Lefler at 7:32 p. m. The following Councilmen were present at roll call: Herbert Davis - Robert Ehrenberg Torval Jorvig D. C. Messer Ed Owen Kenneth Wolfe Herbert P. Lefler Also present were the City Manager, City Attorney, Director of Public Works and- the Secretary. Mayor Lefler gave the background of the matter for hearing this evening, Proposed Street Paving Improvement No. 59-70, and explained how the Hearing would be conducted: - 1st Those streets that have Curb and Gutter 2nd Those streets that do not have Curb and Gutter. Asphaltic Concrete Paving where Curb & Gutter exists on both sides of the Street The name of each street where the proposed improvement was to be made was called separately. - Georgia Ave. from W 26th Street to W 27th Street - No one present. Hampshire Ave. from W 27th Street to W 28th Street - No one present. Idaho Ave. from W 27th Street to W 28th Street Charles Bergman, 2750 Idaho Ave. - for Permanent Paving. D. E. Oregon Ave. from W 16th Street to W 18th Street (East side construct curb & gutter) - To- one present. Mayor Lefler declrred the hearing closed on these two items. A motion was made by Councilman Wolfe, seconded by Councilman Messer, that Permanent Paving be ordered for the foregoing. Motion passed by unanimous vote of seven members of the Council present. Motion passed by unanimous vote of U all Council Members present. A motion was made by Councilman Jorvig, seconded by Councilman Ehrenberg, that Pennsylvania Avenue from West 13th Lane to West 132 Street be included. Motion passed by a seven yea vote. On motion of Councilman Wolfe, seconded by Councilman Messer, Oregon Ave. from West 18th Street to Franklin Avenue is included in the improvement, by unanimousvvbte of all Council Members present. It was moved by Councilman 'Wolf'e, seconded by Councilman Owen, that Nevada Ave. from West 16th Street to West 18th Street be included in the im- provement. Motion passed by a seven yea vote. A motion was made by Councilman Messer, seconded by Councilman Ehrenberg, that Maryland Avenue from West 16th Street to West 18th Street be included in the improvement. Motion passed by unanimous vote of seven Council Members present. On motion of Councilman Wolfe, seconded by Councilman Owen, Maryland Ave. from West 18th Street to Franklin Avenue is included in the improvement. Motion passed by a seven yea vote. It was moved by Councilman Messer, seconded by Councilman Jorvig, that Kentucky Ave. from West 16th Street to West 18th Street bedereted"from the improvement, Motion passed by a five aye vote, Councilmen Davis and Owen u voting nay. A motion was made by Councilman Ehrenberg, seconded by Councilman Owen, that Kentucky Ave. from West 18th Street to Franklin Ave. be included in the improvement. Motion passed by a seven yea vote. It was moved by Councilman Jorvig, seconded by Councilman 'Messer, that Jersey Ave. from Franklin Ave. to Cedar Lake Road be deleted from the improve- ment. Motion passed by a six aye vote, Councilman Davis voting nay. A motion was made by Councilman Wolfe, seconded by Councilman Owen, that Idaho Ave. from West 18th Street to Franklin Ave. be included in the improvement. Motion was lost by a five nay vote, Councilmen Ehrenberg, Jorvig, Messer, Wolfe and Mayor Lefler voting nay and Councilmen Davis and Owen voting yea. Councilman Ehrenberg made a motion which was seconded by Councilman Owen, that Idaho Ave. from Franklin Ave. to West 22nd Street be 'included in the im- provement. Motion passed by unanimous vote of seven Council Members present. On motion of Councilman Messer, seconded by Councilman Jorvig, that Eliot View Road from Kentucky Lane to Hampshire Avenue be deleted from the improvement, by a.fiveoyeavvoteolVith1C6uneilmed;:Davis wnd',Owbn voting nay. It was moved by Councilman Davis, seconded by Councilman Jorvig, that - Ensign Ave. from Cedar Lake Road to Decatur Ave. be deleted from the improve- ment. Motion passed by unanimous vote of seven Council Members present. April 7, 1959 , A motion was made by Councilman Wolfe, seconded by Councilman Jorvig, III that West 34th Street from Aquila Lane to Great Northern Railroad be included in the improvement. Motion passed by a seven yea vote. It was moved by Councilman Wolfe, seconded by Councilman Jorvig, that Aquila Ave. from Minnetonka Boulevard to West 29th Street is to be included in the improvement. Motion passed by a seven yea vote. Armotion was made by Councilman Messer, seconded by Councilman Jorvig, that Maryland Avenue from West 29th Street to Minnetonka Boulevard by deleted from the improvement. Motion lost by a four nay vote, Councilmen Davis, VDEhrenberg, Owen and Mayor Lefler voting nay and Councilmen Jorvig, Messer and CZ Wolfe voting yea. Motion passed by a six aye vote, Councilman Jorvig voting nay. A motion was made by Councilman Jorvig, seconded by Councilman Owen, that Jersey Ave. from West 29th Street to Minnetonka Boulevard be included in the improvement. Motion passed by a seven yea vote. - It was moved by Councilman Owen, seconded by Councilman Jorvig, that Cedarwood Road' from the Cul-de-Sac to a point 180 feet East of the West Line of Lot 19, Block 6, Lake Forest Addition be deleted from the improvement. Motion passed by a six yea vote, Councilman Davis voting nay. - A motion was made by Councilman Jorvig, seconded by Councilman Ehrenberg, that Glenhurst Road from the Cul-de-Sac to Highwood Road be deleted-from the improvement. Motion passed by unanimous vote of seven members of the Council �. present. RESOLUTION NO. 814 It was moved by Councilman Wolfe, seconded by Councilman Ehrenberg, that Resolution No. 814, entitled "Resolution Ordering Improvements and Ordering` Preparation Of Plans Improvement No. 59-70" be adopted with deletions voted above. Motion passed by unanimous vote of seven Council Members present. Councilman Davis requested that the following be written in the minutes: "I desire to vote in favor of this resolution but I am still in favor of in- cluding all streets, including those that were deleted from the original proposal".
