1 . CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at 8 p . m .
2 . INVOCATION
Invocation was given by Rev . M . Lyle Halverson of the First
Lutheran Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Robert Ehrenberg
James Heltzer
Frank Howard
Curtis Pearson
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager , City Attorney , Planning
Director , Director of Public Works and the Secretary .
4 . MINUTES
On motion of Councilman Heward , seconded by Councilman Heltzer ,
the minutes of the regular meeting held January 15 , 1962 , were
approved by a seven yea vote .
5 . PUBLIC HEARINGS
( a) PROPOSED VACATION OF SOUTH TWENTY FEET OF LOT 10 , AUDITORS
SUBDIVISION N0 . 350 (NORTHEAST CORNER OF YOSEMITE AVENUE AND
WEST 28TH STREET) AS DESCRIBED IN NOTICE OF HEARING PULLISKEJ
DECEMBER 21. 7 1961 (REQUESTED BY TED HARLEM AND OTHERS - SEE
PLANNING COMMISSION REPORT UNDER ITEM 8 (1. ) .
Mayor Wolfe opened the hearing on this matter .
Ted Harlem and Robert Kelber were present in favor of
this petition . Also present was R . E . Dybvig , 2754 Xenwood
Avenue , who stated he is not opposed to this vacation and would
like to see the balance of the block to Xenwood Avenue vacated
also being the S . 20 ' of Lot D , Registered Land Survey No . 372 .

It was moved by Councilman Thiel , seconded by Council .
man Heltzer , to waive first reading of proposed ordinance
and to set date for second reading on January 29 , 1962 .
Motion passed by a seven yea vote .
It was moved by Councilman Ehrenberg , seconded by
Councilman Shank , that the Staff prepare proper resolution
setting heaftng -to vacate the south 20 feet of Lot D , Reg .
istered Land Survey No . 372 . Motion passed by a seven
yea vote ,

It was moved by Councilman Pearson , seconded by Council -
man Thiel , that the communication , dated January 4 , 1962 ,
received from A . L . Cherne be referred to the City Manager
for report and recommendation . Motion passed by a seven
yea vote .

( d) COMMUNICATION FROM MINNEAPOLIS NORTHFIELD AND SOUTHERN RAILWAY
CONCERNING TRAFFIC STOP SIGNS AT 41ST AND 42ND STREET CROSS -
INGS ON MAIN LINE OF THE RAILROAD .
It was moved by Councilman Shank , seconded by Councilman
Heltzer , that the above communication be raferred to the City
Manager for roport . Motion passed by a seven yea vote .

( a ) RESOLUTION DISCLAIMING PUBLIC INTEREST IN A TRACT OF LAND .

It was moved by Councilman Thial , seconded by Councilman
Shank , to waiv : roading and adopt Resolution No . 1936 , entitled
" Resolution Disclaiming Public Interest in a Tract of Land " .
Motion passed by a seven yea vote .

S , Mr , Larkin McLellan , representing Local No . 49 , was
present at the meeting .
It was moved by Councilman Pearson , seconded by Council -
man Ehrenberg , that Item 2 -Automotive Serviceman and Item S .
Reclassification of Positions be approved as recommended by
the City Manager .
Before vote was taken a motion was made by Councilman
Heltzer to amend above motion to include Item 1 - General
Salary Increase across the board . Motion lost because of
no second .
Vote was -then taken on the original motion and lost by
the following roll call vote : Councilman Ehrenberg , nay ;
Councilmen Heltzer , nay ; Councilman Howard , yea ; Councilman
Pearson , yea ; Councilman Shank , iiay ; Councilman Thiel , yea ;
Mayor kqolfe , nay ,
It was moved by Councilman Ehrenberg , seconded by Council -
man Heltzer , that Item 2 - Automotive Serviceman and Item S -
Reclassifications of Positions be adopted as recommended by
the City Manager and that Item 1 - General Salary Increasa , in
all classifications , be adopted and made effective as of June
1 , 1962 . Motion lost by the following roll call vote :
Councilman Ehrenberg , yea ; Councilman Heltzer , yea ; Council -
man Howard , nay ; Councilman Pearson , nay ; Councilman Shank ,
nay ; Councilman Thiel , nay ; Mayor Wolfe , nay .
It was moved by Councilman Pearson , seconded by Council -
man Howard , that Items 2 - Automotive Serviceman and Item 5 -
Reclassification of Positions be accepted and approved and
put into effect and that the City Manager bring in a report
on job classification under Local 49 regarding the recommen -
dation in Item 1 - General Salary Increase . Motion passed by
a vote of six yeas and one nay . Councilman Ehrenberg voting
nay .
Mr . Henry Ross , representative of Local No . 224 , was
present at the meeting .
It was moved by Councilman Thiel , seconded by Council -
man Ehrenberg , that the recommendation of the City Manager
on Custodial Worker and Laborer be approved . Motion passed
by a seven yea vote .
( c ) REPORT OF CITY ACTIVITIES FOR DECEMBER 1961 BY THE CITY
MANAGER .
On hearing no objections the Mayor ordered the report
received for filing .

It was moved by Councilman Shank , seconded by Council -
man Thiel , to accept the following deed and to authorize
the City Clerk to file same for record :

dated October 12 , 19613 drainage and utility ease -
ment over Lots 1 , 2 and 3 . Block 2 , Minneapolis
Baseball and Athletic Association Addition .
Motion passed by a seven yea vote .

It was moved by Councilman Shank , seconded by Councilman
Thiel , to authorize the Mayor and City Manager to execute
purchase agreement for Lots 2 , 3 , 4 , 28 and 29 , Block 1 ,
Wooddale Park , purchase price $ 1 , 500 . 00 . Motion passed by
a seven yea vote ,

( a) VERIFIED CLAIMS
On motion of Councilman Howard , seconded by Councilor
man Heltzer , the lists of verified claims prepared by the
Director of Finance and presented to the Council , in the
total amounts of $ 3 , 240 . 11 for payroll , and $ 479 . 924 . 31
for vendors were approved , and the City Manager , City
Clerk , and City Treasurer were authorized to issue checks
covering same , by a seven yea vote .
(b ) CONTPIACT PAYMENTS
On motion of Councilman Ehrenberg , seconded by Council -
man Thiel , the following payments on contract work presented
by the City Engineer were approved , and the City Manager ,
City Clerk and City Treasurer were authorized to issue checks
for their respective amounts by a seven yea vote .
