CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kennoth Wolfe at 3 p . m .
2 . TN-VOCATION
Invocation was given by Rev . W . B . Wilcox of the Union
Congregational Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Robert Ehrenberg
James Htltzer
Frank Howard
Curtis Pearson
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney ,
Planning
Director , Director of Public Works , Supervisor of Zoning and
Inspections and the Secretary .
4 . MINUTES
On motion of Councilman Howard , seconded by Councilman Thiel ,
the minutes of the regular meeting held January 29 , 1962 , were
approved by a seven yea vote .

also present .
Mayor Wolfe declared the hearing closed .
It was moved by Councilman Ehrenberg , seconded by
Councilman Thiel , that the request be denied . Motion passed
by a seven yea vote .
6 . PETITIONS REQUESTS AND COMMUNICATIONS
( a) COMMUNICATION FROM ADOLPH FINE REQUESTING REDUCTION OF BOND
FOR TEXA - TONKA TERRACE SECOND ADDITION .
RESOLUTION N0 . 1995
It was moved by Councilman Heltzer , seconded by Counil -
man Pearson , to waive reading and adopt Resolution No . 1995 ,
entitled " Resolution Accepting Work For Subdivision Contract
Construction Texa -Tonka Terrace Seconde Addition and Modifying
Contract Therefor " . Motion passed by a seven yea vote .
7 . RESOLUTIONS AND ORDINANCES
( a) RESOLUTION APPROVING CLASSIFICATION LIST 11528 - C " AND
APPROVING SALE OF LANDS THEREIN ,
RESOLUTION NO , 1996
It was moved by Councilman Pearson , seconded by Council -
man Shank , to waive reading and adopt Resolution No . 1996 ,
entitled " Resolution Approving Classification List " 528 - C "
and Approving Sale of Lands Therein " . Motion passed by a
Seven yea vote .
(b ) FIRST READING OF PROPOSED ORDINANCE DESIGNATING PUBLIC WAY
AS 13TH LANE .
It was moved by Councilman Shank , seconded by Council-
man Howard , to .wai. ve first reading and set date for second
reading on February 19 , 1962 . Motion passed by a seven
yea vote .

$ . REPORTS OF OFFICERS , BOARDS AND COMMITTEES
( a ) SUPPLEMENTARY REPORT ONSI,ARY ADJUSTMENT PANEL RECOMMENDATIONS
( REQUESTED JANUARY 2 2 , 19 6 2 ) .
Mr . Larkin McLellan , representing Local No . 49 , was
present at the meeting .
After considerable discussion --
A motion was made by Councilman Pearson , seconded by
Councilman Shank , that action on this report be deferred
until budget time for 1963 .
Before vote was taken there was more discussion .
A motion was made by Councilman Pearson , seconded by
Councilman Shank , calling for the question . Motion passed
by a vote of five yeas and two nays . Councilman Ehrenberg
and Councilman Heltzer voting nay .
Vote was then taken on -the original motion and passed
by a vote of five yeas and two nays . Councilman Ehrenberg
and Councilman Heltzer voting nay .
(b ) REPORT OF ARCHITECT ON MUNICIPAL BUILDING .
Edward Baker , representing Architects, was present at
the meeting .
It was moved by Councilman Pearson , seconded by Council -
man Heltzer , that a committee of three councilmen be appointed ,
by the Mayor , to work with the Architect and the City Manager
on plans for new Municipal building . Motion lost by the
following roll call vote : Councilman Ehrenberg , nay ; Council -
man Heltzer , yea ; Councilman Howard , nay ; Councilman Pearson ,
yea ; Councilman Shank , nay ; Councilman Thiel , nay ; Mayor
Wolfe , nay .
It was moved by Councilman Howard , seconded by Councilman
Thiel , that the Council accept the report and that the Archi -
tect be directed to proceed with preparation of preliminary
plans based on this report . Motion passed by a vote of seven
yeas .
( c ) REPORT OF EMPLOYEE APPOINTMENT (Firefighter) .
It was moved by Councilman Thiel , seconded by Councilman
Shank , to consent and approve the following appointment :
Robert Kendall , Probationary Firefighter , Range 20 , Step A ,
effective February 17 , 1362 . Motion passed by a seven yea
vote .

8 . ( d ) MINUTES OF THE BUILDING CONSTRUCTION CODES ADVISORY
COMMISSION SPECIAL MEETING HELD JANUARY 31 , 1962 .
On hearing no objections the Mayor ordered the minutcas
received -for -filing .
( e ) REPORT OF THE BUILDING CONSTRUCTION CODES ADVISORY COMMISSIom
UPON THE APPEAL OF FAIRVIEW CONSTRUCTION CO , , INC . FROM THE
BUILDING INSPECTOR ' S REQUIREMENT FOR SOLID BLOCKING ON
JOISTS OF APARTMENTS AT VIRGINIA AND 31ST STREETS .
Applicant has withdrawn request .
No action taken .

( a ) REQUEST OF PATCH AND .ERICKSON , ARCHITECTS , INC , FOR PRE -
LIMINARY APPROVAL OF EXTERIOR FINISH BUILDING MATERIALS e>>
ON APPEAL FROM DENIAL OF REQUEST BY BUILDING INSPECTOR .
( DEFERRED JANUARY 29 , 1962 ) .
Mr . Robert Patch was present at the meeting .
It was moved by Councilman Pearson , seconded by Council -
man Thiel , that the Recommendation of the Building Construc -
tiiin Codes Advisory Commission of January 31 , 1962 , be accepted
and approval granted . Motion passed by a vote of six yeas and
one nay . Councilman Heltzer voting nay .
( b ) ANNUAL FINANCIAL REPORT OF THE CITY FOR 1961 ( DEFERRED FROM
JANUARY 29 , 19 6 2 ) .
On hearing no objections the Mayor ordered the report
received for filing .
10 . NEW BUSINESS
( a ) None .
11 . MISCELLANEOUS
( a ) Damage Claims . Clayton Hutchins and Harold Hutchins , X037

It was moved by Councilman Shank , seconded by Councilman
Heltzer , that the above claim be referred to the Law Depart -
ment for advice and recommendation . Motion passed by a seven
yea vote ,

12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS
( a) Verified Claims ,
On motion of Councilman Thiel , seconded by Councilman
Heltzer , the lists of verified claims prepared by the
Director of Finance and presented to the Council , in the
total amounts of $ 2 , 81 . 63 for payroll , and $155 , 553 . 69
for vendors were approved , and the City Manager , City
Clerk , and City Treasurer were authorized to issue checks
covering same , by a roll call vote of seven yeas .
(b) CONTRACT PAYMENTS
On motion of Councilman Ehrenberg , seconded by Council -
man Heltzer , the following payment on contract work presented
by the City Engineer was approved , and the City Manager ,
City Clark and City Treasurer were authorized to issue
check for the respective amount by a seven yea vote .
Partial Payment No . 4 . Electric installation at
shelter buildings at Aquila , Browndal ` , Birchwood ,
Fern Hill and Oak Hill Parks . Contractor , A & A
Electric Co . Amount , $ 1 , 314077 *
13 . ADJOURNMENT
On motion of Councilman Ehrenberg , seconded by Councilman
Thiel , the meeting was adjourned at lle06 p . m . , by a seven yea
vote *
