It was moved by Councilman Ehrenberg, seconded by Council-
man Thiel, that the liquor license be granted subject to the
following eonditions;
la That the licensee shall not commence operations
under this license, and that no sales of intox-
icating liquor shall be made under this license
until such tirr� as the restaurant and lobby unit,
and the �2 motel units along the north and west side
have been substantially completed$ whether during
the term of this license or the renewal thereof3
and that the sale of intoxicating liquors prior to
the completion oi such construct3on of these build-
ings shall constitute grounds for revocation of this
licenseo
47Substantial construction�� shall consist of corr�
pleting the buildings described above to the poini
where they shall have passed final inspection on
all phases of construction and the we�rk of all
building trades completed, all of which shall be
evidenced by a Certificate of Occupancy issued b�
the Building Inspector under the Building Cod�
Ordinance, and the dining room, coffee shop �nd �2
unites of the motel shall be in actual public op-
eratione
2e It shall be a furtner condition of this license that
� the completion of the structures above described
shall not be l�ter than December 1;�, 1961, except
that such time may be extended for such contingencies
beyond the control of the applicant by which con-
struction shall be delayed, including, but not limited
to 9 i.ncleraent weather� strike s, wai• or insurrection,
unanticipated material shortages, acts of God, etce
In the event that the structures shall not be co�
pleted within the time limited herein, such facts
shall constitute grounds for the Council to ref�.�se
to renew the license applicationo
