CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8: 06 p .m. 2 . INVOCATION Invocation was given by Rev . Jay Anderson of the Aldersgate Methodist Church . 3 . ROLL CALL The following Councilmen were preset at roll call: Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manger, City Attorney , Planning Director, Director of Public Works and the Secretary 4. MINUTES On motion of Councilman Pearson, seconded by Councilman Ehrenberg, the minutes of the regular meeting held March S , 1962, were approved as amended adding to Item 5 (b) 1 -'rand suggested it bb oriented to Louisiana Avenue" ,were approved by a seven yea vote . 5 . PUBLIC HEARINGS (a) None 6 . PETITIONS , REpUESTS HND COMMUNICATIONS_ (a) NOTIFICATION OF INTENT TO HOLD A BINGO GAME - BY OAK HILL- PARK KNOLL P.T.A. On hearing no objections the Mayor ordered the notifi- cation received for filing . 58 COUNCIL MINUTES - March 12 , 1962 6 . ( b) APPLICATION FOR LICENSE TO SELL NON IROTOTICOOONMINNETONKA G MALT LIQUOR OFF SALE -- BY BURTON A . SHAD BOULEVARD . Burton Shapiro was present at the meeting . A motion was made by Councilman Pearson , seconded by Councilman Howard , to approve the issuance of the above license . Motion passed by a seven yea vote . ( c ) COMMUNICATION FROM THE HENNEPIN COUNTY LEAGUE OF TOWNS AND MUNICIPALITIES CONCERNING DUES FOR 1962 . A motion was made by Councilman Shank , seconded by Councilman Thiel , that the 1962 dues for $ 600 . 00 , be approved . Motion passed by a seven yea vote . ( d) COMMUNICATION FROM NAEGELE OUTDOOR ADVERTISING COMPANY , INC . RELATIVE TO SIGN PORTION OF ST . LOUIS PARI` ZONING ORDINANCE . It was moved by Councilman Shank , seconded by Council - man Thiel , that the above communication be referred to the Planning Commission for advice and recommendation . Motion passed by a seven yea vote . ( e ) COMMUNICATION , DATED MARCH 6 , 19621) FROM MAURICE GOLDMAN OWNER OF PROPERTY AT 24TH AND DREW AND 24TH AND PARKWOODS REGARDING STORM SEWER FOR AREA , WAS PRESENTED BY THE CITY MANAGER . Mr . & Mrs . M . Goldman were present at the meeting . The need for storm drainage in this area was dis - cussed , and the Goldmans were assured that plans were in the making by the City Engineering Department . No action taken . 7 . " Resolution Authorizing Stipulation and Consent in Title Regis tration Proceedings , Charles L . Mossey , etal . Motion Passed by a six yea vote . Councilman Pearson abstained from voting * 59 rw Cnuncil Minutes - March 12 , 1962 (b) SECOND READING OF PROPOSED ORDINANCE AUTHORIZING THE TRANSFERS OF FUNDS AND PROVIDING APPROPRIATIONS FOR SALARY INCREASES FOR YEAR ENDING DECEMBER 31 , 1962 . It was moved by Councilman Pearson , seconded by Councilman Thiel , to waive second reading and adopt Ordin - ance Authorizing the Transfers of Funds and Providing Appro - priations for. Salary Increases for Year Ending December 31 , 1962 . Before vote was taken there was considerable discussion . A motion was made by Councilman Pearson , seconded by Councilman Thiel , calling for previous question . Motion passed by the following roll call vote : Councilman Ehrenberg , nay ; Councilman Heltzer , nay ; Council- man Howard , nay ; Councilman Pearson , yea ; Councilman Shank , yea ; Councilman Thiel , yea ; Mayor Wolfe , yea . Vote was then taken on the original motion and lost by the following roll call vote : Councilman Ehrenberg , nay ; Councilman Heltzer , nay ; Councilman Howard , nay ; Councilman Pearson , yea ; Councilman Shank , yea ; Councilman Thiel , yea ; Mayor Wolfe , yea . Motion needed six affirmative votes . ( c) SECOND READING OF PROPOSED ORDINANCE AMENDING THE ST . LOUIS PARK ZONING ORDINANCE CHANGING BOUNDARIES OF ZONING DISTRICTS (NORTHWEST CORNER OF WEST 28TH STREET AND LOUISIANA AVENUE FROM R - 1 AND R. B TO R - B AND B - 3 DISTRICT - CASE NO , 62 - 10 - Z) REQUESTED BY MELVIN G , ASTLEFORD , Melvin Astleford was present at the meeting . ORDINANCE N0 , 327 It was moved by Councilman Shank , seconded by Councilman Howard , to waive second reading and adopt Ordinance No . 827 , entitled " An Ordinance Amending the St . Louis Park Zoning Ordinance Changing Boundaries of Zoning Districts " . Motion passed by a vote of six yeas and one nay . Councilman Heltzer voting nay . Acme Ston and Lumber Company would deed -to the City , for park purposes , the small piece of their property just south of the parcel rezoned in Ordinance No . 820' . Mr . Root stated that he would check with Mr . Carlson regarding this piece and also regarding a dedication of the Northerly 1 /10 acre strip to be used for Industrial Highway , and would report to the City Manager . After much discussion - A motion was made by Councilman Ehrenberg , seconded by Councilman Shank , that the new plans presented be re ferred to the City Manager for study and recommendation and that the City Manager be requested to furnish a de - tailed budget indicating where funds for payment of new City Hall will be received from .
