MINUTES OF CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
December 7, 1959
1. MALL TO ORDER
A regular meeting of the City Council was called to order by
Mayor Herbert P. Lefler at 8 p.m.
2. INVOCATION
Invocation was given by Rev. Paul Obenauf of the Wooddale Lutheran
Church.
3. ROLL CALL
The following Councilmen were present at roll call:
H. C. Davis
Robert Ehrenberg
Torva. Jorvig
D. C. Messer
Ed Owen
Kenneth Wolfe
Herbert P. Lefler
Also present were the City Manager, City Attorney, Director of
Public Works and the Secretary.
4. MINUTES
On motion of Councilman Messer, seconded by Councilman Jorvig, the
minutes of meetings held November 20, November 23 and-November 24, 1959,
were approved by a seven yea vote.
5. PUBLIC HEARINGS
(a) None '
6. PETITIONS, REQUESTS AND•COMMUNICATIONS
(a) COMMUNICATION FROM MARTIN D. GRADY CONCERNING THE PROPOSED ZONING
ORDINANCE.
It was moved by Councilman Davis, seconded by Councilman
Ehrenberg, that the communication be filed. Motion passed by a'
seven yea vote.

(a) TABULATION OF BIDS ON CONS'JRUCTION OF OFFICE SPACE IN CITY, HALL
(PLANNING DEPARTMENT). 111
It was moved by Councilman Jorvig, seconded by Councilman Owen,
to.designate Riley Construction, Inc. as the lowest responsible
. bidder, and to authorize the Mayor and City Manager to execute the
necessary contract. Motion passed by a seven yea vote.
(b) COMMUNICATION FROM TWIN CITY RAPID TRANSIT COMPANY CONCERNING EX—
TENDED BUS SERVICE ON MINNETONKA BOULEVARD WEST OF TEXAS AVENUE
(REQUESTED JUNE 22, 1959)•
It was moved by Councilman Ehrenberg, seconded by Councilman
Owen, that communication be filed. Motion passed by a seven yea
vote.
(c) REPORT OF THE PLANNING COMMISSION (CASE NO. 59-153—SP) RECOMMENDING
UNFAVORABLY UPON THE REQUEST OF THE MARJEAN COMPANY INC. FOR SPECIAL
PERMIT UNDER PROVISIONS OF SECTION 17.8 OF THE ZONING ORDINANCE TO
BUILD FOUR DOUBLE BUNGALOWS IN 'IC" DENSITY DISTRICT ON NORTH SIDE
OF WEST 28th STREET BETWEEN TEXAS AND VIRGINIA AVENUES (PART OF
SECTION 7'. TOWNSHIP 117, RANGE 21, DEFERRED FROM NOVEMBER 20, 1959).
It was moved by Councilman Davis, seconded by Councilman Jorvig,
that action on this matter be deferred until December 21, 1959.
Motion passed by a seven yea vote.
(d) RECOMMENDATION OF THE PLANNING COMMISSION RELATIVE TO PUBLIC BUILD—
, ING CENTER SITE LOCATION (DEFERRED FROM NOVEMBER 20, 1959).
It was moved by Councilm an Davis, seconded by Councilman Owen,
that action on this matter be deferred until Bebruary 8, 1960.
Motion passed by a seven yea vote.

MEADOWBROOK MANOR INC. FOR TRUNK SEWER NO. 2.
It was moved by Councilman Davis, seconded by Councilman
Messer, that communication be filed. Motion passed by a vote
of seven yeas.

FOR TOPSOILING, GRADING AND ST3 M SEWER AT AQUILA AND BROWNDALE,
PARKS. (CHANGE ORDER NO. 1) -
It was moved by Councilman Davis, seconded''by Councilman Jorvig,
to approve change order and to authorize the City Manager to execute
same. Motion passed by a seven yea vote.

10. NEW BUSINESS
wl (a) PAINTING CITY HALL CORRIDORS AND CERTAIN NEW OFFICES , BY CONTRACTOR.
It was moved by Councilman Wolfe, seconded by Councilman Messer,
to approve painting City Hall corridors and certain new offices.
Motion passed by a seven yea vote.
11. MISCELLANEOUS
(a) DAMAGE CLAIMS
1. J. Essig, 7729 West 26th Street.
It was moved by Councilman Jorvig, seconded by Councilman
Ehrenberg, that this matter be referred to the Law Department for
advice and recommendation. Motion passed by a seven yea vote.
12. CLAIMS, APPROPRIATIONS AND CONTRACT PAYMENTS
(a) VERIFIED CLAIMS
On motion of Councilman Messer, seconded by Councilman Owen,
the lists of verified claims prepared by the Director of Finance
and presented to the Council, dated December 8, 1959 in the total
amounts of $576.84 for payroll, and $17,766.63 for vendors were
approved, and the City Manager, City Clerk, and City Treasurer
were authorized to issue checks covering same, by a roll call
vote of seven yeas.

that the assessors office be directed to prepare a list of billboards
and structures with full and true value of $500.00 or less. Motion
