• Council Meeting - April 14, 1958
111 A regular meeting of the City Council was called to order by Mayor
Herbert P. Lefler at 8 p.m.
Invocation was given by Rev., Orin Thompson of the Ascension Lutheran
Church.
The following Councilmen were present at roll call:

Also present were the City Attorney, City Manager Interne and the
Secretary.
Minutes - 4
On motion of Councilman Ehrenberg, seconded by Councilman Wolfe, the
minutes of meeting held April 7, 1958, were approved by unanimous vote of six
members of the Council present.
Councilman Davis arrived at 9:22 p.m.
Public Hearing on Proposed Rezoning of Block 1. Collins Second Addition - 5a
Public hearing was had on the proposed rezoning of Block 1, Collins
Second Addition (West 37th Street and Wooddale Avenue) from Commercial Use
District to Light Industrial Use District, requested by the City Council.
George Carlson of Minnesota Rubber Properties Inc. was present at the
meeting in favor of the rezoning.
A motion was made by Councilman Messer, seconded by Councilman Jorvig,
to waive the first reading of the proposed ordinance rezoning Block 1, Collins
Second Addition from Commercial Use District to Light Industrial Use District,
and to set date for the second reading on April 21, 1958. Motion passed by a
vote of five yeas. Councilman Wolfe abstained from voting. (Councilman Davis
absent.)
Public Hearing on Vacation of Yosemite Avenue Adjacent to Block 1,
Collins Second Addition - 5b
Public hearing was had on the proposed vacation of Yosemite Avenue adja-
cent to Block 1, Collins Second Addition (from West 37th Street north to alley),
requested by 'the City Council.

Public Hearing on Proposed Vacation of Yosemite Avenue - continued
George Carlson of Minnesota Rubber Properties Inc. was present at the
meeting, in favor of vacation.
There was considerable discussion as to the possible need of this street
in the future. Mr. Carlson stated that his Company would purchase Block 1,
Collins Second Addition without the vacating of Yosemite Avenue, as set up in
purchase agreement, if the Council would defer action from 90 to 120 days on
the vacation of street to see what can be done after further information is
received.
On motion of Councilman Ehrenberg, seconded by Councilman Bolmgren, the
above matter was tabled until further information is received, by unanimous vote
of six members of the Council present. (Councilman Davis absent.)
Notification of Intent to Hold a Bingo Game - Cedar Manor PTA - 6a
Notification of intent to hold a Bingo game on May 10, 1958, was received
from the Cedar Manor PTA.
On hearing no objections the Mayor ordered the communication received for
filing.
Notification of Intent to Hold a Bingo Game - Lenox School - 6b
Notification of intent to hold a Bingo game on April 19, 1958, was re-
ceived from Lenox School.
On hearing no objections the Mayor ordered the communication_received
for filing.
Claim for Damages - Mrs. Henry Mauel - 6c
Claim far damages, dated April 1, 1958, allegedly resulting from cutting
down of alley, Lots 63-66, Block 174, Rearrangement of St. Louis Park, was re-
ceived from Mrs. Henry Mauel, 3343 Gorham Avenue. (copy to City Attorney April
3, 1958) .
On motion of Councilman Jorvig, seconded by Councilman Messer, the above
claim for damages was referred to the City Attorney for advice and recommendation,
by unanimous vote of seven members of the Council present.
Request for Building Permit for Two Tents - 4950 Excelsior Boulevard - 6d
Request for approval of the issuance of a building permit for two tents
to be located for thirty days at 4950 Excelsior Boulevard, by E. H. Lindah;,
was presented to the Council.
Mr. Wilcox of U. S. Rubber Company was present in support of the request.
He stated that the Navy would have a display in conjunction with the sale of
tires etc. The Council was concerned about the traffic situation this would
cause.

