On motion of Councilman Howard , seconded by Councilman Shank ,
the minutes of the regular meeting held November 26 , 1962 , were

It was moved by Councilman Heltzer , seconded by Council -
man Howard , to waive first reading of proposed ordinance and
set date for second reading on December 17 , 1962 for Lot 3 ,

Before vote was taken on above motion there was consider -
able discussion .
A motion was then made by Councilman Pearson , seconded
by Councilman Heltzer , calling for the question . Motion passed
by a vote of six yeas and one nay . Councilman Shank voting nay .
The Mayor called for a vote on the original motion which
was passed by the following roll call vote . Councilman

Street . Mr . & Mrs . Lazar , 1603 Hampshire Avenuz and also

In response to questions from the City Attorney the
City Engineer stated that the present fill on Lot 32 would
back up surface waters to stand in City streets which would
be injurious to theme that none of thea str ; ats in tho area
draining into this property have diverted water onto this
property which otherwise would not have gone onto it .

there was no place for surface waters to drain out , and

of any more of the areas would cause surfac4 waters to rise
in the back yards of the properties to the east,

Richmond Addition and -the stop order on Lot 82 to be released
when proper drainage is re - stablished . Motionpassed by a
