1 . CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at 8 p . m .
2 . INVOCATION
Invocation was given by Rev . Bennett Brudevold of the Alders -
gate Methodist Church ,
3 . ROLL CALL
The following Councilmen were present at roll call :
Robert Ehrenberg
James Heltzer
Frank Howard
Curtis Pearson
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney , Planning
Director , Director of Public Works and the Secretary .
4 . MINUTES
On motion of Councilman Howard , seconded by Councilman Thiel ,
the minutes of the regular meeting held February 13 , 1962 , were
approved by a seven yea vote .
5 . PUBLIC HEARINGS
( a ) PROPOSED VACATION OF A PORTION OF WEST 28TH STREET BETWEEN
XENWOOD AVENUE AND YOSEMITE AVENUE ( SOUTH 20 FEET OF LOT D )

ING PUBLISHED FEBRUARY
Mayor Wolfe opened the hearing on this matter . No one
present was interested in this matter . Mayor Wolfe declared
the hearing closed .
It was moved by Councilman Ehrenberg , seconded by Council -
man Thiel , to waive first reading of ordinance and to set date
for second reading on February 26 , 1962 . Motion passed by a
seven yea vote .

OF ST . LOUIS PARK , DESCRIBED IN NOTICE OF HEARING PUBLISHED
FEBRUARY 1 , 1_ 962 .
Mayor 1,1olfe opened the hearing on this matter .
The following persons were present speaking for Reilly
Tar & Chemical Company ( Republie Creosote ) , in opposition to
Resolution :

Attorney John Yngve presented to the Council the following,
items , for the Clerk ' s records .
1 . Transcript of the January 29 , 1962 Council meeting
regarding this Resolution , by Leonard Brecht , reporter ,
2 . Copy of statement made by Mr . Yngve , January 29 , 1962 .
3 . Newspaper clippings pertaining to this matter .
It was moved by Councilman Pearson , seconded by Councilman
Heltzer , that the hearing be adjourned to March 5 , 1962 , with
request that a presentation be made by the staff relating to
their preliminary findings on this matter .
Before vote was taken - A motion was made by Councilman
Howard , seconded by Councilman Pearson , to amend the above
motion as follows ; that all information on hand , relating to
all three items in Resolution , be given to the Council . Motion
passed by a vote of five yeas and two nays . Councilman Thicl
and Mayor t-)Jolfe voting nay .
Vote was then taken on the original motion as amended and
passed by a vote of six yeas and one nay . Councilman Th1el

( a) COMMUNICATION FROM THE CARNEY COMPANY REQUESTING PERMISSION
TO BUILD AN ADDITION TO WAREHOUSE AT 2500 GEORGIA AVENUE .
Henry Carney was present in support of request .
After considerabl discussion the Mayor ordered the

( a) RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PRE -
PARATION OF PROPOSED ASSESSMENT .
RESOLUTION NO . 1997
It was moved by Councilman Pearson , seconded by Council -
man Thiel , to waive reading and adopt Resolution No . 19975
entitled " Resolution Declaring Cost to be Assessed and Ord -
ering Preparation of Proposed Assessment ' Motion passed by
a seven yea vote .
(b ) SECOND READING OF PROPOSED ORDINANCE DESIGNATING PUBLIC MAY
AS 13TH LANE .

It was movad by Councilman Thiel , seconded by Councilman
Shank , to waive second reading and adopt Ordinance No . u24 ,
entitled " Ordinance Designating Public :'Jay as 13th Lane " .

NORTHERN RAILWAY .
A motion was made by Councilman Ehrenberg , seconded by
Councilman Thiel , to approve proposed bridges to be con -
structed on Highway No . 18 at Cedar Lake Road and over
Great Northern R . R . tracks . Motion passed by a seven
yea vote .

10 . ( b) SETTLEMENT OF CITY CLAIM AGAINST GEORGE COLLIS AND JOHN
MC ALES .
It was moved by Councilman Thiel , seconded by Council -
, ' man Heltzer , that the Council approve a compromise settle -
ment of City claim against George Collis and John Mc flee
in the amount of $ 392 . 22 for the sum of $ 317 . 22 and that
the Mayor and City Manager be authorized to execute necessary
instruments in connection therewith . Motion passed by a
seven yea vote .

ON ENGINEERS SKETCH .
It was moved by Councilman Ehrenberg , seconded by Council -
man Shank , that the City Manager be authorized to negotiate
for above property at a figure not to exceed $ 8 , 000 . 00 .
Motion passed by a seven yea vote .
11 . MISCELLANEOUS
( a) DAMAGE CLAIM . L . S . HAVSGAARD , 3151 Hillsboro Avenue .
It was moved by Councilman Shank , seconded by Council -
man Howard , that the above claim be referred to the Law
i Department for advice and recommendation . Motion passed
by a seven yea vote .
