Council Meeting - April 15, 1957
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8:02 P.M.
Invocation was given by Rev. Oren Thompson of the Ascension Lutheran
Church.
The following Councilmen were present at roll call:
H. J. Bolmgren
H. C. Davis
Robert Ehrenberg
Torval Jorvig
Gene Schadow
Kenneth Wolfe
Also present were the City Manager, City Attorney, City Manager Interne
and the Secretary.
Minutes
On motion of Councilman Davis, seconded by Councilman Jorvig, the minutes
of meeting held April 8, 1957, were approved, by unanimous vote of all members
of the Council present.
Public Hearing Adjourned from April 1. 1957 - A. J. Deters
Proposed rezoning of Lots 16 and 17, Block 315, Rearrangement of St. Louis
Park (Pennsylvania Avenue between Highway No. 7 and Walker Street) from Commer-
cial Use District to Light Industrial Use District, requested by A. J. Deters
(hearing adjourned from April 1, 1957 for legal opinion from the City Attorney
regarding contractor's plant or storage yard).
The City Attorney read his opinion regarding "contractor's plant or storage
yard", which said that Mr. Deters business did not come under the heading of a
•
"contractor's plant".
On motion of Councilman Wolfe, seconded by Councilman Ehrenberg, the
petition requesting rezoning of Lots 16 and 17, Block 315, Rearrangement of St.
Louis Park from Commercial Use District to Light Industrial Use District was
denied, by unanimous vote of all members of the Council present.
Request for Permission to Connect to Watermain-- by E. R. Conry Constr. Co.
Request dated, April 9, 1957 for-permission to connect to watermain for
proposed building of B. F. Goodrich Rubber Company- at-Turners Crossroad and
Wayzata Boulevard, by E. R. Conry Construction Company was read.
A motion made by Councilman Bolmgren, seconded by Councilman Schadow,
that the above request be referred to the Director of Public Works and the
Assessor for advice and recommendation, with a note that the request is for

Request for Permission to Connect to Watermain continued
any or all of the items shown on the lower part of Plat as follows: To furnish
water for:
1. Sprinkler System
2. Toilet Rooms
7 Stools
7 Lavatories
2 Urinals
2 Sinks
3 Drinking Fountains
3. 20 Ton Air Cond. with Tower.
Report is to be made to the Council April 29, 1957? Motion was passed by unanimous
vote of all members of the Council present. _
Request for Rezoning of Lots 3 and 4. Block 1. Hankers Minikanda Terr. Add: - Cherne
Request for public hearing on petition for rezoning Lots 3 and 4, Block 1,
Hankers Minikanda Terrace Addition (corner of Glenhurst Avenue and Excelsior Boule-
vard) from Residential Use District to Multiple Use District; from "Ctt density to
"D" density, and from 2 Z story Height District to 3 story Height District, by
A. L. Cherne of Anderson-Cherne, Inc. (denied by Council April 1, 1957.)
Mr. Cherne reported that his talk with neighbors brought out the fact that
dthey were all against the multiple dwelling building.
Mr. Cherne said he could present a nice office building. The Council said
they would like to see same. Mr. Cherne said he would do so and the above request
withdrawn.
Petition for Sanitary Sewer on Parklands Road
Petition for sanitary sewer on Parklands Road from Forest Road to the north
turn around, by Mr: and Mrs. R. E. Pettijohn, 2118 Parklands Road and others was
presented to the Council. (P-1711)
On motion of Councilman Ehrenberg, seconded by Councilman Davis, the above
petition was referred to the Director of Public Works and the City Assessor for
advice and recommendation, by unanimous vote of all members of the Council present.
Communication relative"to Screen Planting at 3230 Gorham Avenue - A.R. Smith
Communication received from Andrew-R. Smith, 3213 Kentucky Avenue, dated
April 11, 1957, relative to screen planting at 3230 Gorham Avenue, was read.
On motion of Councilman Ehrenberg, seconded by Councilman Jorvig, tkat the
above matter was referred to the -City Manager for investigation and report for
April 22, 1957, by unanimous vote of all members of the Council present.

