Council Meeting - April 29, 1957
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8:07 P.M.
Invocation was given by Father Allen Whitman of the St. George's Episcopal
Church.
The following Councilmen were present at roll call:
H. J. Bolmgren
H. C. Davis
Robert Ehrenberg
Torval Jorvig
Gene Schadow
Kenneth Wolfe
Also present were the City Manager, City Attorney, City Manager Interne
and the Secretary.
Minutes
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the minutes
of meeting held April 22, 1957, were approved, by unanimous vote of all members of
the Council present.
Public Hearing on Rezoning of Tract B and C-R.L.S. No. 176. etc.
Public hearing on proposed rezoning of Tract B and C, Registered Land
Survey No. 176, plus adjacent parcel to the west, (Virginia Avenue .and Minnetonka
Boulevard) from Residential Use District to Commercial Use District, as requested
by A. Fine. Advertised in the St. Louis Park Dispatch April 18, 1957.
The following persons were present to discuss the matter: Adolph Fine and
Walter Griffin, 2964 Virginia Avenue.
A motion was made by Councilman Bolmgren, seconded by Councilman Wolfe, that
the City Attorney prepare the necessary Ordinance for first reading on May 6, 1957,
following the recommendation of Planning Commission to be revised as follows:
Item 1 - Special parking requirements to be limited to use of the premises as
a bowling alley.
Item 2 - Driveway entrances to be as determined by the Director of Public
Works.
Item 8 - Brick exterior to be required on Minnetonka Boulevard front only;
or an alternate material other than concrete block or brick veneer will be considered
if submitted prior to adoption of ordinance.
Before a vote was taken the following motion was made.

Public Hearing On Rezoning Continued
A motion was made by Councilman Davis, seconded by Councilman Schadow,
that the above motion be tabled and placed on the Agenda for May 6, 1957. Motion
was passed by unanimous vote of all members of the Council present.
Regarding Parking Lot Entrance for Proposed Bowling Alley
A motion was made by Councilman Wolfe, seconded by Councilman Jorvig,
that the Director of Public Works and City Manager make a traffic survey on
Virginia Avenue to determine the best entrance to parking lot for proposed
bowling alley. Motion was passed-by unanimous vote of all members of the
.Council present.
Public Hearing on Rezoning of Lots 1 thru 8. Hanke's Minikanda Terrace Add.
Proposed rezoning of Lots 1 thru 8, Block 3, Hanke's Minikanda Terrace
Addition (Excelsior Boulevard between Inglewood and Huntington Avenues) front
Residential Use District to Limited Commercial Use District, as advertised in
the St. Louis Park Dispatch April 18, 1957, requested by E. Novak and others.
Attorney John Yngve appeared in favor of rezoning representing petitioners.
The following persons appeared opposing rezoning: Mrs. Aron Lees, 3628 Huntington
Avenue, Mrs. Jacob Silver, 3619 Inglewood Avenue, Roy Fryberg, 3625 Inglewood
Avenue, and W. G. Dohrer, 3631 Inglewood Avenue and Donald Allen, 3620 Huntington
Avenue. The following persons appeared in favor of rezoning: Mrs. Sam Bix, 4143
Excelsior Boulevard and Dr. Wm. L. Medalie, 4107 Excelsior Boulevard. Letters
from the following were received opposing the rezoning: Mr. & Mrs. Clifford W.
Anderson, 3620 Inglewood Avenue, Howard C. Hardin, 3626 Inglewood Avenue, Mr. &
Mrs. Gulbrandson, 3615 Inglewood Avenue, and Peter Atlas, 3632 Huntington Avenue.
Frank Werner was present representing the owners of Lots 3,4 Fa 5, Block 3, Hanke's
Minikanda Terrace Addition and explained the desired use of the lots.
A motion was made by Councilman Bolmgren, that the Planning Commissions
recommendation be concurred with and that the rezoning be granted. Motion was
lost because of no second.
A motion was made by Councilman, Ihrenberg, seconded by Councilman Schadow,
' that the petitioners get together,and draw up restrictive covenants-governing build'
ing design, exterior signs, type of business to be allowed in block and that hearing
be adjourned until May 13, 1957., Motion passed by unanimous vote of all members of •
the Council present. '
Communication Concerning Helicopter Service
Communication received from Heliflights, Inc., dated April 20, 1957, con-
cerning helicopter service in St. Louis Park was read.
On motion of Councilman Wolfe, seconded by Councilman Schadow, the above
communication was ordered filed, by unanimous vote of all members of the Council
present.

