1 . CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at 8 : 02 p . m .
2 . INVOCATION
Invocation was given by Rev . Everett Tande of the Ascension
Lutheran Church ,
3 , ROLL CALL
The following Councilmen were present at roll call :
Robert Ehrenberg
,lames Heltzer
Frank Howard
Curtis Pearson
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney , Director
of Public Works and the Secretary .
4 * MINUTES
On motion of Councilman Thiel , seconded by Councilman
Howard , the minutes of the regular meeting held February 19 ,
1962 , were approved by a seven yea vote .
5 , PUBLIC HEARINGS
( a) None .

( a) NOTICE OF HEARING BErORE THE RAILROAD AND WAREHOUSE COMM -
ISSION REGARDING T0WN TAXI INC , PETITION TO OPERATE
REGULAR ROUTE COMMON CARRIER OF PASSENGERS BETWEEN POINTS
IN ST . LOUIS PARK AND GOLDEN VALLEY AND THE MINNEAPOLIS
ST , PAUL INTERNATIONAL AIRPORT .

6 . It was moved by Councilman Pearson , seconded by Council -
man Thiel , that the City Manager be requested to write to
the Rdilroad and [warehouse Commission stating that the
petition of Town Taxi Inc . has the approval of the City
Council and requesting that the Commission grant the said
Petition . Motion passed by a seven yea vote .
7 . RESOLUTIONS AND ORDINANCES
( a) FIRST READING OF PROPOSED ORDINANCE AUTHORIZING THE TRANS -
FERS OF FUNDS AND PROVIDING APPROPRIATIONS FOR SALARY IN -
CREASES FOR YEAR ENDING DEVEMBER 31 , 1962 .
It was moved by Councilman Poarson , seconded by Council -
man Thiel , to waive first reading of proposed ordinance and
to set dat ;2 for second reading on March 12 , 1962 . Motion
passed by a seven yea vote .
( b ) SECOND READING OF PROPOSED ORDINANCE AUTHORIZING SALE BY
THE CITY OF TRACT OF LAND AT UTAH AND 302 STREET ,
ORDINANCE N0 , 025
It was moved by Councilman Thiel , seconded by Council -
man Shank , to waive second reading and adopt Ordinance No .
525 , entitled T ' Ljn Ordinance Authorizing Sale by the City of
Tract of Land at Utah and 302 Street " . Motion passed by a
seven yea vote .
( c ) SECOND READING OF PROPOSED ORDINANCE VACATING A PORTION
OF WEST 20TH STREET BETWEEN XENWOOD AVENUE AND YOSEMITE
AVENUE ,
ORDINANCE NO . 826
It was moved by Councilman Ehrenberg , seconded by
Councilman Shank , to waive second reading and adopt Ordinance
No . 826 , entitled " An Ordinance Vacating a Portion of West
23th Street Between Xenwood Avenue and Yosemite Avenue " .
Motion passed by a seven yea vote .
3 . REPORTS OF OFFICERS BOARDS AND COMMITTEES
( a) PRELIMINARY REPORT OF THE DIRECTOR OF PUBLIC WORKS AND
ASSESSMENT REPORT WITH RESPECT TO THE FOLLOWING IMPROVEMENTS ;

RESOLUTION NO , 2002
It was moved by Councilman Pearson , seconded by Council-
man Heltzer , to waive reading and adopt Resolution No . 2002 ,
entitled " Resolution Receiving Reports and Calling Hearing
on Improvement Nos . 62 - 16 , 61 - 1 , 61 - 9 , 61 - 39 , 62 - 153 62 - 1S ,
61 - 2 , 60 - 59 , 60 - 97 , 62 - 3 " . Hearing March 19 , 1962 . Motion
passed by a seven yea vote .

10 . NEW BUSINESS
( a) TWIN CITY RAPID TRANSIT COMPANY HEARING BEFORE THE RAILR011D
AND WAREHOUSE COMMISSION .
The City Attorney reported on the hearing of the
Twin City Rapid Transit Company held February 23 , 1962 .
Hearing was adjourned to April 12 , 1962 , when more in -
formation is expected to be presented .
(b) REGARDING STATE HIGHWAY NO , 169 .
The Mayor reported on a talk he had with Frank Moulton ,
President of Minneapolis Council , regarding route suggested
for Highway No . 169 entering Minneapolis .
11 . MISCELLANEOUS
( a) REGARDING WELL NO , 4 .
Communication from Orr - Schelen -Mayeron & Associates ,
regarding need of repairs on Well No . 4 , and requesting Council
for permission to advertise for bids for repairs , was read by
the City Manager .
It was moved by Councilman Pearson , seconded by Council -
man Heltzer , that bids be taken on March 12 , 1962 . Motion
passed by a seven yea vote .
12 . J&6IMS , APPRQPRIATIONS. ;iND CONTRACT PAYMENTS
(a) VERIFIED CLAIMS
On motion of Councilman Thiel , seconded by Councilman
Howard , the lists of verified claims prepared by the Director
of Finance and presented to the Council , in the total amounts
of $ 6 , 954 . 75 for payroll , and $ 85 , 656 . 74 for vendors were
approved , and the City Manager , City Clerk , and City
Treasurer were authorized to issue checks covering same , by
a roll call vote of seven yeas .
13 . ADJOURNMENT
On motion of Councilman Ehrenberg , seconded by Councilman
Pearson , the meeting was adjourned at 8 ; 54 p . m . , by a seven yea
vote .
