENUE MIDWAY BETWEEN WEST 34th STREET AND THE CHICAGO , MILWAUKEE , ST . PAUL AND PACIFIC RAILWAY AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 221 1962 , REQUESTED BY ACME STONE AND LUMBER COMPANY ( CASE N0 . 61 - 86 � Z) . Mayor Wolfe opened the hearing on this matter . � I The following persons were heard ; Attorney Root for Acme Stone Company ; Evert Carlson , owner of Acme Stone Compam' 4 Martin Gtady , 3400 Huntington Avenue , opposed ; Earl Peterson , 3332 Huntington Avenue , opposed ; Miss Feed , 3300 Huntington Avenue , opposed ; John Wells , 3327 Huntington Avenue , opposed * Mayor Wolfe declared the hearing closed . There was discussion regarding the Conroy property , which is adjacent to property under discussion , and a report on this was requested from the City Manager . 53 Council Minutes - March 5 , 1962 5 , It was moved by Councilman Heltzer , seconded by Councilman Ehrenberg , to waive first reading of propose -- ordinance and to set date for second reading on March 12 , 1962 . Motion passed by a seven yea vote . ( d) APPLICATION FOR AMENDED CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY FOR TAXICAB OPERATION AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 22 , 196211 REQUESTED BY TOWN TAXI , INC , Mayor Wolfe opened the hearing on this matter . The following persons- were present in favor , Attorney , Al Yrgve and Charles Peterson of Town Taxi . Mayor Wolfe declardd the hearing closed . RESOLUTION N0 , 2004 It was moved by Councilman Pearson , seconded by Council- man Shank , to waive reading and adopt Resolution No . 2004 , entitled " Resolution Amending Certificate of Convenience and Necessity for Taxicab Operation" . Motion passed by a seven yea vote . ( e) APPLICATION FOR CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY FOR TAXICAB OPERATION AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 22 , 1962 , REQUESTED BY URBAN RADIO CAB , Mayor Wolfe opened the hearing on this matter . Attorney A1 . Yngve , representing owner of Town Taxi Company , was present in opposition . Attorney John Bell , representing Urban Cab Company and Robert Lumley , was present in favor . Mayor Wolfe declared the hearing closed . It was moved by Councilman Shank , seconded by Council- man Heltzer , that action on this matter be deferred to March 12 , 1962 . Motion passed by a seven yea vote . ( c ) CITY REPRESENTATIVES TO GO TO CHICAGO TO SOLICIT BIDS FOR PURCHASE OF $ 15500 , 000 IMPROVEMENT BONDS TO BE OFFERED FOR SALE APRIL L[ , 1962 . It was moved by Councilman Ehrenberg , seconded by Councilman Heltzer , that an expenditure of not more than $ 300 . 00 to send representatives to Chicago to solicit bids for Purchase of $ 1 , 500 , 000 . Motion passed by a seven yea vote , (b) TABULATION OF BIDS FOR ONE TWELVE TON PNEUMATIC TIRE , SELF PROPELLED ROLLER , RECEIVED FEBRUARY 26 , 1962 . A motion was made by Councilman Pearson , seconded by Councilman Shank , to designate Zeco Company as the lowest responsible bidder , and to accept bid in the amount of $ 5 , 212 , 70 , Motion passed by a seven yea vote . 11 .
