LOUIS PARK, MINNESOTA March 14, 1961 The meeting was called to order by Mayor Wolfe p.m., with the following Councilmen present at roll R^ber: Ehrenberg Curtis Pearson Leonard Thiel Kenneth Vlolfe Councilman Jorvig arrived at 5:50 p.m, Councilman Shank arrived at 5:57 p.m. at S ; 45 call; Also present were City Manager, City Attorney and the Secretary. Mayor Wolfe stated that the meetinm was called to discuss and take action on the application of Ambassador Motor Hotel, Inc, for renewal of on -sale liquor license for the year 1961. It was moved by Councilman Pearson, seconded by Councilman Ehrenberg, that the renewal of on sale liquor license for 1961 for the Ambassador Motor Hot nl Inc. be granted, without pre- judice to the determination of a refund of the fee paid in 1960, and subject to the following conditions: (1} That the license.9hall not commence operations under this license, and that no sales of intoxicating liquor shall be made under this license until such time as the rest- aurant and lobby unit, and the 82 motel units along the north and west side have been substantially completed, whether during the term of this license or the renewal thereof, and that the sale of intoxicating liquors prior to the completion of such construction of these buildings shall constitute grounds for revocation of this license. Motion passed by abstained from voting, (Councilman Shank was taken, a vote of four yeas. Councilman Jorvig had not arrived at meeting when vote Mayor Wolfe reported that there were two problems relating to the liquor license at the Ambassador Motor Hotel, Inc., due to restrictions in our City Code, 1. The fact that thero are two buildings not connected, so that room service can not be given from the bar. 2. The Coffee Shop, which should be around the clock operation, can not be open between the hours of 1 a.m. and 6 a.m. After considerable discussion on these two items the following motion was made: It was moved by Councilman Thiel, Pearson, that the Law Department bring to the City Liquor Ordinance regarding coffee shop problem. Motion passed by (Councilman Shank had not arrived.) seconded by Councilman in a proposed amendment the two buildings and a five yea vote. FEE REFUND The matter of refunding all or part of fee paid in 1960 by Ambassador Motor Hotel, Inc. for the on sale liquor license, was discussed. The City Attorney reported that approximately $750.00 could be legally refunded for the time between December 15, 1959 and April 4, 1960. It was moved by Councilman Ehrenberg, seconded by Council. man Thiel that the fee for 1960 for the Ambassador Motor Hotel, Inc. on sale liquor license be determined to be $250.00, which is the minimum fee set in City Code, subject to a written state- ment from the State Liquor Control Commissioner, that it would not be in vmolation of the State Liquor Law. Motion passed by rvig abstained from voting. a five yea vote.
