Council Meeting - March 3, 195$
A regular meeting of the City Council was called to order by Mayor
Herbert P. Lefler at 8:02 p.m.
Invocation was given by Mayor Herbert P. Lefler.
The following Councilmen were present at roll call:

Also present were the City Manager, City Attorney and the Secretary.

On motion of Councilman Messer, seconded by Councilman Jorvig, the
minutes of meeting held February 24, ;958, were approved as corrected, by
unanimous vote of all members of the Council present.
Re: D.F.L. Ward Club - Mrs. Betty Green - 6ax
Mrs . Betty Green and eight members of the D.F.L. Ward Club were present
at the meeting and spoke of the projects they have in mind for the year; - -
and asked for the Councils cooperation.
Communication from School Board - 6a
Communication, dated February 18, 1958, from School Board of Independent
School District 283 advising of confirmation of the appointment of Otis Dypwick
and C. R. Middleton to the Park and Recreation Advisory Commission, by H. R.
Enestvedt, Superintendent of Schools, was presented to the Council.
On hearing no objections the Mayor ordered the communication received for
filing.
Communication Relative to Lots 1 Ei 2. Blk 5, Park Manor - E. A. Nistler - 6b
Communication, dated February 12, 1958, relative to buying Lots 1 and 2,
Block 5, Park Manor (27th fe Colorado) from the City, by Erwin A. Nistler (M i
C No. 58-19), was presented to the Council.
Mr. Nistler was present at the meeting and it was explained to him that
the lots were needed for storm drainage.
A motion was made by Councilman Davis, seconded by Councilman Jorvig,
that the request be filed and no further action be taken on same. Motion passed
by unanimous vote of seven members of the Council present.

Notification of $ingo Game - Holy Family Church - 6c
Notification of intent to hold a Bingo game, March 9, 1958, was received
from The Home and School Association of the Holy Family Church.
On hearing no objections the Mayor ordered the communication received
for filing.
Request for Building Permit at 3340 Republic Avenue - Libbey & Libbey Co. - 6d
Request for approval of the issuance of a building permit for construction
of an addition to present building at 3340 Republic Avenue, by Libbey & Libbey
Company was presented to the Council.
A motion was made by Councilman Wolfe, seconded by Councilman Ehrenberg,
to approve the issuance of a building permit for construction of an addition to
present building at 3340 Republic Avenue, subject to compliance with all appli-
cable codes. Motion passed by unanimous vote of seven members of the Council
present.
Claim for Damages - A. T. Salsberg - 6e
Claim for damages allegedly resulting from improper pumping of water in
connection with installation of sewer at Minnetonka Boulevard and Great Northern
Railroad Track, by A:T. Salsberg, 2935 Aquila Avenue (copy to the City Attorney
February 24, 1958) , was presented to the Council.
On motion of Councilman Ehrenberg, seconded by Councilman Jorvig, the
above claim for damages was referred to the City Attorney for advice and re-
commendation, by unanimous vote of seven members of the Council present.
Application for Intoxicating Off-Sale Liquor-License - 5005 Excelsior Blvd.-6f
Application for intoxicating off-sale liquor license at 5005 Excelsior
Boulevard, by Harold L. Aretz, was presented to the Council.
John Yngve, attorney for Harold L. Aretz, was present at the meeting
in favor of application.
A motion was made by Councilman Bolmgren, seconded by Councilman Jorvig,
that the above application for intoxicating off-sale liquor license at 5005
Excelsior Boulevard, be denied. Motion lost by the following roll call vote:
Councilman Bolmgren, yea; Councilman Davis, yea; Councilman Ehrenberg, nay,
Councilman Jorvig, yea; Councilman Messer, nay; Councilman Wolfe, nay; Mayor
Lefler, nay.
A motion was made by Councilman Wolfe, seconded by Councilman Messer,
that March 31, 1958 be set for public hearing on the above application. Motion
passed by six yeas and one nay (Councilman Bolmgren voting nay.)

Request for Special Permit to Erect Sign Boulevard Pharmacy _- LeRoy Sign Inc. -6A
Request for special permit under authority of Sections 10.3-20 and 10.5
of the Zoning Ordinance for erection of a 50' x 4? sign (200 sq. ft.) replacing
present sign at 6320 Minnetonka Boulevard (Boulevard Pharmacy)-by LeRoy Sign
Inc., was presented to the Council
On motion of Councilman Messer and seconded by Councilman Wolfe, Res-
olution No. 545, entitled Resolution Granting Permit Under Section 10.3-20
and 10.5 Zoning Ordinance of the City of St. Louis Park, to erect a 50' x
4? sign (200 sq. ft.) replacing present sign at 6320 Minnetonka Boulevard, was
C adopted by unanimous vote of seven members of the Council present.

First Reading of Proposed Ord. Providing for Disposition of Lost Property etc. -7a
o-j The proposed ordinance Providing for Disposition of Lost and Unclaimed
Property Found in Public Places of the City of St. Louis Park (deferred from
February 24, 1958), was presented to the Council for first reading.
The City Manager explained the need for this ordinance.
A motion was made by Councilman Jorvig, seconded by Councilman Wolfe,
to waive the first reading of the above proposed ordinance and set date for
second reading on March 10, 1958, with the change in Section 1 - making clear
that the finder is, not required to transport the lost property to deliver to
the owner. Motion was passed by unanimous vote of seven members of the Council
J present.
Second Reading of Proposed Ord. Amending Ord. No. 567 Relating to Traffic
Regulation - 7b (Ordinance No. 613)
The proposed ordinance Amending Ordinance No. 567 Relating to Traffic
Regulation was presented to the Council for second reading.
A motion was made by Councilman Davis, seconded by Councilman Messer,
to waive the second reading and adopt Ordinance No. 613 An Ordinance Amending
Ordinance No. 567 Relating to Traffic Regu]ation. Motion passed by six yeas.
(Councilman Jorvig was out of the room when vote was taken.)
Second Reading of Proposed Ord. Amending Section 3 of Ord. No. 154 Est. Fees
for Special Services - 7c (Ordinance No. 612)
The proposed ordinance Amending Oection 3 of Ordinance No. 54 Establishing
Fees for Special Services was presented to the Council for second reading.
A motion was made by Councilman Ehrenberg, seconded by Councilman Jorvig,
to waive the second reading and adopt Ordinance No. 612 An Ordinance Amending
Section 3 of Ordinance No. 154 Establishing Fees for Special Services. Motion
was passed by unanimous vote of seven members of the Council present.
