The following persons were present who were in- terested in the food ordinance: Dr. Fifer, Health Officer; Harvey Mc Phee, Sanit- arian; Peter Kosmas, Park Terraces Hal Trumb`l, Secretary of Chamber of Commerce. Hal Trumbel gave a report of the Health Ordinance Committee, St. Louis Park Chamber of Commerce, suggesting eight amendments, which were taken up one at a time and voted on, Section numbers 2:1002.09 - .11 .13 - .15 and .17, were changed to read .11 - .13 -.15 - .17 - .19 respectively. New Section 2:1802.09 It was moved by Councilman Thiel, seconded by Councilman Pearson, that the following section be added: Section 2:1802.09 Fleet License -R2adily_Perishable Food Vehicles. A person operating or engaging in the business of operating more than one readily perishable food vehicle may instead of licensing each vehielo under Section 2:1002. 07 obtain a single license for all vehicles operated as a fleet of vehicles from one location. Such license for the entire fleet may be revoked if any vehicle operated in the City of S -c. Louis Park fails to meet the standards required by this Ordinance. Motion passed b;a vote of five yeas and two nay. Councilman Shank and Councilman Ehrenberg voting nay. Section numbers 2:1806.13 and .15 were changed to read 2:1806.15 and .17. New Section 2:1806.13 It was moved by Councilman Thiel, seconded by Councilman Jorvig, that the following section be added: Section 2:106.13. Fleet License - Food Vehicles. Another copy of the in- spection report shall be filed with she records of the Health Department. Motion passed by a seven yea vote. Section 2:1810.07 It was moved by Councilman Pearson, seconded by Councilman Thiel, that the following be substituted for Section 2;1010.07 . Access to Premises and Records. The person operating the food establishment shall, upon request of the Health Authority, permit access to all parts of the establishment at any reasonable time for purpose of inspection and shall exhibit and allow copying of any records necessary to ascertain sources of foods. Motion passed by a seven yea vote Section 2:1818.01 It was decided to make nocchange in Section 2:1818.01. Section 2:1024.01 It was moved by Councilman Pearson, seconded by Councilman Thiel, that the following be substituted for Section 2:1824.01. Sanitary Design, Construction, and Instillation of Equipment and Utensils. All new and replacement equipment and utensils shall be of such material, workmanship, and design as to be smooth; easily cleanable; resistant to wear, dentin, buckling, pitting, chipping, and razing; and capable of with - ring, repeated corrosive acti standing scrubbing, scouon of cleaning compounds, and other normal condition and faces shall eoperfttions. Section 2;1026.07 It was moved by Councilman Pearson seconded by Councilman Thiel, that the following besubstitutedfor Section 2:1826.07. Mechanical Spray -Type Washing and Bactericidal Treatment. When mechanical spray -type NOW washing operations are employed, all multi -use utensils and equipment shall be pre -scraped, pre -flushed, or pre- soaked. Utensils and equipment shall be placed in racks or on conveyors in such a way that all food contact sur- faces shall be subjected to unobsturcted wash and rinse water sprays. Detergents of a concentration which will render utensils and equipment clean shall be used at all times in the wash water. Wash water temperatures shall be at least 140 degrees Fahrenheit, except in single tank conveyor type machines in which the wash water temperature shall be at least 160 degrees Fahrenheit. Flow pressure of rinse water shall be maintained at all times at not less than 15 pounds nor more than 25 pounds per square inch. Recirculated rinse water shall be maintained at a temperature of at least 170 degrees Fahrenheit. The temperature of the final rinse water shall be at least 180 degrees Fahrenheit at the en- trance of the rinse spray arms of all machines while dishes are being washed. The Health Authority with the approval of the City Manager shall immediately suspend the license of any food establishment for the violation of any terms of this Ordinance if such violations constitute an imminent public health hazard. Upon notification by the Health Authority of a temporary suspension of license by posting of his report as set forth in Section 2:1810.05 at the time of the inspection, the licensee shall forthwith cease operation. The licensee may appeal the temporary suspension in writing to the City Council in the manner prescribed in Section 2:15 and Section 2:16 of the St. Louis Park Ordinance Code. Upon notification in writincT by the licensee to the Health Authority that all violations have been corrected, for which temporary sus- pension was invoked the Health Authority shall re inspect the food establishment within a reasonable length of time. If all violations constituting the grounds for the tempor- ary suspension have been corrected, the Health Authority shall forth with terminate the suspension. The Health Authority and the City Manager shall hot suspend a license if the violation or violations which constitute and imminent public health hazard can be eliminated or removed by embargo or dondemnation as provided in Section 2:1812.01. Motion passed by a seven yea vote, 7. RESOLUTIONS AND ORDINANCES (a) RESOLUTION AMENDING RESOLUTION NO, 1570 RELATING TO TAKING OF LAND BY EMINENT DOMAIN. RESOLUTION NO. 1721 It was moved by Councilman Pearson, seconded by Councilman Messer, to waive reading and adopt Resolution No. 1721, entitled "Resolution Amending Resolution No. 1570 Relating to Taking of Land by Eminent Domain" Motion passed by a seven yea vote. (b) RESOLUTION PROPOSING IMPROVEMENTS AND ORDERING PREPARA- TION OF REPORTS (SEWER, WATER, STREET GRADING, TREE PLANTING AND BOULEVARD SODDING IN TWEEDY'S THIRD ADDI- TION) RESOLUTION N0. 1722 It was movad by Councilman Ehrenberg, seconded by Councilman Jorvig, to waive reading and adopt Resolution No. 1722, entitled "Rasolution Proposing Improements and Ordaring Preparation of Reports". (d) SECOND READING OF PROPOSED ORDINANCE PROVMDING FOR THE REMOVAL OF SNOW, ICE, AND RUBBISH FROM SIDEWALKS, THE ELIMINATION OF WEEDS FROM PUBLIC AND PRIVATE PROPERTY AND THE REPAIR OF SIDEWALKS AND THE COLLECTION OF THE COSTS OF SUCH WORK WHEN DONE BY THE CITY AS A SPECIAL ASSESSMENT AGAINST PROPERTY BENEFITED (DEFERRED FROM APRIL 10, 19 61) . ORDINANCE NO, 781 It was moved by Councilman Pearson, seconded by Councilman Messer, to waive second reading and adopt Ordinance No. 751, entitled "An Ordinance Providing for the Removal of Snow, Ice, and Rubbish from Side- walks, the Elimination of [Needs from Public and Private Property and the Repair of Sidewalks and the Collection of the Costs of Such Work When Done by the City as a Special Assessment Against Property Benefited". Motion passed by a seven yea vote. (e) SECOND READING OF PROPOSED ORDINANCE PRESCRIBING REGULATIONS GOVERNING CONDITIONS HAZARDOUS TO LIFE AND PROPERTY FROM FIRE OR EXPLOSION AND ADOPTING BY REFERENCE PORTIONS OF THE NATIONAL BOARD OF FIRE UNDERWRITERS CODE ENTITLED, "FIRE PREVENTION CODE, 1960 EDITION". The City Manager requested that this matter be deferred -to May S, 1961 as the city needs easements. It was moved by Councilman Jorvig, seconded by Councilman Messer,that this matter be deferred to May 0, 1961. Motion passed by a seven yea vote. (g) RESOLUTION COMMENDING THE SERVICES OF IRA VRAALSTAD UPON HIS RETIREMENT. RESOLUTION N0. 1723 It was moved by Councilman Jorvig, seconded by Councilman Messer, to waive reading and adopt Resolution No. 17232 entitled "Resolution Commending the Services of Ira Vraalstad Upon His Retirement".