Petition Requesting Rezoning of Part of Lot 8. S. 4. T. 117. R. 21
Petition requesting rezoning of part of Lot 8 in Section 4, Township
117, Range 21 (East of Zarthan Avenue and south of Cedar Lake Road) from
Commercial Use District to Light Industrial Use District, dated April 24',
1957, by E. A. Johnson and others, was presented to the Council.
On motion of Councilman Ehrenberg, seconded by Councilman Bolmgren, the
above request was referred to the Planning Commission for advice and recommenda-
tion, by unanimous vote of all members of the Council present.
Request for Reconsideration of a Spec. Permit for Two_Signs at 4815 Minnetonka Blvd.
Request for reconsideration of a special permit under authority of Section
10.3-20 and 10.5 of the Zoning Ordinance for erection of two 4' x 14' signs (56
gq. ft. each) at 4815 Minnetonka Boulevard (Northside Bakeries and Bell's Delica-
tessen) by Hamann Sign Company (Referred to Planning Commission by the City Council
April 22, 1957) .
On motion of Councilman Schadow, seconded by Councilman Jorvig, Resolution
No. 386. entitled Resolution Granting Permit under Section 10.3 and 10.5 of the
Zoning Ordinance of the City of St. Louis Park, was adopted by unanimous vote of

all members of the Council present. '
Request for Reconsideration of a Spec. Permit for Sign at 4501 Excelsior Blvd.
Request for reconsideration of a special permit under authority of Section
10.3-20 of the Zoning Ordinance for erection of a 10' x 17' (170 sq. ft.)' sign
and also a request for varianace of the setback requirements of the Zoning '
Ordinance under authority of Section 20.4-6 to permit location of the same sign
without', the required setback at 4501 Excelsior.Boulevard by Leo Gross, Gross
Bros. & Kronicks (denied by the City Council April 8, 1957).
A motion was made by Councilman Ehrenberg, seconded by Councilman Jorvig,
that the Planning Commissions report be concurred with and to deny the zero set-
back for sign. . Motion passed by unanimous vote of all members of the Council
present.
Notification of Intent to Play Bingo at Lenox School
Notification of intent to hold a Bingo game in connection with the annual
carnival on Saturday, April 27, 1957, at Lenox School, by Lenox School Parent-
Teachers Association, was read.
On motion of Councilman Wolfe, seconded by Councilman Schadow, the above
communication was received and ordered filed, by unanimous vote of all members
of the Council present.

Request for Building Permit at 3316 Gorham Avenue - Clarence Bros
Request for approval of the 'issuance of a building permit for the con-
struction of an industrial building at the rear of 3316 Gorham Avenue, by Clarence
Bros, was presented to the Council.
On motion of Counci]man Wolfe, seconded by Councilman Jorvig, action on
the above request was deferred for one week, by unanimous vote of all members of
the Council present.
Request for Opinion from City Attorney Re. Proposed Use of Bakery Property at
4100 Minnetonka Boulevard '
Request for an opinion from the City Council as to, (1) whether the
proposed bakery use of property at 4100 Minnetonka Boulevard is permitted in
a Commercial Use District, and (2) whether any special or other permits are
required from the City prior to commencing the baking activity..
On motion of Councilman Wolfe, seconded by Councilman Davis, the above
communication was referred to the City Attorney for a written opinion regarding
the proposed bakery use of property at 4100 Minnetonka Boulevard, to be ready
for May 6, 1957, by unanimous vote of all members of the Council present.
Petition for Blacktop of North and South Alley Bounded by Mtka. Blvd. Fa Oregon Ave.
Petition to improve and blacktop the north and south alley in the block
bounded by Minnetonka Boulevard, Oregon Avenue, West 31st Street and Pennsylvania
Avenue, by F.T. Nelson and others, dated April 25, 1957, P. No. 1717, was presented
to the Council.
On motion of Councilman Davis, seconded by Councilman Ehrenberg, the above
petition was referred to the Director of Public Works and the City Assessor for
Advice and recommendation, by unanimous vote of all members of the Council present.
Petition- for Street Grading On Blackstone Avenue from Mtka. Blvd. South etc.
Petition for street grading on Blackstone Avenue from Minnetonka Boulevard
to south property line of Lot 17, Block 2, Del Monte Heights, by John T. Kain,

On motion of Councilman Jorvig, seconded by Councilman Bolmgren, the above
petition was referred to the Director of Public Works and City Assessor for advice

