Special Council Meeting - September/16, 1958
A specs:1 meeting of the City Council was called to order by Mayor
Herbert P. Lef -r at 4:10 p.m.
The followin_ Councilmen were present at roll call:
H. J. Bolmgren

et Councilmen Wolfe and Jory ; arrived at 4:25 p.m.
Also present were the' City Ma•ager, Asistant to the City Manager, City
Manager Interne, Supervisor of Accoun- s and the Secretary.
Budget 1959
The entire session was used in the di ussion of _•the proposed Budget for
1959. Action on Budget was deferred until Se►tember 22, 1959.

Special Council Meeting - September 16, 1958
The meeting was called to order by Mayor Lefler at 4:10 p.m. with
'the following Councilmen present at roll call:
H. J. Bolmgren
H. C. Davis
Robert Ehrenberg
D. C. Messer
Herbert P. Lefler
Councilman Wolfe and Jorvig arrived at 4:25 p.m.
.Also present were the City Manager, Assistant to the City Manager,
City Manager Interne, Supervisor of Accounts and the Secretary.
Mayor Lefler stated that the meeting was called to discuss the City
Managers Proposed Budget for the year 1959.
Each page of the budget was considered separately and all motions
approving each page were passed unanimously except the following:
Councilman Ehrenberg made a motion which was seconded by Councilman
Messerlthat the, Mayor and Councilmen's salaries for year 1959 be reduced 20%.
Motion was lost by the following"roll call vote: Councilman Bolmgren, nay;
III Councilman Davis, nay; Councilman Ehrenberg, yea; Councilman Jorvig, nay;
Councilman Messer, yea; Councilman Wolfe, nay; Mayor Lefler, yea.
Activity - Personnel and Purchasing Control
A motion we's made by Councilman Davis, seconded by Councilman Wolfe,
that the Personnel and Purchasing Control Budget in the amount of $6,148.00
be approved. Motion passed by a vote of six yeas and one nay. (Councilman
Bolmgren voting nay.)
Activity - Assessing
A motion was made by Councilman Ehrenberg, seconded by Councilman Wolfe,
that the amount for Travel, Conference and Schools be set at $650.00.
The City Manager explained that the conferences and schools attended
byihe Assessor wen pertinent to the office.
A motion was made by Councilman Messer, seconded by Councilman Jorvig,
to amend the above motion to read $750.00. Motion lost by the following roll
call vote: Councilman Bolmgren, nay; Councilman ,Davis, nay; Councilman Ehrenberg,
nay; Councilman Jorvig, yea; Councilman Messer, yea; Councilman Wolfe, nay;
Mayor Lefler, nay.
Previous motion then called for and lost by the following roll call vote:
Councilman Bolmgren, nay; Councilman Davis, nay; Councilman Ehrenberg, yea;
Councilman Jorvig, nay; Councilman Messer, nay; Councilman Wolfe, yea; Mayor
Lefler, yea.

A motion was made by Councilman Wolfe, seconded by Councilman Bolmgren, III
that the proposed budget for assessing as proposed be approved. Motion
passed by the following Boll call vote: Councilman Bolmgren, yea; Councilman
Davis, yea; Councilman Ehrenberg, nay; Councilman Jorvig, yea; Councilman
Messer, yea; Councilman Wolfe, nay; Mayor Lefler, nay.
Activity Legal Tepartment
A motion was made by Councilman Ehrenberg, seconded by Councilman Messer,
that the City Attorney's salary for the first half of 1959 be set in Range 31,
Step A at $8,736.00 and that the budget item for the year be set at $8,994.00.
Motion passed by six yeas and one nay. (Councilman Bolmgren voting nay,)
A motion was made by Councilman Jorvig, seconded by Councilman Messer,
that the item Professional and Consultant Services be set as a retainer at
$3,000.00. Motion passed by unanimous vote of seven-members of the Council
present.
The balance of the:Legal Department Budget was declared approved without
further change.
Unallocated General Expense _
A motion was made by Councilman Davis, seconded by Councilman Wolfe, that
the F}nergencY Appropriation be set at $75,000. Motion passed by the following
roll call'vote: Councilman Davis; yea; Councilman Bolmgren, 'nay; Councilman
Ehrenberg, nay; Councilman Jorvig, yea; Councilman Messer, nay; Councilman Wolfe,
yea; Mayor Lefler, yea.
Activity - Civil Defense
Mayor Lefler explained that item under Capital Outlay in amount of $750.00
for Machinery and Automotive Equipment was for the mass feeding program.
A motion was made by Councilman Jorvig, seconded by Councilman Wolfe, that
the proposed budget for Civil Defense be approved. Motion passed by the following
roll call vote: Councilman Bolmgren, yea; Councilman ,Davis, nay; Councilman
Ehrenberg, nay; Councilman Jorvig, yea; Councilman Messer, yea; 'Councilman- Wolfe,
nay; Mayor Lefler, yea. -
E. T. Montgomery presented a completed printed copy ,of "Code". The type
of cover to be used was discussed and samples shown.
A motion was made by Councilman Jorvig, seconded by Councilman Wolfe,
that a 2" ring loose leaf cover, National No. 87-682 be approved. Motion passed
by unanimous vote of seven members of the Council present.
Meeting Adjourned •
