CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8 p.m. 2. INVOCATION Invocation was given by Rev. Ben Brudevold of the Alders_ gate Methodist Church, 3. ROLL CALL The following Councilmen were present at roll call, Robert Ehrenberg Torval Jorvig Curtis Pearson D. C. Messer Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manager, City Attorney, Director of Public Works, Planning Director, City Assessor and the Secretary, 4. MINUTES On motion of Councilman Pearson seconded by Councilman Messer, the minutes of the regular meeting held September 11, 1961, were approved by a seven yea vote, 5. PUBLIC HEARINGS (a) PROPOSED SPECIAL ASSESSMENTS FOR IMPROVEMENTS CO WITHIN THE CITY, IMPROVEMENT NOS, 55_106 MPLETED 60-25, AS DESCRIBED IN NOTICE OF HEARING' 60-22, 60-24, 31, 1961. Motion passed by a vote of six yeas and one nay, Councilman Thiel voting nay. Considerable discussion followed regarding the above motion, due to the fact that the hearing on Improvement No. 55-106 had not been held. A motion was made by Councilman Ehrenberg, seconded by Councilman Messer, to reconsider the above motion. Motion passed by a vote of seven yeas, RESOLUTION N0. 1882 It was moved by Councilman Messer, seconded by Council- man Pearson, to waive reading and adopt Resolution No. 1882, entitled "Resolution Adopting Assessment". (Improvement Nos. 60-221 60-24 & 60-25) Motion passed by a vote of six yeas and one nay. Councilman Thiel voting nay. Hearing was then reopened on Improvement No. 55-106. Councilman Motion passed by a vote of Ehrenberg voting nay. (October 23, 1961) (b) APPLICATION FOR LICENSE TO SELL INTOXICATING LIQUOR OFF SALE - BY JENNINGS LIQUOR, INC., 4608 EXCELSIOR BOULEVARD. RESOLUTION N0, 1887 It was moved by Councilman Messer, seconded by Council- man Jorvig, to waive reading and adopt Resolution No. 1887, entitled "Authorizing T^king of Sewer Easements by Eminent Domain" . Motion passed by a seven yea vote. REPORTS OF OFFICERS BOARDS AND COMMITTEES (a) MINUTES OF THE PARKS & RECREATION ADVISORY COMMISSION MEETING HELD SEPTEMBER 61 1961. On hearing no objections the Mayor ordered the Minutes received for filing. 321 Council Minutes - September 18, 1961 3. (b) RECOMMENDATION OF THE PARKS & RECREATION ADVISORY commISSION THAT PRELIMIW-IRY PLANS BE ACCEPTED AND WORKING DRAWINGS FOR INITIAL CONSTRUCTION BE ORDERED FOR MINIKAHDA VISTA, WEST_ DALE, TERRY AND EDGEWOOD PARKS. It was moved by Councilman Ehrenberg, seconded by Council man Messer, that action on this natter be deferred until September 25, 1961. Motion passed by a seven yea vote, (c) RECOMMENDATION OF THE PARKS AND RECREATION ADVISORY COMMI_ SSION THAT THE CARPENTER PARK SITE NOT BE CONSIDERED AS A LOCATION FOR THE CITY HILL. It was moved by Councilman Ehrenberg, seconded by Council. man Messer, that action on this matter be deferred to Septemb, r 25, 1961. Motion passed by a seven yea vote. (d) RECOMMENDATION OF THE PARKS & RECREATION ADVISORY COMMISSION THAT PRELIMINARY PLANS FOR CARPENTER PARK BE ACCEPTED, It was moved by ' Councilman Ehrenberg, seconded by Council. man Messer, that action on this matter be deferred to September 25, 1961. Motion passed by a saven yea vote. (e) REPORT OF THE CITY MANAGER ON LOCATION OF PROPOSED WELL AND RESERVOIR NEM ZARTHAN AND BROOKS IDE AVENUES (M. & Co NO. 61-17) . It was moved by Councilman Pearson, seconded by Councilman Jorvig, that this matter be referred back to the City Mangger for further study. Motion passed by a seven yea vote, ( MINUTES OF THE PLANNING COMMISSION MEETING HELD SEPTEMBER 6, 1961. On hearing no objections the Mayor, ordered the minutes received for filing, (g) RECOMMENDATION OF THE PLANNING COMMISSION CAEO61-67- MISC.) UPON THE REQUEST OF THE CITY COUNCIL THAT LOTS 17 THROUGH 20, BLOCK 3, MINIKAHDA VISTA 2ND ADDITION NOT BE ACQUIRED FOR THE EXPANSION OF THE MUNICIPAL PARKING LOT. Attorney, H. C. Neal, Skelly Oil Company, was present at the meeting. It was moved by Councilman Pearson, seconded by Councilman Messer, to waive first reading of proposed ordinance and to set date for second reading on September 25, 1961. Motion passed by a seven yea vote. Ck) REPORT OF THE PLANNING COMMISSION (CASE N0, 61-66-Z) UPON THE REQUEST OF MELVIN G. ASTLEFORD TO REZONE FROM R -B AND R-1 DISTRICT TO R -B AND B-3 DISTRICT THE PROPERTY BOUNDED BY WEST 2uTH STREET, LOUISIANA AVENUE, TEXAS AVENUE AND THE GREAT NORTHERN RAILROAD. Attorney H. C.
