LOUIS PARK, MINNESOTA February 27, 1961 meeting of the City Council was at G p.m. FA called to order Invocation was given by Rev. Herman E. Soderberg of the Lutheran Church of the Reformation. ROLL CALL The following Councilmen were present Robert Ehrenberg Torval Jorvia Curtis Pearson D. C. Messer Robert Shank Leonard Thiel Kenneth Wolfe at roll call: Also present were the City Manager, City Attorney, Director of Public Works, Planning Director and -the Secretary. It was moved by Councilman Ehrenberg, seconded by Councilman Shank, that the City Attorney be directed to prepare a resolution granting extension of cim2 to remove gravel until July 1, 1961. Louis Park; Regulating the Distribution of Commercial and Non -Commercial Handb1.11s; Controlling the Depositing of Litter on Private Premises; Providing a Lien for City Clearance; and Prescribing Penalties for the Violation of its Provisions", as amended deleting "yard clippings and leaves" from Section 4:521.14. Motion passed by a seven yea vote. REPORTS OF OFFICERS, BOARDS AND COMMITTEES (a) MINUTES OF THE PLANNING COMMISSION SPECIAL MEETING HELD FEBRUARY 0, 1961. On hearing no objections the Mayor ordered the minutes received for filing. (b) REPORT OF THE PLANNING COMMISSION (CASE NO, 61-7-Z) RE- COMMENDING UNFAVORABLY UPON THE REQUEST OF MELVIN G. ASTLEFORD & ASSOCIATES TO REZONE THE PROPERTY BOUNDED BY WEST 20UTH STREET, TEXAS AVENUE AND LOUISI,",NA AVENUE I'1ND THE GREAT NORTHERN RAILROAD FROM R -B AND R-1 DIS- TRICTS TO R-15 R-4 AND I-2 DISTRICTS; ALSO PETITIONS FROM RESIDENTS IN THE AREA. A large group of persons, from the neighborhood, were present in opposition with Mr. Loftus, 2900 Louisiana Avenue, acting as spokesman. (approximately 17 5) H. C. Davis, attorney, representinu petitioners, was also present. It was moved by Councilman Messer, seconded by Councilman Ehrenberff, -chat the request of Melvin G. lstlaford & Associates be denied. Motion passed by a vote of five yeas and two nays. Councilman Thiel and Mayor Wolfe voting nay. (As an alternate to the denial, setting hearing on this matter was discussed.) Councilman Ehrenberg requested that the following statement be made part of the minutes: "I am not opposed to a portion of this being in industrial type use - if such industrial use can be strictly controlled and limited to industrial uses compatible with abutting re- sidential and commercial areas. I do not feel that our I-2 classification does this at the present time. As a result I do not feel any industrial rezoning should be attempted on this parcel until the ordinance insures the development of industry compatible with surrounding areas". It was suggested that the matter of proper zoning, for this property, be discussed at a meeting soon when the whole evening can be devoted to it. It was moved by Councilman Messer, seconded by Councilman EhrenberJ1 omthat this matter be re ferred to the Planning Commission to study and make recommendation as to the chanes in Sec I-2 of the Zoning Ordinance. It was moved by Councilman Pearson, seconded by Council. man Jorvig, that a committee of two Councilmen and the City Manager be appointed to negotiate with Hopkins regarding use of incinerator. Motion passed by a vote of six yeas and one nay. Councilman Ehrenberg voting nay. Councilman Pearson and Mayor Wolfe were appointed to serve on this committee.