Petition for watennain on Blackstone Avenue from Minnetonka Boulevard to

On motion of Councilman Wolfe, seconded by Councilman Schadow, the above

On motion of Councilman Ehrenberg, seconded by Councilman Bolmgren, the
above petition was referred to the Director of Public Works and the City Assessor
for advice and recommendation, by unanimous vote of all members of the Council
present.
Request for Building Permit at 8000-8030 Minnetonka Boulevard
Request for approval of the issuance of a building permit for the construc-
tion of an addition to the Texa-Tonka Shopping Center, 8000-8030 Minnetonka Blvd.,
by Adolph Fine, dated April 25, 1957, was presented to the City Council.
On motion of Councilman Davis, seconded by Councilman Schadow, action on
the above request was deferred until May 6, 1957, by unanimous vote of all members
of the Council present.

Martens 2nd Addition and Lot 8. Block 2. Eides and Martens 2nd Addition
Petition for curb and gutter and street surfacing at Lot 16 and 17, Block

On motion of Councilman Davis, seconded by Councilman Schadow, the above
petition was referred to the Director of Public Works and the City Assessor for
advice and recommendation, by unanimous vote of all members of the Council present.
Report Concerning Construction of Sanitary Sewers on Boundary Streets
Report concerning construction of sanitary sewers on boundary streets, as
requested by Council April 8, 1957, was presented by the Director of Public Works.
On motion of Councilman Ehrenberg, seconded by Councilman Wolfe, the above
report was received and ordered filed by unanimous vote of all members of the
Council present.

Re: Village of Golden Valley - Sanitary Sewers
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the City
Manager was directed to contact the Village of Golden Valley relative to an agree-
ment regarding the use by St. Louis Park home owners of Golden Valley sanitary
sewers constructed in border streets, by unanimous vote of all members of the
Council present.
Regarding Mosquito Control
Report concerning the mosquito control was presented by the City Manager.

A motion was made by Councilman Davis, seconded by Councilman Ehrenberg, that
the proposal of H & W Spray Service be approved and that the City Attorney be directed
to incorporate in the Contract, that the helicopter be used to spray all blocks that
have no alley. Motion was passed by 5 yeas and 2 nays. Councilman Bolmgren and
Councilman Jorvig, voting nay.
Councilman Jorvig reqested that the following be recorded in the minutes:
"That the Entomolagist claim mosquitos fly 20 miles -- We have no assurance that
other communities are going to embark on a mosquito control program - _We need money
for many other things, I deem this an ideal luxury, which we cannot afford. It is
not economically sound. Therefore, please record me voting no."

Transfer of Funds for Mosquito Control
A motion was made by Councilman Davis, seconded by Councilman Wolfe, that
the City Manager and City Attorney be directed to prepare an Ordinance to
transfer funds for Mosquito Control from Emergency Allowance Appropriation in
the General Fund, and have same ready for May 6, 1957. Motion was passed by
6 yeas and 1 nay. Councilman Jorvig voting nay.
Regarding Recreation Building in Carpenter Park
Report' on Recreation building in Carpenter Park was made by the City Manager.
Report on Permission to Connect to Watermain by B. F. Goodrich Rubber Company
Reports from the Director of Public Works and City Assessor relative to
request for permission to connect to watermain for proposed building of B. F.
Goodrich Rubber Company at Turners Crossroad and Wayzata Boulevard, byE. R.
Conry Construction Company (requested by the City Council April 15, 1957), were read.
On motion of Councilman Schadow, seconded by Councilman Bolmgren, action on
the above request was deferred for one week, by unanimous vote of all members of
the Council present.

Report with Respect to Storm Sewer at Asbury Hospital Site
Preliminary report of _the Engineer and recommendation, of the City Assessor
with respect to storm sewer at Asbury Hospital site, were read.
On motion of Councilman Davis, seconded by Councilman Jorvig, action on the
above matter was deferred for one week, by unanimous vote of all members of the
Council present.
Report Relative to Sanitary Sewer etc. at Asbury Hospital Site
Report relative to sanitary sewer and water service'connections at Asbury
Hospital site was presented by the Director of Public Works. ;
On motion of Councilman Davis, seconded by Councilman Ehrenberg, action on
the above matter was deferred for one week, by •unanimous vote of all members of, the
Council present.
Regarding Painted Wall Signs
Report on Painted wall signs at France Avenue and Excelsior Boulevard, and at
• Cedar Lake Road, east of Highway No. 100, was presented by the City Manager. No
action taken.
Notice of Hearing Relative to Wooddale and Brunswick Avenues Railroad Cr,ssin4
Communication concerning Notice of Hearing, May 28, 1957, at 10:00 a.m.,
relative to the Wooddale Avenue and Brunswick Avenue railroad crossing was re-
ceived from the Railroad and Warehouse Commission.

