Council Meeting - June 3, 1957
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8 P.M.
Invocation was given by Rev. Erickson of the Prince of Peace Lutheran
Church.
The following Councilmen were present at roll call:
H. J. Bolmgren
H. C. Davis
Torval Jorvig
Gene Schadow
Kenneth Wolfe
Also present were the City Manager and City Attorney, the Secretary being
absent, the City Attorney was designated as secretary of the meeting. " :

On motion of3CouncilmanJo ►,ig, seconded by Councilman 'Schadow,"the minutes
of meeting held May 27, 1957; were approved, by unanimous vote of all members of
the Council present.
Communication Concerning a Like - Wm. G. Dohrer. 3631 Inglewood Avenue
Communication concerning a lake from the railroad tracks to Excelsior
Boulevard, by, Wm. G. Dohrer, 3631 Inglewood Avenue.
On motion of Councilman Jorvig, seconded by Councilman Wolfe, by unanimous
vote of the Council the communication was referred to the Planning Commission,
Planning Consultant and the Park i Recreation Commission, for advice and recomm-
endation, and the Clerk was directed to acknowledge the donation made to the City
by Mr. Dohrer with expression of thanks.
Application for Transfer of License - Alva Marie Enger. 7201 Minnetonka Blvd.
Application for transfer of license to sell non-intoxicating malt liquor •
on stale, by Alva Marie Diger, 7201 Minnetonka Boulevard.
On motion of Councilman Wolfe, seconded by Councilman Schadow, by unanimous
vote of the Council (Councilman Bolmgren not voting) the transfer of the license
was approved.

Communication Requesting Use of City Water - B. F. Goodrich Tire Company
Mr. E. R. Conry appeared in support of his communication requesting use of
City Water for sanitation purposes at proposed building of B. F. Goodrich Tire
Company at Turners Crossroads and Wayzata Boulevard.
On motion of Councilman Davis, seconded by Councilman Jorvig, on unanimous
vote; of the Council the request-was referred to the Director of Public Works for
recommendation as to adequacy of supply of water, report to be made to the Council

Request for Sign Permit - 4900 Excelsior Boulevard, Twi-Lite Paint Co. - General
Outdoor Advertising Company
Representatives of Outdoor Advertising Company appeared to present request
for special permit under authority of Section 10.3-20 and 10.5 of the Zoning
Ordinance for erection of a 121 x 25' (300 sq. ft.) sign at 4900 Excelsior
Boulevard, Twi-Lite Paint Co.
On motion of Councilman Schadow, seconded by Councilman Bolmgren, by unani-
mous vote of the Council the request was denied.
Request for Sign Permit - 4821 Minnetonka Boulevard - 7 Up Bottling Company
Request for special permit under authority of Section 10.3-20 and 10.5 of
the Zoning Ordinance for erection of a 91 x 111 (99 sq. ft.) sign at 4821
Minnetonka Boulevard (Bell's Delicatessen) by 7 Up Bottling Company.
On motion of Councilman Schadow, seconded by Councilman Davis, by unanimous
vote of the Council the request was denied.
Recon sideration of the final Plat of Aretz 4th Addition
The letter, dated May 31, 1957, from Aretz Realty Company, Inc. requesting
for reconsideration of the final plat of Aretz 4th Addition (denied by Council
May 6, 1957) was discussed. Mr. Harold Aretz appeared in support thereof.
@h motion of Councilman Wolfe, seconded by Councilman Schadow, by unanimous
vote of the Council the request was deferred to June 10, 1957.
Request for Approval of Preliminary Plat of Texas Terrace Addition
Request for approval of preliminary plat of Texas Terrace Addition (near
West 17th Street and Texas Avenue) by Richard Neslund, and advice from the Secre-
tary of the City Planning Commission that plat is in proper form.
On motion of Councilman Davis, seconded by Councilman Jorvig, the request
to Ile placed on file and referred to the Planning Commission and City Engineer
for investigation and report, by unanimous vote of the Council.
On motion of Councilman Schadow, seconded by Councilman Davis, the Clerk
was directed to publish notice of he�Cing on proposed plat before the Planning
Commission on June 12, 1957, by unanimous vote of the Council.
First Reading of Proposed Ordinance Vacating Alley
First reading of Proposed Ordinance Vacating Alley (Minnesota Rubber Proper-
ties Inc.) was waived by unanimous consent of the Council.
It was moved by Councilman Schadow, seconded by Councilman Jorvig, that the
second reading of Proposed Ordinance Vacating Alley be made on June 10, 1957.
Motion passed by unanimous vote of the Council. '

