Council Meeting, January 26, 1959
A regular meeting of the City Council was called to order by Mayor Herbert
P. Lefler at 8 p. m.
Invocation was given by Pastor Orin Thompson of the Ascension Lutheran
Church.
The following Councilmen were present at roll call:
Robert Ehrenberg
Torval Jorvig
D. C. Messer
Kenneth Wolfe
Herbert P. Lefler
Also present were the City Manager, City Attorney, Director of Public Works,
and the Secretary. •

On motion of Councilman Messer, seconded by Councilman Jorvig, the minutes
of meeting held January 19, 1959, were approved as submitted by unanimous vote
of 5 members of the Council present.
Councilman H. C. Davis arrived at 8:05 p. m.
Public Hearing on Improvements Numbers 58-6, 7, 8, 10 and 11 - 5a
Public hearing was had on proposed curb and gutter construction, Improve-
ment Nos. 58-6, 7, 8, 10 and 11, as described in Notice of Hearing published
'December 18 and 24, 1958.

Present in opposition was John E. Scherer, 2300 Rhode Island Avenue speak-
ing in regards to project 58-6, 7, 8. A petition, signed by Mr. & Mrs. Wm. A.
' • Kamman, 2360 Sumter Avenue South and others in opposition to those projects was*
presented.
After a discussion, Mayor Lefler declared the hearing closed.
RESOLUTION NO. 743
A motion was made by Councilman Davis, seconded by Councilman Wolfe, to
waive reacting and adopt Resolution No. 743, entitled, "Resolution Ordering
Improvements and Ordering Preparation of Plans Improvement Nos. 58-10 and 58-11".
Resolution adopted by unanimous vote of six members of the Council present.
Resolution Approving Banister Report as the Master Plan for Surface Drainage in
St. Louis Park - 7a
A motion was made by Councilman Davis, seconded by Councilman Ehrenberg
to refer the Banister Report back to the Director of Public Works and City
Manager for study and report with the view of making necessary modifications.
The motion passed by unanimous vote of six members of the Council present.
Resolution Approving Preliminary Plans Etc. of Trunk Highway No. 12 - 7b
Preliminary Plans and Specifications for the Improvement of Trunk Highway
12 Within the Limits of the City of St. Louis Park (deferred from January 19,
1959) (west of County Road No. 18) was presented to the Council.

Handley Cornish and Einar Peterson, Property owners, were present. E. J.
McCubrey of State Highway Department was not present and had reported that he was
not ready to discuss the matter.
A motion was made by Councilman Davis, seconded by Councilman Wolfe, to
defer this matter until February 2nd, 1959. Motion was passed by unanimous vote
of six members of the Council present.
Second Reading of Proposed Ord. Amending the St. Louis Park Code Relating to
Garbage and Refuse Collection Fees for Dwellings - 7c
The proposed ordinance Amending the St. Louis Park Code Relating to Garbage
and Refuse Collection Fees for Dwellings, Section 1:1056 (1-a) Entitled, "Fees,
CD Ground Level, For Dwellings" was presented for second reading.

1:1-1 It was moved by Councilman Wolfe, seconded by Councilman Ehrenberg to waive
the second reading and adopt Ordinance No. 674, entitled, "An Ordinance Amending
the St. Louis Park Code Relating to Garbage and Refuse Collection Fees for Dwell-
ings, Section 1:1056 (1-a) entitled "Fees, Ground Level, For Dwellings". Motion
passed by unanimous vote of the six members of the Council present.
Financial Report for December - 8a
Financial report of the City for December 1958 was presented by the City
Manager.
On hearing no objections the Mayor ordered the report received for filing.
Supplementary Preliminary Report from Consulting Engineer (Southwest Lateral
Sewer Area (59-41) - 8b
The supplementary preliminary report from the Consulting Engineer concern-
ing the Southwest Lateral Sewer Area (59-41) was presented to the Council.
Harry Mayeron of Orr Schelen Company was present to explain why this was
left out of original Southwest Lateral Sewer Area.
RESOLUTION NO. 745
A motion was made by Councilman Davis, seconded by Councilman Jorvig to
waive reading and adopt Resolution No. 745 entitled "Resolution Receiving Re-
ports and Calling Hearing on Improvement No. 59-41 (for February 16, 1959)".
The motion was passed by unanimous vote of the six members of Council present.
Preliminary Report from Consulting Engineer Concerning Water Service Connections
in SW Sewer Area (59-42) - 8c
Preliminary report from the Consulting Engineer concerning water service
connections in the Southwest Sewer Area (59-42) was presented to the Council.
Harry Mayeron of Orr Schelen Company was present and discussed the report.
City Manager gave the reason for the report.
On a motion by Councilman Davis, seconded by Councilman Wolfe, the Law
Department was requested to prepare Resolution setting Hearing on Items A, B,

