Special Council Meeting August 7, 1958
A special meeting of the City Council was called to order by Mayor
Herbert P. Lefler at 7:21 p. m.
The following Councilmen were present at roll call:
H. J. Bolmgren
D. C. Messer
T. Jorvig
H. P. Lefler
Also present were the City Manager, Director of Public Works and the
Secretary.
Councilman Wolfe and Councilman Davis arrived at 7:30 p. m. Council-
man Ehrenberg arrived at 8:30 p. m.
Mayor Lefler explained that the purpose of the meeting was to discuss
the Robert Corwine Report on Parks and Recreation and the "Major Thorough-
fare Plan".
The matter of a Special Bond Election for Park60was1discu§sed;P'using
paper ballots in place of Voting Machines.
A motion was made by Councilman Jorvig, seconded by Councilman Bolmgren
that Tuesday, October 7th, 1958, be set as a tentative date for holding
Special Election for Parks Bond Issue, using paper ballots, and all polling
places, with hours for voting from 7 a. m. to 8 p. m. Motion was passed by
4 yeas.
Robert Corwine - Park and Recreation Report
Mayor Lefler stated that the Robert Corwine Park and Recreation report,
should be referred to the Park and Recreation Commission for study and recommend-
ation, with a request that the same be done as soon as possible.
A motion was made by Councilman Bolmgren, seconded by Councilman Jorvig,
to refer the Robert Corwine Park and Recreation Report to the Park and Recreation
Commission for study and recommendation with a request that same be done as soom
as possible. Motion was passed by 4 yeas.
Councilman Wolfe and Councilman Davis arrived at 7:30 p. m. Mayor Lefler
explained to them the actions taken regarding the Bond Election and reference
of Robert Corwine Report to Park and Recreation Commission.
Robert Corwine was present and Mayor Lefler asked him to explain how he
arrived at his report.
The report was then discussed at some length. Councilman Ehrenberg
.. arrived during this discussion at 8:30 p. m. Definite action on the Report
was deferred until after the recommendations from the Park & Recreation
Commission had been received.
August 7, 1958
Mosquito Control
It was decided that one spraying for Mosquito Control should be done
at once.
Major Thoroughfare Plan
The Major Thoroughfare Plan prepared by Carl Gardner and Associates
was discussed at some length, Planning Consultant, Jim Hawks being present,
displayed a map of the City showing the plan. He was requested to mark the
map "Exhibit A".

O A motion was made by Councilman Davis, seconded by Councilman Ehrenberg
to adopt the Major Thoroughfare Plan as shown on "Exhibit A", prepared by
01 Planning Consultant Hawks, but eliminating Hurst Street South of Oxford Street
extended at this time, with a recommendation that Hurst Street extension be
considered at a future date. Motion was passed by 6 yea vote with Councilman
Bolmgren voting nay.
Extension of Oxford Street
Consultant Hawks expressed the opinion that Oxford Street, West of State
Highway No. 100 should be constructed as soon as possible. -
A motion was made by Councilman Ehrenberg, seconded by Councilman Messer
to place on the Council Agenda for August 25, 1958 the matter of Hurst Street
Extension from Oxford Street to Excelsior Boulevard. Motion was passed by
7 yeas.
State Highway No. 12
A sketch of the newest plans for the improvement of State Highway No. 12
at the North border of St. Louis Park was shown to the group.
Meeting Adjourned
On a motion made by Councilman Messer, seconded by Councilman Jorvig the
meeting was adjourned at 10:25 p. m. by unanimous vote of 7 : embers of the
Council present.
