CALL TO ORDER A regular meeting by Mayor Kenneth Wolfe 2. INVOCATION of the Cite Council at 8 p.m* was called to order Invocation was given by Rabbi Moses Sachs of the Bnai- Abraham Congregation, 3. ROLL CALL The following Councilmen were present at roll call: Robert Ehrenberg Torval Jorvig Curtis Pearson D. C. Messer Robert Shank Leonard Thiel Kenneth Wolfe Also present were the City Manager, City Attorney, Director of Planning, E. T. Montgomery and the Secretary. 4. MINUTES On motion of Councilman Shank, seconded by Councilman Messer, the minutes of the regular meeting held January 9, 1961, were approved by a seven yea vote, Due to the large audience a motion was made by Councilman Thiel, seconded by Councilman Jorvig, to adjourn the m, sting to the Congregational Church. RESOLUTIONS AND ORDINANCES (a) RESOLUTION REQUESTING PROPER REPRESENTATION ON BOARD OF HENNEPIN COUNTY FOR RURAL AND SUBURBAN COUNTY, INCLUDING ST. LOUIS PARK, RESOLUTION N0, 1586 THE COUNTY HENNEPIN It was moved by Councilman Pearson, seconded by Counil- man Jorvig, to waive reading and adopt Resolution No. 1586, entitled, "Resolution Requesting Proper Representation on the County Board of Hennepin County for Rural and Subur- ban Hennepin County, Including St. Louis Park". Motion passed by a seven yea vote. (b) RESOLUTION ATPOINTING DELEGATE AND ALTERNATES TO LEAGUE OF MINNESOTA t4UNICIPALITIES SPECIAL LEGISLATIVE CONFER- ENCE 1961. RESOLUTION NO. 1587 It was moved by Councilman Pearson, seconded by Council- man Messer, to waive reading and adopt Resolution No. 1587, entitled, "Resolution Appointing Delegate and Alternates to ..eague of Minnesota Municipalities Special Legislative Conference 1961". Motion passed by a seven yea vote. Be REPORTS OF OFFICERS BOARDS AND COMMITTEES (a) REPORT OF THE PARK CONSULTANT ON PARK DEVELOPMENT. Present at the meeting were Robert Corwine, Park Consultant and 150 residents from various areas. Councilman Pearson gave report of Audit & Finance Committee regarding Park acquisition. 1. Meadowbrook Manor Park Acquisition A motion was made by Councilman Pearson, seconded by Councilman Thiel, that the owners of Meadowbrook Manor Park be asked to accept the award of $6,350.00 within one week or all legal proc`edings will be dropped. Motion passed by a seven yea vote. 11. a Council Minutes - January 16, 1961 8. 2. Fern Hili. Park A motion was made by Councilman Pearson, seconded by Councilman Shank, to direct the Law Department to prepare Resolution to abandon the proceeding for the westerly portion of Lot 8, Tuxedo Park. Motion passed by a seven yea vote. 3, Birchwood Park As Attorney Montgomery did not have his file with him on this deal the following motion was made: It was moved by Councilman Ehrenberg, seconded by Councilman Jorvig, -to defer the-.3discussion of Birchwood Park project until January 23, 1961, to allow the gather. ing of completo information. Status Roport of Park Construction of Planning, dated January 10, 1961, by Corwine & Doell, Park Consultants, Mayor Wolfe called on Robert Corwine, Park Consul. tant, to discuss report and to show plans. - His talk started the discussion on various phases of the Park and Recreation program in which members of the Park & Recrea- tion Commission took part. Don Turkington brought up Freedom Park and requested that a part of the 30, 000 trees to be planted in St . Louis Park this year be planted in Freedom Park. It was moved by man Jorvig, that the report, recommending seaping Freedom Park. yeas. 5, Wading Pools Councilman Thiel, seconded by Council - City Manager bd requested to make a a plan for planting trees and land - Motion passed by a vote of seven A motion was mad` by Councilman Ehrenberg, seconded by Councilman Thiel, to eliminate wading pools from all sites in the Park Plans, and use the money thus saved in the development of Johnson Lake project.Motion pssed by a Messer roll call vote of s ix yeas and one n,.1 y .Councilman voting nay. 12. Council Minutes - January 16, 1961 8. After considerable discussion on Wading Pools and Johnson Lake the following motion was made: It was moved by Councilman Ehrenberg, seconded by Councilman Pearson, to reconsider motion eliminating wading pools. Motion passed by a seven yea vote. It was moved by Councilman Ehrenberg, seconded by Councilman Thiel, that wading pools be eliminated from the Park Plans at this time. Motion passed by a vote of six yeas and one nay. Councilman Messer voting nay. 6. Building Plans discussed It was moved by Councilman Ehrenberg, seconded by Councilman Messer, that the City Attorney be directed to draw up a resolutiom approving working drawings and ordering advertisement for bids, with alternate at Birchwood Park. Motion passed by a vote of six yeas and one nay. Councilman Shank voting nay. (b) MINUTES OF THE PARKS & RECREATION ADVISORY COMMISSION MEETING HELD JANUARY 10, 1961.