On motion of Councilman Schadow, seconded by Councilman Jorvig, the above
letter was ordered filed by unanimous vote of all members of the Council present.
Proposals for City-Wide Storm Sewer
Proposals for city-wide storm sewer master plan were presented.
On motion of Councilman Davis, seconded by Councilman Jorvig, action on the
above proposals were deferred until May 20, 1957, and the City Manager to make
recommendations, by unanimous vote of all members of the Council present.
Regarding Water Drainage - West 16th Street and Ford Road
Report on water drainage difficulties near West 16th Street and Ford Road,
was presented by the Director of Public Works.
On motion of Councilman Wolfe, seconded by Councilman Schadow, the above
matter was referred to the City Attorney for a report and an opinion as to respon-
sibility of persons causing the drainage to the City Street, by unanimous vote of
all members of the Council present.
Regarding Assessment of Project 55-48
Regarding Assessment of Project 55-48, Widening and Paving 36th Street from
Zinran Avenue to Aquilla Avenue (requested by Councilman Davis)
On motion of Councilman Schadow, seconded by Councilman Davis, this matter
was deferred for 1 week and the City Manager and City Attorney were asked to report
on status and past action, by unanimous vote of all members of the Council present.
Appointment of Dean Curtis Miller as Seasonal Laborer
The City rlanager proposed the appointment of Dean Curtis Miller as seasonal
laborer, effective April 30, 1957 through October approximately.
On motion of Councilman Ehrenberg, seconded by Councilman Schadow, the Council
gave its consent and approval to the City Manager's appointment of Dean Curtis Miller
as Seasonal Laborer, effective April 30, 1957 and through October approximately, by
unanimous vote of all members of the Council present.
Regarding Drainage on Minnetonka Blvd. betw. Gettysburg and Flag Avenues
Communication received regarding undesirable drainage on Minnetonka Boulevard
between Gettysburg Avenue and Flag Avenue.
On motion of Councilman Jorvig, seconded by Councilman Schadow, communication,
dated April 29, 1957, signed by C. R. Olson and others regarding a drainage problem
on Minnetonka Blvd. between Gettysburg Avenue and Flag Avenue was referred to the
City Manager and Director of Public Works, by unanimous vote of all members of the
Council present.

Donation for Spray Pool - $3.000.00
On motion of Councilman Schadow, seconded by Councilman Wolfe, the donation
of $3,000.00 made by Chas. M. Freidhoim to the City to be used for construction
of Spray Pool was accepted and the Secertary was directed to send a letter to Mr.
Freidheim of acknowledgement and thanks, by unanimous vote of all members of the
Council present.

On motion of Councilman Schadow,c1seconded by Councilman Wolfe, the Spray
Pool project was referred to.the City anager for a report as to cost of construc-
tion etc., .report to be ready in two weeks, by unanimous vote of all members of
the Council present.
Drainage Sump at 31st ei 32nd and Oregon
On motion of Councilman Schadow, seconded by Councilman Jorvig, the Director
of Public Works was directed to dredge out the south end of drainage sump, between
31st Street and 32nd Street, and Oregon Avenue, so that the water will have a wider
space to pond, by unanimous vote of all members of the Council present.
Bonds
On motion of Councilman Davis, seconded by Councilman Bolmgren, the following
bonds which have been approved by the City Attorney were accepted by unanimous
vote of all members of the Council present.
Electrical Products Consolidated, Inc. - Sign
National Soft Water Company - Water Softening Devices
Verified Claims
On motion of Councilman Bolmgren, seconded by Councilman Schadow, the lists
of verified claims prepared by the Director of Finance and presente a Council

dated April 29, 1957, in the total amountof $2,298.23 for vendors/were approveu,
and the City Manage', City Clerk, and City Treasurer were authorized to issue checks
covering same, by unanimous vote of all members of the Council present.
Payments on Contract Work
On motion of Councilman Bolmgren, seconded by Councilman Ehrenberg, tl following
payment on contract work, presented by the City Engineer was approved, and the City
Manager, City Clerk, and City Treasurer were authorized to issue checks for the
respective amount, by unanimous vote of all members of the Council present.
