(b) APPLICATION FOR LICENSE TO SELL INTOXICATING LIQUOR ON- SIDE
AT 5605 WEST 36TH STREET - BY ST, LOUIS PARK VETERANS OF
FOREIGN WARS, POST NO, 56324) AS DESCRIBED IN NOTICE OF
HEARING PUBLISHED OCTOBER 5, 1961.
Mayor Wolfe opon`d the hearing on this mattor.
Several members of the V.F.W. were present.
The Council requests a financial statement showing
receipts and disbursements. Warren Peterson of V.F.W.
stated that one would be forthcoming,
Mayor Wolfe declared the hearing closed.
A motion was made by Councilman Thiel, seconded by
Councilman Messer, to approve issuance of above license,
Subject to approval of the State liquor Control Commission.
Motion was withdrawn by Councilman ThIQl with consent
of second.

6. (b) PETITION FROM F. J. DRESSER AND OTHERS REQUESTING AN ICE
SKATING RINK AT CARPENTER PARK; ALSO REPORT FROM THE
SUPERVISOR OF PARKS & RECREATION*
It was moved by Councilman Thial, s`condad by Council-
man Ehranbara that the request b, tabled. Motion lost by
tho following roll call vote: Councilman Ehronb,rg, nay;
Councilman Jorvig, nay; Councilman Messer, nay; Councilman
Poarson, nay; Councilman Shank, yoa; Councilman Thiel, yea;
Mayor Wolfo, nay .
It was moved by Councilman Ehrenberg, seconded by
Councilman Poarson, that the request b, filed. Motion passed
by a vota of six yeas and one nay. Councilman Pearson voting
nay.
(c) APPLICATION FOR LICENSE TO SELL NON -INTOXICATING MALT LIQUOR
OFF -SALE BY SOL'S SUPPERETTE, 7240 CEDAR LAKE ROAD.
Mr. & Mrs. Sol Bukst`in wera pr, sent at the meeting.
It was moved by Councilman Poarson, seconded by Council-
maU Messar, that the aba license be approved. Motion passed
by 1•ho following roll/vote: Councilman Ehrenberg, nay;
Councilman Jorvig, nay; Councilman Messer, yea; Councilman
Pearson, yea; Councilman Shank, nay; Councilman Thiel, yea;
Mayor Wolfe, yea.
Councilman Pearson requested that the minutes show that
granting of this license is to have no bearing on a future
request for hard liquor license at this location, or for this
applicant.
7. (a) RESOLUTION PROVIDING FOR CITY PARTICIPATION IN PREMIUM
PAYMENT FOR HOSPITALIZATION MEDICAL, INSURANCE FOR EMPLOYEES,
RESOLUTION NO, 1918
.It was moved by Councilman Jorvig, seconded by Council-
man Thiel, to waive reading and adopt Resolution No. 19182
entitled "Resolution Providing for City Participation in
Premium Payment for Hospitalization Medical Insurance for
Employees". Motion passed by a* so ven yea vote.
(b) FIRST READING OF PROPOSED ORDINANCE AMENDING THE ST. LOUIS
PARK CODE RELATING TO PERMITS FOR HOUSEMOVING, SECTION 5:1051,
ENTITLED "PERMIT REQUIRED".
It was moved byCouncilman Pearson, seconded by Councilman
Shank, to waive first reading of ordina�e,� and to set date for

9. UNFINISHED BUSINESS
(a) TABULATION OF BIDS FOR PAINTING STEEL E,ILTER TANK.
A motion was mado by Councilman Messer, seconded by
Councilman Thiel, to designate Schumann Bros. as the lowest
responsible bidder, to aecLpt bid in the amount of $61800.002
and to authorize the Mayor and City Manager to execute the
necessary contract. Motion passed by a seven yea vote.
(b ) REPORT OF"- CITY MMOGER REGARDING CITY HALL SITE

A motion was made by Councilman Ehrenberg, seconded by
Councilman Jorvig, that the selection of the final site for
City Hall be delayed until szlection of an architect is
determined and the Council may have the advice of the
architect in selection of the ultimate and final location;
also that the selaetion be made by November 6, 1961 and
selection of site be made not later than December 31, 1961.
Motion passed by a seven yea vote.
Regarding s`lcction of Architect for City Hall.
It was moved by Councilman Pearson, seconded by Council-
man Thial, that the City Manager be directed to make prelim-
inary selection of applicants and present not more than five
and not less than three to the City Council at the November
62 1961 mooting. Motion pass,-ld by a seven yea vote.
(c) RECOMMENDATION OF THE PARKS & RECREATION ADVISORY COMMISSION
THAT THE CARPENTEP. PARK SITE NOT BE CONSIDERED AS A LOCATION
FOR THE CITY HALL (DEFERRED FROM SEPTEMBER 25, 1961) .
