(b) APPLICATION FOR LICENSE TO SELL NON INTOXICATING MALT LIQUOR OFF -SALE -BY LEONARD HOBERMAN (PARK GROCERY AND MEATS, 4805 MINNETONKA BOULEVARD). A motion was made by Councilman Pearson, seconded by Councilman Messer, to approve the issuance of the above license. Motion passed by a seven yea vote. It was moved by Councilman Jorvig, seconded by Council- man Shank, to consent and approve the following promotion and appointments: Vernice Larson promoted from Permanent Clerk II, Range 102, Step E. to Probationary Clark III, Range 13, Step C. Effective October 2, 1961. Lloyd W. Olson appointed to Probationary Custodial Worker, Range 112, Stop D. Effective October 9, 1961. Robert Barton appointed to Probationary Meter Reader, Range 14, Step C. Effective October 9, 1961. Motion passed by a seven yea vote. Motion passed by a seven yea vote. (d) APPLICATION FOR LICENSE TO SELL NON -INTOXICATING MALT LIQUOR OFF -SALE BY SOL'S SUPPERETTE, 7240 CEDkR LAKE ROAD (DEFERRED FROM OCTOBER 20 1961). Mr. & Mrs. Sol Bukstein were present in support of the request. It was explain,2d to the Bukstein's that any hearing held regarding their application should be public - and Mr. Bukstein stated that they would answer any questions. When asked why Mr. Bukstein did not make the application in his name, Mr. Bukstein said, that he took care of the real estate and Mrs. Bukstein took out all of the licenses. This was the way they did it in their Minneapolis store. Someone had suggested that he follow this plan so that if anything happened to him the inheritance tax would be handled easier. When asked about a Governors pardon,Mr. Bukstein stated that he had shown a verifaxed copy of it to the City Manager. Mr. Bukstein also stated that he had no objection to making the application in his name. When asked whose business it was - he said that he bought the fixtures. Th` mortgage is in both his and Mrs. Buksteins name, that the mortgage is held by Towle Co, and that they filed joint income tax returns.