Request for Building Permit for Two Tents - continued
A motion was made by Councilman Ehrenberg, seconded by Councilman Davis,
that the application,..for approval of the issuance of a building permit for two
tents to be located for thirty days atA95O Excelsior Boulevard, be denied.
Before a vote was taken there was further discussion.
Councilman Davis then moved for the previous question, which was passed
,by seven yeas.
Motion was then stated by the Mayor and passed by seven yeas.
Resolution Amending Resolution No. 133 - Fire Department Rules - 7a
Resolution Amending Resolution No. 133 "Adopting Rules Governing Conduct
of Members of the St. Louis Park Fire Department and the Volunteer Division
Thereof", was presented to the Council.
Resolution No. 560
On motion of Councilman Wolfe, seconded by Councilman Jorvig, Resolution
No. 560 Amending Resolution No. 133 ,'/Adopting Rules Governing Conduct of Members
of the St.: Louis Park Fire Department and the, Volunteer Division Thereof", was
' adopted .by,unanimous vote of ,seven members of the Council present.
First Reading of Proposed Ord. Amending Zoning Ord. - Sheldon Coplin - 7b
The proposed ordinance Amending the Zoning Ordinance (Lot 23, Block 174,
Rearrangement of St. Louis Park) requested by Sheldon Coplin, was presented to
the Council for first reading. •
A motion was made by Councilman Ehrenberg, seconded by Councilman Wolfe,
to waive the first reading of the proposed ordinance Amending the Zoning Ordinance
rezoning Lot 23, Block 174, Rearrangement of St. Louis Park, from Residential
Use District to Commercial Use District, and to set date for the second reading
on April 21, 1958. Motion passed by unanimous vote of seven members of the
Council present.
First Reading of Proposed Ord. Amending Zoning Ordinance - H. Rasmussen - 7c
The proposed ordinance Amending the Zoning Ordinance (Lots 25, 26, 27,
Block 2, Del Monte Heights) requested by Harry Rasmussen), was presented to the
Council for first reading.
A motion was made by Councilman Jorvig, seconded by Councilman Ehrenberg,
to waive the first reading of the proposed ordinance Amending the Zoning Ordinance
rezoning Lots 25, 26, 27, Block 2, Del Monte Heights from Residential Use District
to the Multiple Dwelling Use District, and to set date for the second reading on
April 21, 1958. Motion passed by unanimous vote of seven members of the Council
present.

First Reading of Proposed Ord.Amending Ord. No. 558 Relating to Subdivision
Regulations (Section 10) - 7d
The proposed ordinance An]ending Ordinance No. 558 Relating to Sub-
division Regulations (Section 10), was presented to the Council for first read-
ing.
A motion was made by Councilman Davis, seconded by Councilman Wolfe, to
waive the first reading of the proposed ordinance Amending Ordinance No. 558
Relating to Subdivision Regulations (Section 10) and to set date for the second
reading on April 21, 1958. Motion passed by unanimous vote of seven members
of the Council present.

Report of Planning Commission (Case 58-23-SP) Allan Garrision -, 8b
Report of the Planning Commission (Case 58-23-SP) upon the request of
Allan W. Garrision for a special permit under authority of Section 20.4-8 of
the Zoning Ordinance to use building at 2500 Georgia Avenue as a store fixture N.
and cabinet shop, was presented to the Council.

Attorney Nehls and Attorney Spears were present in support of request.
It was the opinion of the Council that this was not a proper use of this
property due to its proximity to residential area.
On motion of Councilman Ehrenberg, seconded by Councilman Wolfe, the
above request for a special permit was denied by a vote of six yeas. (Councilman
Davis was absent when vote was taken.)
Preliminary Report with Respect to Curb i Gutter - Impr. No. 58-4 etc. - 8c
Preliminary report of the Director of Public Works and endorsement of the ,
City Assessor with respect to petitioned curb and gutter, Improvement Nos. 58-4,
58-5, 58-9, 58-12, 58-13, 58-14 and 58-16, was presented to the Council.
Resolution No. 562
On motion of Councilman Jorvig, seconded by Councilman Ehrenberg, Resolu-
tion No. 562 providing for public hearing on April 28, 1958 for curb and gutter
improvements was adopted by unanimous Tote of seven members of the Council
present.

