(a) DANGEROUS BUILDING AT 8124 WEST 35th STREET,
Mayor Wolfe opened the hearing on this matter.
The following persons werepresent.

Fred A. Graach, 601 Ridgewood Avenue, prospective
purchaser. They requested additional time.
Mator Wolfe declared the hearing closed.

5. RESOLUTION NO, 1596
It was moved by Councilman Ehrenberg, seconded by
Councilman Jorvlg, to waive readJ_ng and adopt Resolution
No. 1596, entitled "Resolution Making Findings of Fact
as to Existence of a Deingerous Building as Defined in
Section 5:1025 of the St. Louis Park Ordinance Code,
Pursuant to Section 5* 1029" . Motion passed by a vote
of seven yeas.
RESOLUTION N0, 1597
It was moved by Councilman Ehrenberg, seconded by
Councilman Jorvig, to waive reading and adopt Resolution
No. 1597, entitled 11Resolution Order,Requiring All Owners,
Mortgagees, Agents and All Other Persons Having an In-
terest in 8124 West 35th Street to Repair Demolish
Building and Otherwise Remove a Dangerous Condition",
as amended, changing .0 days to 60 days in item 3 line
2. Motion passed by a vote of seven yeas.
6. PETITIONS, REQUESTS AND COMMUNICATIONS
(a) APPLICATION FOR RENEWAL OF LICENSE TO SELL NON -INTOXICA-
TING LIQUOR OFF SALE - BY JENNINGS, 4608 EXCELSIOR BOULEVARD
AND MIKE ZOSS DRUG, INC., 8024 MINNETONKA BOULEVARD.

(a) RESOLUTION RELATIVE TO PROPOSED LAW S.F. N0. 161 REGULAT-
ING BOTTLE OLUBS, OPPOSING IN PART AND URGING AMENDMENTS.
RESOLUTION N0. 1598
It was moved by Councilman Thiel, seconded by Council-
man Messer, to waive reading; and adopt Resolution No. 1598,
entitled "Resolution Relative to Proposed Law (S .F 161)
Regulating Bottle Clubs, Opposing in Part and Urging
Amendments". Motion passed by a vote of six yeas.
Councilman Pearson abstained from voting.

7. (b) RESOLUTION APPROVING PROPOSED LAW S.F. N0. 184 PROVIDING
PROSECUTION FOR MISDEMEANORS IN MUNICIPAL COURTS BY
PLACE WHERE THEY OCCUR,
RESOLUTION N0, 1599
It was moved by Councilman Ehrenberg, seconded by
Councilman Shank, to waive reading and adopt Resolution
No. 1599, entitled "Resolution Approving Proposed Law
Providing For Prosecution for Misdemeanors in Municipal
Courts by Place Where They Occur, S.F. 184t'. Motion
passed by a seven yea vote.
(c) FIRST READING OF PROPOSED ORDINANCE ESTABLISHING A BOARD
OF HEALTH, PROVIPIUG FOR THE APPOINTMENT OF A HEALTH
OFFICER AND DEFINING THE POWERS AND DUTIES THEREOF.

(d) FIRST READING OF PROPOSED ORDINANCE REGULATING AND
LICENSING FOOD ESTABLISHMENTS AND PROVIDING A PENALTY
FOR VIOLATIONS THEREOF,
Richard Johnson of Red Owl Stores, Members of the
League of Women Voters, City Health Officer, Dr. Fifer
and City Sanitarian Harvey Me Phee were present and
discussed the proposed:ordinance with the Council.
The following actions were taken:
It was moved by Councilman Ehrenberg, seconded by
Councilman Thiel, that the Council set February 20, 1961
as date for Public Hearing on this proposed ordinance.
Motion passed by a vote for seven yeas,
It was moved by Councilman Pearson')seconded by
Councilman Jorvig, that Section 2 - 1806.13 of proposed
ordinance be refm.rrzd to City Manager for study and
report. Motion parsed bya seven yea vota .

Councilman Shank, that definitions in proposed ordinance
be referred -to City Manager for study and recommendation.
M;)tion passed by'a vote of six yeas and one nay. Council-
man Pearson voting nay.
8. REPORTS OF OFFICERS I BOARDS AND COMMITTEES
(a) CITY ATTORNEY REPORT NO. 4 COVERING STATE LEGISLATION
INTRODUCED.
It was moved by Councilman Messer, seconded by
Councilman Pearson, that the Law Department be directed
to prepare a resolution showing that we are aware of
S.F. 368 and feel bnnzfits should not be broadened until
the fund is in better shape. Motion passed by a vote of
seven yeas.
It was moved by Councilman Jorvig, seconded by
Councilman Messer, that the Law Departm`nt be directed
to prepare a resolution asking that Municipalities be
given the same authority as H.F. 269 with uniformed
officers; also adequate police signals be shown in
overtaking violators. Motion passed by the following
roll call vote: Councilman Ehrenberg, nay; Councilman
Jorvig, yea; Councilman Messer, yea; Coucilman Pearson,
nay; Councilman Shank, yea; Councilman Thiel, nay,
Mayor Wolfe, yea.

A motion was made by Councilman Messer, seconded
by Councilman Jorvig, that the City Manager be requested
to communicate with Hopkins and Edina about holding a
meeting to discuss this matter regarding State Highway
No. 169. Motion passed by a vote of seven yeas.
