1. CALL TO ORDER
A regular meeting of the City Council was called to order
by Mayor Kenneth Wolfe at 8 p.m.
2. INVOCATION
Invocation was given by Rev. Ben Brudevold of the Alders_
gate Methodist Church,
3. ROLL CALL
The following Councilmen were present at roll call,
Robert Ehrenberg
Torval Jorvig
Curtis Pearson
D. C. Messer
Robert Shank
Leonard Thiel
Kenneth Wolfe
Also present were the City Manager, City Attorney, Director
of Public Works, Planning Director, City Assessor and the Secretary,
4. MINUTES
On motion of Councilman Pearson seconded by Councilman
Messer, the minutes of the regular meeting held September 11,
1961, were approved by a seven yea vote,

Mayor Wolfe declared the hearing closed on Improve- I
ment Nos. 60-22, 60-24 & 60-25. i
It was moved by Councilman Messer, seconded by Councilman
Pearson, to waive reading and adopt Resolution Adopting
Assessment. Motion passed by a vote of six yeas and one nay,
Councilman Thiel voting nay.
Considerable discussion followed regarding the above
motion, due to the fact that the hearing on Improvement No.
55-106 had not been held.
A motion was made by Councilman Ehrenberg, seconded by
Councilman Messer, to reconsider the above motion. Motion
passed by a vote of seven yeas,
RESOLUTION N0. 1882
It was moved by Councilman Messer, seconded by Council-
man Pearson, to waive reading and adopt Resolution No. 1882,
entitled "Resolution Adopting Assessment". (Improvement Nos.
60-221 60-24 & 60-25) Motion passed by a vote of six yeas
and one nay. Councilman Thiel voting nay.
Hearing was then reopened on Improvement No. 55-106.

DALE, TERRY AND EDGEWOOD PARKS.
It was moved by Councilman Ehrenberg, seconded by Council
man Messer, that action on this natter be deferred until
September 25, 1961. Motion passed by a seven yea vote,

SSION THAT THE CARPENTER PARK SITE NOT BE CONSIDERED AS A
LOCATION FOR THE CITY HILL.

Jorvig, that this matter be referred back to the City Mangger
for further study. Motion passed by a seven yea vote,

THAT SECTION 6:049.1, SUBD. 2 OF THE ZONING ORDINANCE BE
AMENDED (GASOLINE PUMPS) .
A. F. Neal, Skelly Oil Company, was present at the meeting.
It was moved by Councilman Pearson, seconded by Councilman
Messer, to waive first reading of proposed ordinance and to
set date for second reading on September 25, 1961. Motion
passed by a seven yea vote.

THE REQUEST OF MELVIN G. ASTLEFORD TO REZONE FROM R -B