Report Concerning Petitions on File for Sanitary Lateral Sewers
for Northside Trunk Sewer Received Too Late - 8d
Report concerning petitions on file for sanitary lateral sewers in
benefit district for northside Trunk Sewer received too late for inclusion in
current contracts, was presented by the City Manager.
A motion was made by Councilman Ehrenberg, seconded by Councilman Wolfe,
that action on the above report- be deferred until a report is received from
the Director of Public Works as to need and cost. Motion passed by unanimous
vote of seven members of the Council present.
Report of City Activities for March 1958 - 8e
Report of City Activities for March 1958 was presented by the City Manager.
On hearing no objections the Mayor ordered the Report received for filing.
Re-approval of Final Plat of West Lynn Third Addition - 9a
Re-approval of final plat of West Lynn Third Addition (approved January
13, 1958), was presented to the Council.
Attorney Art. Weisberg was present in support of request.
A motion was made by Councilman Davis, seconded by Councilman Jorvig,
to ratify action of January 13, 1958 and re-approve final plat of West Lynn
Third Addition on same terms and condition as original approval. Motion passed
by unanimous vote of seven members of the Council present.
Desirability of Ornamental Street Lighting in Country Club Addition etc. - 10a
Desirability of ornamental street lighting in Country Club Addition and
Minnehaha Gables Second Addition, requested by, Councilman Wolfe, was presented
to the Council.
Councilman Wolfe stated:
Areas that are left in St. Louis Park will be developed on a high basis.
Ornamental street lighting is a must for these areas and should be ordered in
before homes are built. I would like to see this done in Westwood and M. P.
Johnson's project. Northern States Power Company are waiting for word from us
regarding lighting plan. After the meeting of April 16, 1958 _ I would like to
have this on the Agenda April 21, 1958.
On motion of Councilman Wolfe, seconded by Councilman Davis, action on
the above matter was deferred until April 21, 1958, by unanimous vote of seven
members of the Council present.

Relative to Salary and Fringe Benefit Survey - 10b
Proposed use of private consulting services for preparation of an
annual Salary and Fringe Benefit Survey, and City Managers recommendation
(M . Ei C. No. 58-27), was presented to the Council.
A motion was made by Councilman Davis, seconded by Councilman Jorvig,
to defer action on the above matter until May 1, 1958 for purpose of discussing
more fully with the City Manager. Motion passed' by unanimous vote of seven
members of the Council present.
Relative to Northside Lateral Sanitary Sewers-bnpr. No. 58-3 - 10c
Supervision, inspection and survey services in connection with con-
struction of northside lateral sanitary sewers, Improvement No. 58-3, was
presented to the Council.
A motion was made by Councilman Davis, seconded by Councilman Bolmgren,
to authorize the City Manager to direct the Consulting Engineer to provide
these services in accordance with the terms of paragraph C. Article II, of the
Agreement for Engineering Services, dated November 11, 1957. Motion passed by
unanimous vote of seven members of the Council present.
State
Communication from/Highway Department Relative to Highway Improvements - lla
Communication, dated April 11, 1958, was received from the State of
Minnesota Department of Highways regarding a public hearing scheduled for
April 22, 1958, at 7:30 p.m., at Noble School, 2600 Noble Avenue in Golden
Valley, to discuss improvements to Trunk Highway 100 from Trunk Highway 7 in
St. Louis Park to Trunk Highway 52 in Robbinsdale and at Twin Lakes in
Robbinsdale.
It was moved by Councilman Ehrenberg, ,seconded by Councilman Jorvig,
that Councilman Wolfe and Councilman Messer be directed to attend the above
meeting. Motion passed by unanimous vote of seven members of the Council
present.
Councilman Davis left at 11 p.m.

Resolution Authorizing Advertisement for bids for Improvement Bonds
(1958 Sewer Series) was presented to the Council.
Resolution No. 563
On motion of Councilman Wolfe, seconded by Councilman Messer, Resolution
No. 563 Authorizing Advertisement for Bids for Improvement Bonds (1958 Sewer
Series), bids to be taken May 7, 1958, was adopted by unanimous vote of six
members of the Council present.
Report on Meeting Relative to Gas Rate Alliance - llc
Councilman Ehrenberg made a report on a meeting he attended in the Lake
area made up of municipalities who were left out of the Gas Rate Alliance.

111 Verified Claims - 12a
On motion of Councilman Bolmgren, seconded by Councilman Ehrenberg, the
lists of verified claims prepared by the Director of Finance and presented to
the Council, dated April 14, 1958 in the total amounts of $442.97 for payroll,
and $4,801.13 for vendors were approved, and the City Manager, City Clerk
and City Treasurer were authorized to issue checks covering same, by unanimous
vote of seven members of the Council present.

On motion-of Councilman Jorvig, seconded by Councilman Wolfe, the meet-
ing was adjourned at 11:11 p.m., by unanimous vote of all members of the
Council present.
