LOUIS PARK, MINNESOTA September 20, 1961 Mayor Wolfe called the meeting to order at 5;22 p.m., with the following Councilmen present at roll call; Robert Ehrenberg D. C. Messer Curtis Pearson Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manager, Director of Finance and the Secretary, James Blakaborough was also present. The proposed 1962 Budget was presented by the City Manager. It was decided that the Budget be discussed and acted on by "Activities". MAYOR & COUNCIL It was moved by Councilman Messer, seconded by Councilman Thiel, that the travel, conference and school item 23a be reduced to $500.00. Motion passed by a six yea vote. It was moved by Councilman Shank, seconded by Councilman Messer, that the Mayor & Council Budget be approved as amended. Motion passed by a six yea vote. CITY MANAGER It was moved by Councilman Messer, seconded by Councilman Thiel, that the City Manager's salary for 1962 be set at $14,620.00. Motion passed by a vote of fi nay, ve yeas and one nay. Councilman Pearson voting It was moved by Councilman Ehrenberg, seconded by Councilman Thiel, that the City Manager's budget be approved as amended. Motion passed by a six yea vote. CITY CLERK It was moved by Councilman Pearson, seconded by Councilman Shank, that the City Clerk's budget be approved as presented. It was moved by Budget b apP that the Planning & Zoning by a six yea vote. 327 Council Minutes - September 20, 1961 POLICE PROTECTION It was moved by Councilman Pearson, seconded by Councilman Masser, that the City Manager explore the performances of police services with other communities. Motion passed by a six yea vote. It was moved by Councilman Pearson, seconded by Councilman Thiel that Police Woman listed under Personal Services be deleted this year, Motion passed by a vote of live yeas and one nay. Councilman Messer voting nay. It was moved by Councilman Pearson, that item under Personal Services "Police Patrolmen", be reduced from $153,321.00 to $151,165.00. Motion lost because of no second. It was moved by Councilman Ehrenberg, seconded by Councilman Shank, that travel, conference & schools item 23a be reduced to $1,100.00. Motion passed by a six yea vote. It was moved by Councilman Pearson, seconded by Councilman Thiel, - that subsist, care & support of persons item 27 be reduced to $3,000.00 Motion passed by a six yea vote. It was moved by Councilman Thiel, seconded by Councilman Ehrenberg, that cleaning & waste removal item 38 be reduced to $150.00. Motion passed by a six yea vote. It was moved by Councilman Messer, seconded by Councilman Shank, that the City Manager be directed to make a study relative to integrating Fire and Police, to replace, Patrolman with Clerks at dispatch desk. Motion passed by a six yea vote. It was moved by Councilman Thiel, seconded by Councilman Ehrenberg, that salaries of temporary employees item 12 be reduced to $200.00 and that the Police Budget be approved as amended. Motion passed by a six yea vote. FIRE PROTECTION It was moved by Councilman Thiel, seconded by Councilman Shank, that the Fire Protection Budget be approved as presented. Motion paseed by a six yea vote. PROTEETIVE INSPECTION It was moved by Councilman Messer, seconded by Councilman Ehrenber, that the Protective Inspection Budget be approved as passed by a five yea vote. Councilman Shank was Presented. Motion passed by a six yea vote . SNOW & ICE REMOVAL It was moved by Councilman Ehrenberg, seconded by Councilman Messer, that Snow and Ice Removal Budget be approved as presented. Motion passed by a six yea vote . TRAFFIC SIGNS - SIGNALS & MARKINGS It was moved by Councilmun EhrenberLZ3, seconded by Councilman Shank, that the Traffic Signs -Signals &Markings Budget, be approved as presented. Motion passed by a six yea vote . STREET LIGHTING It was moved by that Street Lighting by asix yea vote. Councilmen Shank and Pearson voting nay. NURSING SERVICL'S Budget approved unanimously. MUNICIPAL COURT It was moved by Councilman that item 10 - personal services by a six yea vote. ELECTION, VOTERS REGISTRATION Pearson, seconded by Councilman Shank, be reduced by $530.00. Motion passed It was moved by Councilman Pearson, seconded by Councilman Messer, that the Election & Voters Registration Budget be approved as presented. Motion passed by a six yea vote. CHARTER COMMISSION Charter Commission Budget approved unanimously. CIVIL SERVICE COMMISSION It was moved by Councilman Thiel, seconded by Councilman Shank, that the Civil Service Commission Budget be approved as presented. Motion passed by a six yea vote. 330 Council Minutes - September 213 , 1961 CIVIL DEFENSE It was moved by Councilman Messer, seconded by Councilman Ehrenberg, that item 12 -salary of temporary employees be set at $450.00 and item 25 - maintenance & repair of buildings and structures be increased to $700.00 . Motion passed by a six yea vote, It was moved by Councilman Ehrenberg, that Clerk II classification remain as is, five yeas and one nay. Councilman Messer seconded by Councilman Shank, Motion passed by a vote of voting nay. It was moved by Councilman Pearson, seconded by Councilman that item 35 - maintenance and repair of buildings and street be to $100.00. Motion passed by a six yea vote. It was moved by Councilman that the Civil Defense Budget be by a six yea vote . ADJOURNMENT Thiel, reduced Thiel, seconded by Councilman Shank, approved as amended.