Second Reading of Ordinance Amending Ordinance No. 407 Regulating Signs
RegSecond reading of proposed ordinance amending Ordinance No. 407
ulating Signs and Bill Boards.
On motion of Councilman Schadow, seconded by Councilman Jorvig, the second
reading of proposed ordinance was waived and the Ordinance No. 575, entitled
AniOrdinance Amending Ordinance No. 407 Regulating Signs and Bill Boards was
adopted by unanimous vote of the Council.
Minutes of Planning Commission Meeting May 22. 1957
On motion of Councilman Wolfe, seconded by Councilman Jorvig, the minutes
of the special Planning Commission meeting of May 22, 1957 were placed on file
by unanimous vote of the Council.

Regarding Developing the Proposed Fern Hill Playground
On motion of Councilman Jorvig, seconded by Councilman Wolfe, the recommen-
dation of the Planning Commission, and Park and Recreation Advisory Commission
(No. 1 - minutes) toward developing the proposed Fern Hill Playground was deferred
to June 10, 1957, by unanimous vote of the Council.
Preliminary Reports on Bituminous Surfacing. Improvement Nos. 57-31 thru 34
Preliminary report of the Engineer and recommendation of the City Assessor
with respect to petitioned 2" bituminous surfacing, Improvement Nos. 57-31 thru
34,E was presented to the -Council.
On motion of Councilman Schadow, seconded by Councilman Davis, by unanimous
vote of the Council the Resolution Setting Hearing on Street Improvements for
Jurie 24, 1957, Resolution No. 398 was adopted.
Preliminary Reports with Respect to Storm Sewer District #25. Idaho Ave. & W. 26th
Preliminary report of the Engineer and recommendation of the City Assessor
with respect to storm sewer District #25 (Idaho Avenue and West 26th Street), was
presented to the Council.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the City
Attorney was directed to prepare Resolution/for June 10, 1957, by unanimous vote
of 'the Council. providing for public hearing
Preliminary Reports with Respect to Stabilized Base. Improvement No. 57-39 and 40
Preliminary report of ,the Engineer and recommendation of the City Assessor
with respect to petitioned 4" stabilized base, Improvement Nos. 57-39 and 57-40,
wasp presented to the Council.
On motion of Councilman Wolfe, seconded by Councilman Jorvig, Resolution
No. 399. Setting Hearing on Street Improvements for June 24, 1957 was adopted,
byjunanimous vote of the Council.

111 Report with Respect to State Highway Projects in St. Louis Park
Report on progress of Highway Department with respect to work in St. Louis
Park, M i C No. 57-11 (requested by Council May 13, 1957) was presented by the
City Manager.
On motion of Councilman Davis, seconded by Councilman Schadow, by unanimous
vote the report was filed.
Request for a Permit to Excavate Peat - by Elliot Erskine Enterprises. Inc.
Request for a permit to excavate peat from property bounded by Wayzata
Boulevard, Hanpshire Avenue, approximately West 16th Street, and Dakota Avenue,
by Elliot Erskine Enterprises, Inc., 6701 Wayzata Boulevard (deferred by Council
May 6, 1957)
On motion of Councilman Schadow, seconded by Councilman Jorvig, .by unanimous
vote of the Council the above request was tabled.
Proposed Rezoning of Property Lying South of GN Railroad from MNFiS Ry. to Idaho Ave.
Proposed rezoning of property lying south of the Great Northern Railroad
from the M N £a S Railroad westerly to approximately Idaho Avenue (requested by
Councilman Schadow), was discussed. Action on the above rezoning was deferred to
June 17, 1957 by the Mayor.
Regarding Bakery Use of Property at 4100 Minnetonka Boulevard
On motion of Councilman Jorvig, seconded by Councilman Schadow, by unanimous
vote of Council consideration of request for an opinion from the City Council as
to (1) whether the proposed bakery use of property at 4100 Minnetonka Boulevard
is permitted in a Commercial Use District, and (2) whether any special or other
permits are required from the City prior to commencing the baking activity was
deferred to June 10, 1957.
Recommendations Relative to Engineering Services in Connection With City-wide
Storm Sewer Master Plan
The recommendation of the City Manager, dated May 23, 1957, relative to
proposals for engineering services in connection with city-wide storm sewer
Master Plan (deferred from May 27, 1957) was discussed.
On motion of Councilman Schadow, seconded by Councilman Bolmgren, by unani-
mous vote of the Council the recommendation of the Manager was approved and the
recommended three engineering firms were invited to appear before the Council at
9:30 p.m. at the meeting of June 10, 1957, and to orally present their proposals.
Tabulation of Bids on Fire Hose
On motion of Councilman Wolfe, seconded by Councilman Bolmgren, B. F.
Goodrich Company was determined to be the lowest responsible bidder on 1000
feet of 2 1/2" fire hose and 500 feet of 1 1/2" fire hose, and the City Manager
was authorized to purchase same at prices bid by said bidder, by unanimous vote
of all members of the Council present.

