VINUTES On motion of Councilman Howard , seconded by Councilman Heltzer , the minutes of the regular meeting held December 10 , 1962 , were approved as amended changing September to December under item 6 ( d) ; the minutes of the special meeting held December 131 1962 were: also approved by a seven yea vote , 5 . Before vote was taken there was some discussion , A motion was made by Councilman Howard , seconded by Councilman Haltzer , calling for the question . Motion passed by a vote of five yeas and two nays . Councilman Ehrenberg and Mayor Wolfe voting nay . (b) DECEMBER 24 , 1962 DECLARED A HOLIDAY - REQUESTED BY THE CITY MANAGER , It was moved by Councilman Thiel , seconded by Councilman Heltzer , that December 24 , 1962 be declared a holiday for all City employees , with pay .
