LOUIS PARK, MINNESOTA January 30, 1961 CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Kenneth Wolfe at 8:01 p.m. INVOCATION Invocation was given of Peace Lutheran Church, ROLL CALL by Rev. Ralph Erickson of the Prince The following Councilmen were present at roll call: Also Director Torval Jorvig Curtis Pearson D. C. Messer. Robert Shank Leonard Thiel Kenneth Wolfe present were the City Manager, City Attorney, of Public Works, Planning Consultant and the Secretary. MINUTES On motion of Councilman Pearson, seconded by Councilman Thiel the minutes of the regular meeting held January 23, 1961, as amended, were approved by a vote of six yeas . ITIONS, REQUESTS AND COMMUNICATI (a) None . 27 Coupcil Minutes - January 30, 1961 79 RESOLUTIONS AND ORDINANCES (a) RESOLUTION DISAPPROVING THE PROPOSED LAW TO DELAY RE- APPORTIONMENT OF THE LEGISLATURE, H.F. N0. 73 AND S.F. N0. 69. RESOLUTION NO. 1594 It was moved by Councilman Thiel, seconded by Council. man Jorvig, to waive ;reading and adopt Resolution No. 1594, entitled, "Resolution Disapproving the Proposed Law to Delay Reapportionment of the Legislature, H.F. No. 73 and S.F. No. 69". Motion passed by a vote of seven yeas. (b) RESOLUTION ABANDONING CERTAIN PARK LAND ACQUISITION (MEADOW BROOK MANOR PARK - REQUESTED JANUARY 23, 1961). RESOLUTION N0, 1595 It was moved by Councilman Jorvig, seconded by Council- man Messer, to waive reading and adopt Resolution No. 1595, entitled, "Resolution Abandoning Certain Park Land Acquisi- tion". Motion passed by a vote of seven yeas. (c) FIRST READING OF PROPOSED ORDINANCE PROHIBITING THE THROW- ING OR DEPOSITING OF LITTER IN PUBLIC PLACES IN THE CITY OF ST. LOUIS PARK; REGULATING THE DISTRIBUTION OF COMM- ERCIAL AND NON-COMMERCIAL HANDBILLS; CONTROLLING THE DEPOSITING OF LITTER ON PRIVATE PREMISES; PROVIDING A LIEN FOR CITY CLEARANCE; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS. It was moved by Councilman Jorvig, seconded by Council- man Thiel, to waive first reading of proposed ordinance and set dat.j for second reading on February 13, 1961. Motion passed by a vote of seven yeas. 8. REPORTS OF OFFICERS,, BOARDS AND COMMITTEES (a) MINUTESOF THE BOARD OF ZONING APPEALS MEETING HELD JANUARY 19, 1961. On hearing no objections the Mayor ordered the minutes received for filing, w Council Minutes - January 30, 1961 go 9. (by ANNUAL FINANCIAL REPORT OF THE CITY FOR 1960. It was moved by Councilman Messer, seconded by Councilman Thiel, that the report be referred to the Audits, Claims and Investigation Committee for study. Motion passed by a vote of seven yeas . It was moved by Councilman Pearson, seconded by Councilman Jorvig, to direct publication of a summary as required by Section 6.14 of the Charter. Motion passed by a seven yea vote. (c) CITY ATTORNEY REPORT NO. 3 COVERING STATE LEGISLATION INTRODUCED. It was moved by Councilman Jorvig, seconded by Council- man Messer, that the City Attorney be requested to prepare a resolution opposing Senate File No. 161, regarding "Liquor -Private Clubs -Permits and Regulations". Motion passed by a vote of seven yeas. It was moved by Councilman Ehrenberg, seconded by Councilman Thiel, that the City Attorney be requested to prepare a resolution supporting Senate File No. 184 regarding "Municipal Courts -Prosecution of Cases Involving Misdemeanors". Motion passed by a vote of seven yeas. It was moved by Councilman Shank, seconded by Council- man Jorvig, that the City Manager be directed to bring in a report on House File No. 122 regarding "County Assessors - Abolishes Supervisors of Assessments". Motion passed by a vote of six yeas. Councilman Pearson out of room when vote was taken. UNFINISHED BUSINESS (a) REALIGNMENT OF COUNTY ROAD NO. 16 (DERERRED FROM DECEMBER 194) 1960) . Warren Benedict, 6013 S. Cedar Lake Road, was present at the meeting. NEW BUSINESS January 30, 1961 (a) TABULATION OF BIDS FOR ROOF CONSTRUCTION IN FURNACES AND COMBUSTION CHAMBERS - MUNICIPAL INCINERATOR, It was moved by Councilman Messer, seconded by Councilman Jorvig, to designate Ramtite Company as the lowest responsible bidder, to accept bid, and to auth- orize the Mayor and City Manager to execute the necessary contract and that the City Treasurer return bid checks for all but the two lowest bidders. Motion passed by a seven yea vote. (b) APPOINTMENT BY THE MAYOR OF DAVID BARKER TO THE BOARD OF ZONING APPEALS FOR THE TERM ENDING DECEMBER 311 1965. Mr. D. Barker was present at tha meeting, It was moved by Councilman Messer, man Pearson, to approve the appointment the Board of Zoning Appeals for the term seconded by Council - of David Barker to ending Decen ber • 31, 1965. Motion passed by a six yea vote. Counciiman Ehrenberg not in room when vote was taken. Mr. Barker thanked the Council for the appointment. (c) OFFICIAL BONDS FOR CITY EMPLOYEES. ( C. D. Andre, Ellida C. Parehem, Joseph Justad, Allen S. Friedman, Wm. Schindler) A motion was made by Councilman Jorvig, seconded by Councilman Shank, to approve the official bonds for C. D. Andre, Ellida C. Parchen, Joseph Justad, Allen S. Friedman, and Wm. Schindler. Motion passed by a vote of seven yeas. (d) PROPOSED STREET MAINTENANCE PROGRAM FOR 1961. Th2l City Managet presented maps of the City showing where seal coating was proposed during year 1961. It was moved by Councilman Messer, seconded by Councilman Jorvig, that the proposed street maintenance program for 1961 be approved. Motion passed by a vote of seven yeas . 30.
