ROLL CALL The following Councilmen were present at roll call : Robert Ehrenberg James Heltzer Frank Howard Curtis Pearson Robert Shank Kenneth Wolfe I Also present were the City Manager , City Attorney , Director of Public Works , City Assessor and the Secretary . Four Municipal representatives from Kenya , Africa , were present at the meeting . Motion passed by a seven yea voce . ( c ) SECOND READING OF PROPOSED ORDINANCE DECLARING DOOR TO DOOR SOLICITATION WITHOUT INVITATION OR UPON POSTED PREMISES TO BE A NUISANCE , PROHIBITING THE SAME , AND PROVIDING A PEN - ALTY THEREFOR ( DEFERRED FROM OCTOBER 1 , 1962 ) . ORDINANCE NO , G59 It was moved by Councilman Pearson , seconded by Council - man Thiel , to waive second reading and adopt Ordinance No . 059 , entitled , " An Ordinance Declaring Door to Door Solicita - tion without Invitation or Upon Posted Premises to be a Nuisance , Prohibiting the Same , and Providing a Penalty Therefor" . Motion passed by a vote of six yeas and ons nay . Mayor Wolfe voting nay . C . REPORTS OF OFFICERS BOARDS AND COMMITTEES ( a ) REPORT OF LAND ACQUISITION - BY THE CITY MANAGER . A motion was made by Councilman Thiel seconded by Counc " man Shank , to accept deed from Alois f, ' , and Margaret Lampe , and authorize City Clerk to file same for record , and authorization to the proper City officers to nay the sum of $ 500 . 00 purchase price upon approval of the title by the City Attorney . 410tlon passed by a seven yea vote . 275 i Council Minutes - October 3 , 1962 Be (b) PRELIMINARY REPORT ON PROPOSAL FOR FINANCING STORM SERVER IMPROVEMENTS - BY THE CITY MANAGER (M , & Co N0 . 62 - 19 ) . It was moved by Councilman Ehrenberg , secondad by Council - man Shank , that the Storm Sewer assessment policy be daferr` d and that -the Staff attempt to apply this policy on a practical bases in planning and presenting the N , E , Storm Sewer project to tha Council and the area involved . Motion passed by a vote of six yeas and one nay . Councilman Pearson voting nay . 9 . UNFINISHED BUSINESS ( a) PROPOSED SPECIAL ASSESSMENT FOR IMPROVEMENT COMPLETED `14ITHIN THE CITY , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED SEPTEMBER 13 , 1962 , IMPROVEMENT NO , 60 - 35 ( HEARING HELD OCTOBER 1 , 1962 , ACTION DEFERRED) . RESOLUTION NO , 2105 It was moved by Councilman Shank , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 2105 , 2n - titl2d , ' Resolution Adopting Assessment ' . Motion passed by a vote of six yeas and one nay . Councilman Pearson voting nay . (b) RECOMMENDATION OF THE PARKS 10 RECREATION ADVISORY COMMISSION THAT A RECREATION FACILITY IN THE NORTHSIDE FIRE STATION BUILDING WOULD BE DESIRABLE (DEFERRED FROM OCTOBER 1 , 1962 ) . The following persons were present at the meeting : Cy . Magnuson , State Insurance Commissioner and Fire Marshall ; William Freitag , Engineer , National Board of Fire Underwriters ; Eugene Weber , Assistant Insurance Commissioner and Assistant Fire Marshall . The Commissioner stated - 1 . That the Fire Underwriters Inspection Bureau has the legal responsibility for the rating and classifying of cities . 2 . That as Fire Marshall he would consider any home or school further than 3 z miles from a fire station not a " Safest building Messrs . Magnuson , Preitag and �Pdeber all agreed that there is a definite need for a second fire station in St . Louis Park and approved the proposed location at Louisiana Avenue and Cedar LaRe Road . It was moved by Councilman Pearson , seconded by Council - ' man Thiel that the plans for the North Side Fire Station , ilities , be approved and the City Manager with recreation fac ` be authorized to advertise for �� ids . Motion passed by a seven yea vote . 276 Council Minutes - October on , 1962 9 . ( c } RESOLUTION AUTHORIZING PLACEMENT OF sIG SAESTABLISHING LOAD LIMITS ON WEST LAKE STREET AND PESOLUTION NO . 21UG It was moved by Councilman Heltzer , seconded by Council . man Pearson , to waive reading and adopt Resolution No . 2186 , entitled " ' Resolution Authori. Zzing Placement of Signs Establish - ina Load Limits on West Lake Street and Taft Avenue " . Motion J. of six yeast Councilman Thiel not present passed by a vo when vote was taken . 10o NEVIJ BUSINESS ( a) TABULATION OF DIDS FOR ROC�C SALT . Stanley Thompson of Cargill , Inc . and also a representa - tive of International Salt Company , were present at the meeting . It was moved by Councilman Ehrenberg , seconded by Council - man Heltzer , to concur with the recommendation of the City Manager and to designate Cargill , Incorporated as the lowest responsible bidder , - o accept bid in th .pa amount of $ 14 . 32 per ton and to authorize the Mayor and City Manager to execute the necessary contract . Motion passed by a seven yea vote . (b ) REGARDING DISTURBANCES IN VICINITY OF NEVADA AND OREGON AVENUES , SOUTH OF MINNETONKA BOULEVARD , Mr . & Mrs . Leonard G . Peterson , 3145 Nevada Avenue , spoke about youth gangs who were causing disturbances and engaging in activities that led to injuries of certain youths . They asked for more police patroling , It was suggested that this matter be brought to the attention of the Police Department . It was moved by Councilman Thiel , seconded by Councilman Ehrenb ` rg , that the City Manag ` r transmit the information received this evening to the Police Department for checking and attention , with the request that Police make report on this matter to the City Manager Motion passed by for the City Council . a seven yea vote . 11 .