C and D shown on the report.
Motion was passed by unanimous vote of the six members of the Council
present.
Annual Report of Parks and Recreation for 1958 - 8d
Annual report of Parks and Recreation for 1958 was presented to the
Council.
On hearing no objections the Mayor ordered the Annual Report of Parks
and Recreation for 1958 received for filing.
Proposed Vacation of Alley (Case No. 58-128-V) - 9a
Proposed vacation of alley (from Huntington Avenue to Inglewood Avenue
between West 31st Street and Highway No. 7) as described in Notice of Hearing
published December 18, 1958 (Case No. 58-128-V) requested by Julie E. Blix and
others (hearing closed, action deferred from January 19, 1959) was presented
to the Council.
The Mayor reported that the petitioners had contacted him and requested
more time to complete their investigation.
It was moved by Councilman Davis, seconded by Councilman Jorvig to defer
action on this matter until February 2, 1959. Motion passed by unanimous vote
of six members of the Council present.
Report of the Planning Commission (Case No. 58-124-S) - 9b
Report of the Planning Commission (Case No. 58-124-S) recommending favor-
ably upon the request of Ecklund and Swedlund for approval of the preliminary and
final plat for Oak Hill Manor Fourth Addition (deferred from January 19, 1959)
was presented to the Council.
Preliminary Plan of Oak Hill Manor Fourth Addition Approved
On a motion by Councilman Jorvig; seconded by Councilman Wolfe, the
Preliminary Plan of Oak Hill Manor Fourth Addition was approved by unanimous
vote of the six members of the Council present.
Final Plat of Oak Hill Manor Fourth Addition Approved
RESOLUTION NO. 744
A motion was made by Councilman Davis, seconded by Councilman Jorvig, to
waive reading and adopt Resolution No. 744, entitled, "Resolution Giving Final
Approval for Plat of Oak Hill Manor Fourth Addition". Motion was passed by a
unanimous vote of six members of the Council present.
Contract for Improvements to be done by Subdivider in Oak Hill Manor Fourth
Addition Authorized
On a motion by Councilman Jorvig, seconded by Councilman Messer, the Mayor
and City Manager were authorized to execute contract for ihiprovements to be done,
in Oak Hill Manor Fourth Addition to be done by the subdivider in accordance with
the conditions set forth in the City Engineer's report. Motion passed by a
unanimous vote of six members of the Council present.

Proposed Improvement of Trunk Highway 212 (Excelsior Blvd.) - 9c
Proposed improvement of Trunk Highway 212 (Excelsior Boulevard) from
Trunk Highway 100 to east city Limits was presented to the Council.
As Mr. E. J. McCubrey of the State Highway Department was not present,
a motion was made by Councilman Ehrenberg, seconded by Councilman Jorvig, that
action on this matter be deferred to February 2, 1959. Motion passed by unanim-
ous vote of six Council members present.
Purchase of three Automobiles (Police) - l0a
BSZ On motion by Councilman Davis, seconded by Councilman Ehrenberg, the
CD purchase of three automobiles for Police was approved by unanimous vote of six
members of the Council, present.
Purchase of One Used Front-end Loader (Incinerator) - 10b
On motion by Councilman Davis, seconded by Councilman Ehrenberg, the pur-
chase of one used front-end loader for Incinerator was approved by unanimous
vote of six members of the Council present.
Discussion of Juvenile Problems (requested by Councilman Davis) - l0c
During said discussion Councilman Davis urged that a special officer be
employed to look after the various matters pertaining to the youth in St. Louis
Park.
Mayor Lefler explained the statu8 of the Citizens Committee on Youth
headed by Judge Knudsen and it was recommended'that the Council hold up on
making any definite move until the report from this Committee was in. This
report should be ready early in the month of March.
Purchase of one 3/4 Ton Pick-up Truck (Park Department) - 10d
On motion by Councilman Ehrenberg, seconded by Councilman Messer, the
purchase of one 3/4 ton pick-up truck for the Park Department was approved by
unanimous vote of six Council Members present.
Verified Claims - lla
On motion of Councilman Jorvig, seconded by Councilman Messer, the lists
of verified claims prepared by the Director of Finance and presented to the
Council, dated January 26, 1959 in the total amount of $9,193.86 for vendors
was approved, and the City Manager, City Clerk, and City Treasurer were auth-
orized to issue checks covering same, by unanimous vote of six members of the
Council present.
Contract Payments - llb
On motion of Councilman Davis, seconded by Councilman Jorvig, the follow-
ing payments on contract work presented by the City Engineer were approved, and
the City Manager, City Clerk, and City Treasurer were authorized to issue checks
for their respective amounts, by unanimous vote of six members of the Council
present.

On motion of Councilman Davis, seconded by Councilman Messer, the meeting
was adjourned at 10.09 p. m. , by unanimous vote of six members of the Council
