LOUIS PARK, MINNESOTA December 26, 1959 The meeting was called to order by Councilman Torval Jorvig as President Protem, at 8:45 a. m. The following Councilmen were present at roll call: H. C. Davis Robert Ehrenberg Torval Jorvig D. C. Messer Ed Owen Kenneth Wolfe Also present were the City Manager, City Attorney, Planning Con- sultant, Assistant City Manager and the Secretary: The meeting was called for further discussion of .Text changes r� proposed during Hearing on Zoning Ordinance. Section 6:152.5 - It was moved by Councilman Davis, seconded by Councilman Messer, to add after transmission towers, the words "in excess of permitted height" . Motion passed by a six yea vote. Section 6:152.4 A motion was made by Councilman Davis, seconded by Councilman Wolfe, to strike out "Heliports" and add "Truck and Freight Terminal, team tracks ' and open sales lots. Motion passed by a six yea vote. Section 6:154,6 It was moved by Councilman Davis, seconded by Councilman Messer, to add a coma after "block front, to add a hyphen in block-front" , to strike the words "greater or" in fifth line and to strike the words in last three lines, "provided, however, that no structure shall have a required front yard depth greater than one hundred (100) feet". Motion passed by a six yea vote. Section •6:154.3 - It was moved by Councilman Davis, seconded by Councilman Ehrenberg, 'Co delete the entire section. Motion Passed by a six yea vote. Mayor Lefler arrived at 8:48 a. m. 111 126 127, .;ouncil Minutes - December 26, 1959 Section 6:154.7 It was moved by Councilman Davis, seconded by Councilman Jorvig, 111 to change Section No. 6:154.7 to read Section 6:144.6 and change table portion reading 40 feet rear yard depth in all story classifications from 1 to 6 inclusive from 40 feet to: 1 story 10 feet 2 story 10 feet 3 story 10 feet 4 story 20 feet 5 story 20 feet 6 story 20 feet Motion passed by a seven yea vote. Section 6:154.7 It was moved by Councilman Davis, seconded by Councilman Wolfe, to change rear yard to read 20 feet, 20 feet, 20 feet, 40 feet, 40 feet, 40 feet. Motion passed by a seven yea vote. Section 6:161.2 It was moved by Councilman Davis, seconded by Councilman Jorvig, to add to Subdivision 16 "and sheet metal" , change Subdivision 18 to Office Equipment, add to Subdivision 19 "paper" before glass and eliminate Subdivision 15, Glass products. Motion passed by a seven yea vote. Section 6:163 A motion was made by Councilman Davis, seconded by Councilman Messer, to change 7500 square feet to 10,000 square feet. Motion passed by a.gseven yea vote. • ?. Section 6:162.1 There was no objection to delete Section 6:162.1. Section 6:164.2 It was moved by Councilman Jorvig, seconded by Councilman Wolfe, to delete Section 6:164.2. Motion passed by a seven yea vote. Section 6:164.5 • No objection to insert Section 6:164.5 as follows: "No structure or building shall exceed three (3) stories or forty (40) feet in height which ever is less except as provided in Section 6:178" . Section 6:164.6 No objection to change Section 6:164.5 in original text to read Section 6:164.6 and strike out in height table "or 40 feet". Section 6:171.5 It was moved by Councilman Jorvig, seconded by Councilman Messer, to add "end I-2) , change 10 sq. feet to 15 sq. feet and add at end, "and such Billboards shall not exceed 600 sq. feet each in area". Motion passed by a seven yea vote. 127 12 g. • Council Minutes - December 26, 1959 Mayor Lefler left at 10:15 a. m. and President Protem Jorvig took the chair. Section 6:171.5 - Subdivision 12 It was moved by Councilman Ehrenberg, seconded by Councilman Wolfe, to add in last sentence after the word facility "at its closest point" , and change three hundred to five hundred, strike the words "the principal" before entrace and substitute "an" and complete the sentence as follows: "entrance to the principal building measured along an established path of travel between the parking lot and such entrance" . Motion passed by a six yea vote. Section 6:172.4 Sub. 24 A motion was made by Councilman Messer, seconded by Councilman Wolfe, to change heading to read: "Furniture Store, Appliance Store, Wholesale Warehouse under 20,000 square feet of floor area, Auto Sales, Studios, Commercial Greenhouse,Kennels". Motion passed by a six yea vote. Section 6:172.4 Sub. 16 and 22 It was moved by Councilman Davis, seconded by Councilman Messer, to add to Sub. 16 "Office Buildings and professional offices having less than 6000 square feet of floor area, add to Sub. 22 "Office Buildings and pro- fessional offices having 6000 square feet or more of floor area" and change 100 square feet to 200 square feet. Motion passed by a six yea vote. Section 6:152.7 It was moved by Councilman Wolfe, seconded by Councilman Owen, to add Section 6:152.7 "ready mix concrete and concrete products plants". Motion passed by a six yea vote. Section 6:172.5 Sub. 2 It was moved by Councilman Messer, seconded by Councilman Ehrenberg, to add third line "fifty (50) feet in length and additional berths re- quired shall be not less than 25 feet in length and all loading berths, strike out"fifty (50) feet in length" and strike out "additional berths required shall be not less than twenty-five (25) feet in length". Motion passed by a six yea vote. Section 6:172.6 Sub. 2 It was moved by Councilman Messer, seconded by Councilman Wolfe, to change text to read "For such building having up to 6000 square feet, 1 loading berth of 25 feet, and more than 6000 square feet etc". Motion passed by a six yea vote. Section 6:176.2 It was moved by Councilman Davis, seconded by Councilman Messer, in first line on page 115 to add "B 2" and strike out "but in no event the use permitted in the B 2 Use District". Motion passed by a six yea vote. 128 Council Minutes - December 26, 1959 Section 6:185.6 It was moved by Councilman Messer, seconded by Councilman Wolfe, to add "Section 6:185.6" before "it shall constitute a violation etc. in middle of page 131. Motion passed by a six yea vote. Section 6:202 It was moved by Councilman Davis, seconded by Councilman Wolfe, in third line to change phrase to read "Board of Zoning Appeals". Motion passed by a six yea vote. Section 6:203 On page 137 under Section 6:203 take out comma end of fifth line and add comma after the word "community" in same line. No objection to change. Section 6:154.5 The following Subdivisions were deleted without objections: Sub. 9 - Transmission Towers, Sub. 12 - Radio and Television Towers, Sub. 15 - Grain Elevators. Section 6:151.2 It was moved by Councilman Davis, seconded by Councilman Wolfe, to add "and storage of Inflamable Liquids" . Motion passed by six yea vote. Section 6:121.3 It was moved by Councilman Wolfe, seconded by Councilman Messer, to add "On sale liquor stores" , after night clubs and strike out "provided they are not within 150 feet, and add "provided, the structure in which the use is conducted shall not be located within 60 feet of any R 1, R 2 or R 3 Districts. Motion passed by a six yea vote. On motion of Councilman Messer, seconded by Councilman Davis, the letter regarding lot north of Enga Mortuary was referred to the Law Department. Motion passed by a six yea vote. It was moved by Councilman Messer, seconded by Councilman Davis, that the meeting be adjourned at 12:30 p. m. to December 28, 1959 at 7 p. m.
