MINUTES OF CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
November 20, 1959
1. CALL TO ORDER
The hearing on the proposed new zoning ordinance adjourned November
9, 1959 to this date was called to order by Mayor Herbert P. Lefler at
4p.m.
3. ROLL CALL
The following Councilmen were present at roll call:
Robert Ehrenberg
D. C. Messer
Kenneth Wolfe
Herbert P. Lefler
Also present were the City Manager, Planning Consultant and the
Secretary.
The Mayor explained the purpose of the meeting.
Councilman Davis arrived at 4:30 p.m.
5. PUBLIC HEARINGS
(a) PROPOSED ZONING ORDINANCE FOR THE CITY OF ST. LOUIS PARK (ADJOURNED
FROM NOVEMBER 9, 1959).

Mayor Lefler called the hearing to order and called on Jim
Ryland to speak for .the Chamber of Commerce.
Mr. Ryland presented a list of items for discussion. John
Yngve was also present and entered into the discussion for the
Chamber of Commerce.
Charles Waiss and Jack Shaffron, building contractors, were
concerned about the side yard requirements.
Harry Rasmussen and David Trach were also concerned about the
side yard requirements on the 40 foot lots as platted.
Leland Gottstein spoke about thaset backs in I Districts.
Joseph Wright was concerned about the list of permitted uses
in 13 District.
A. W. Lampe spoke in favor of less restrictions in R 4 to allow
for 12 units.

It was moved by Councilman Wolfe, seconded by Councilman
Ehrenberg, that the hearing on the Proposed Zoning Ordinance be III
adjourned to November 23, 1959 at 8 p.m. Motion passed by a
five yea vote. - •
9. UNFINISHED BUSINESS • •
(a) REPORT OF THE PLANNING COMMISSION (CASE NO. 59-153-SP) RECOMMENDING
UNFAVORABLY UPON THE REQUEST OF THE MARJEAN COMPANY INC. FOR SPECIAL
PERMIT UNDER PROVISIONS OF SECTION 17.8 OF THE ZONING ORDINANCE TO
BUILD FOUR DOUBLE BUNGALOWS IN "C" DENSITY DISTRICT ON NORTH SIDE
OF WEST 28th STREET BETWEEN TEXAS AND VIRGINIA AVENUES (PART OF
SECTION 7, TOWNSHIP 117, RANGE 21 - DEFERRED FROM NOVEMBER 16, 1959).
It was moved by Councilman Davis, seconded by Councilman Messer,
that action on this matter be deferred until December 7, 1959. Motion
passed by ,a five yea vote. •
(b) RECOMMENDATION OF THE PLANNING COMMISSION RELATIVE TO PUBLIC BUILDING
CENTER SITE LOCATION (DEFERRED .FROM NOVEMBER 16, 1959).
It was moved by Councilman Davis, seconded by Councilman Messer,
that action on this matter be deferred until December 7, 1959. •

Motion passed by a five yea vote.
13. ADJOURNMENT
On motion of Councilman Messer, seconded by Councilman Davis,
the meeting was adjourned at 5:25 p.m. •until Monday November 23,
1959 at 8 p.m. Motion passed by a five yea vot-
