4. MINUTES
On motion of Councilman Jorvi�l, seconded by Councilman
Messer, the minuses of the regular meeting held February 13,
1961, were approved by a seven yea vote.
S. PUBLIC HEARINGS
(a) PROPOSED ORDINANCE REGULATING AND LICENSING FOOD ESTABLISH-
MENTS AND PROVIDING A PENALTY FOR VIOLATIONS THEREOF; A
LETTER FROM PETER G. KOSMAS AND A LETTER FROM CHAMBER OF
COMMERCE ASKING FOR ADDITIONAL TIME TO STUDY THE PROPOSED

(a) REPORT ON WATER DISTRIBUTION SYSTEM.
The following persons were present at the meeting:
Harry Mayeron, Consultinb Engineer; Mr. Huseby and Mr.
Middlestad of Orr-Schelen, Incorporated.
Harry Mayeron gave an oral summary of the report
and answered questions.
It was moved by Councilman Ehrenberg, seconded by
Councilman Jorvig, that the report be accepted. Motion
passed by a seven yea vote.
It was moved by Councilman Ehrenberg, seconded by
Councilman Thiel, that the City Manager be directed to
prepare a study and report -and submit as soon as possible
the needed improvement to the water system, a tentative
time table, cost and manner of financing. Motion passed
by a seven yea vote.
(b) CITY ATTORNEY REPORT NO, 6 COVERING STATE LEGISLATION
INTRODUCED.
It was moved by Councilman Pearson, seconded by
Councilman Thiel, that the City Manager be directed to
write a letter to the State Representative and State
Senator regarding H.F. 648 "Public Employees - Binding
Arbitration of Disputes", statin% that we are opposed
to the binding arbitration provision only. Motion
passed by a vote of six yeas and one nay. Councilman
Jorvig voting nay.

State Senator stating that we are against delaying of
reapportionment at this sessiom of leqM
gislature.
Motion passed by a seven yea vote.
It was moved by Councilman Shank, seconded by
Councilman Ehrenberg, that the City Manager be directed
to write a letter to -the State Rampresentative and the
State Senator stating that we support S.F. 595 "Public
Employees -Social Security and Retirement Plan". Motion
passed by a seven yea vote.
(c) REPORT OF THE CITY ATTORNEY ON LAND ACQUISITION.

11, MISCELLANEOUS
(a) RECREATION REPORT DISCUSSED BY COUNCILMAN PEARSON,
Mayor Wolfe read a letter from Howard George,
dated February 16, 1961, regarding wading pools etc.,
calling for a meeting.
No action taken.
12, CLAIMS, APPROPRIATIONS AND CONTRACT PAYMENTS
(a) None .
13. ADJOURNMENT
On motion of Councilman Messer, seconded by Councilman
Shank, the meeting was adjourned at 11:01 p.m., by a seven
yea vote.