Drainage Situation at 16th Street and Ford Road
Recommendation relative to drainage situation at 16th Street and Ford Road
(requested by Council May 13, 1957) by the Director of Public Works.
Councilman Wolfe reported on proposals discussed with Mr. Wallace Bruce
relative to drainage proposals recommended by the Director of Public Works at
16th Street & Ford Road.
On:motion of Councilman Davis, seconded by Councilman Wolfe, by unanimous
vote of the Council to approve plan for Storm Sewer thru Westdale as proposed by
Mr. Bruce to the Director of Public Works and be be urged to proceed promptly
under the direction of the Director of Public Works.
On motion of Councilman Davis, seconded by Councilman Wolfe, by unanimous
vote of the Council that report of the Director of Public Works, dated May 29,
1957, relative to 16th Street drainage be filed was withdrawn.
On motion of Councilman Schadow, seconded by Councilman Jorvig, by unanimous
vote of the Council the City Manager,was directed to write the Village of Minnetonka
relative to the report of the Director of Public Works, dated May 29, 1957.
Communication Relative to Wooddale Fe Brunswick Avenues Railroad crossings
Communication concerning Notice of Hearing relative to the Wooddale Avenue
and Brunswick Avenue railroad crossings, dated May 29, 1957, received from the
Railroad and Warehouse Commission was read. No action taken.

Trial of recording device for use at Council meetings was discussed.
On motion of Councilman Davis, seconded by Councilman Schadow, that the
proposal submitted by the Assistant City Manager for a trial of a recording
device at the Council meeting of June 10, 1957, be accepted, was submitted to a
poll of the Council as follows: Councilman Bolmgren, nay; Councilman Davis, yea;
Councilman Jorvig, nay; Councilman Schadow, yea; Councilman Wolfe, yea; Mayor
Fernstrom, nay.
Verified Claims
On motion of Councilman Schadow, seconded by CouncilmanWolfe, the lists of
verified claims prepared by the Director of Finance and presented to the Council,
dated June 3, 1957, in the total amounts of $15,125.68 for vendors were approved,
and the City Manager, City Clerk, and City Treasurer were authorized to issue
checks covering same, by unanimous vote' of the Council.

On motion of Councilman Davis, seconded by Councilman Wolfe, the following
payme is on contract work, presented by the City &gineeer was approved, and the
City Manager, City Clerk, and City Treasurer were authorized to issue checks for
their respective amounts, by unanimous vote of the Council.

Request for Rezoning Lots in Hanke's Minikanda Terrace - John A. Miller
Motion by Councilman Davis, seconded by Councilman Wolfe, by unanimous
vote of the Council request of John A. Miller to rezone Lots in Hanke"s Minikanda
Terrace was referred to the Planning Commission.
Resolution Commending Andy Nelson
On motion of Councilman Wolfe, seconded by Councilman Schadow, Resolution
No. 400. Commending Andy Nelson, Chief of Police, was adopted by unanimous vote
111 of the Council.
Meeting Adjourned
On motion of Councilman Davis, seconded by Councilman Schadow, the meeting
was adjourned at 12:07 a.m., by unanimous vote of the Council.