Second Reading of Orditance No. 573 - Amending Zoning Ordinance
Second reading of Ordinance No. 573, entitled AN ORDINANCE AMENDING THE
ZONING ORDINANCE OF THE CITY OF ST. LOUIS-PARK "that part of the West- 21.2
acres of the NW-4- of the SW-i of Section 30, Township- 29, Range 24," was waived
by unanimous consent of all members of the Council present.
On motion- of Councilman Ehrenberg, seconded by Councilman Wolfe, Ordinance
No. 573 was adopted by unanimous vote of all members of the Council present.
Request for Erection of Sign at 7915 Minnetonka Boulevard - Westman Floral
Request for variation of the setback requirements of the Zoning Ordinance
under authority of Section 20.4-6, to permit location of a sign without the
required setback at 7915 Minnetonka Boulevard (Westman Floral), by Brede Inc.,
was presented to the Council.
- On motion of Councilman Wolfe, seconded by Councilman Schadow, the above
request was referred to the Planning Commission for advice and recommendation,
by unanimous vote of all members of the Council present.

Report of City Activities for March 1957 was presented by the City Manager
On motion of Councilman Ehrenberg, seconded by Councilman Schadow, the
report of City Activities for March 1957 was received and ordered filed, by
unanimous vote of all members of the Coun4il present.
Regarding City Owned Property in Block 18. Bronx.
Councilman Bolmgren called attention to the City owned property in Block _
18, Bronx, being used by the Park ti Recreation Department. He requested that
the Park and Recreation do not put up any permanent structures on this land 'as
there is a possibility that it will be needed for future expansion of the Water
utility.
Preliminary Plat of Minnehaha Gables Second Addition
Revised preliminary plat of Minnehaha Gables Second Addition (with changes
suggested by Planning Commission), by M. P. Johnson was presented to the Council.
On motion of Councilman'Schadow, seconded by Councilman Jorvig, Resolution
No. ' 385, Approving Preliminary Plat of Mihnehaha Gables 2nd Addition was approved
by unanimous vote of all members of the Council present.
Regarding Northside-Sanitary Sewer - Improvement No.-56-52
Plans- and specifications for aorthside sanitary trunk- sewer (excluding .11
metering station at Ortler Pass) Improvement No. 56-52 was presented.

On motion of Councilman Davis,- seconded by Councilman Bolmgren, the plans,
specifications, contract condition, and instructions to bidders for construction
of Trunk Sewer No.3, Sewer Improvement No. 56-52, submitted- by G. M. Orr Engin-
eering Company, and approved by the City Attorney were accepted and the Clerk
was directed to insert advertisement for bids prepared by the City Attorney in
the St. Louis Park Dispatch and the Construction Bulletin, bids to be opened
at the Council meeting May 13, 1957, by unanimous vote of all members of the
Council present.
Discussion-of Mosquito Control
Discussion of Mosquito control as requested by Councilman Davis.
On motion of Councilman Davis, seconded by Councilman Ehrenberg, the matter
of mosquito control was referred to City Manager and Director of Public Works,
with the direction that they investigate various methods of abatement and control
being used, and further to contact the adjacent municipalities in regards to sett-
ing up a cooperative area system of control and abatement; it was further requested
that the report on abatement methods be ready for April 22, 1957, by unanimous vote
of all members of the Council present.
Appointment of Rochard Bren as Probationary Ass't Recreation Supervisor
The City Manager proposed the appointment- of Richard Bren as probationary
Assistant to Recreation Supervisor, effective May 6, 1957.
On motion of Councilman Ehrenberg, seconded by Councilman Schadow, the
Council gave its consent and approval to the City Manager Qs appointment of
Richard Bren as Probationary Assistant to Recreation Supervisor, effective
May 6, 1957, by unanimous 'vote of all members of the Council present.
Bonds
On motion of Councilman Davis, seconded by Councilman Jorvig, the following
bonds which have been approved by the City Attorney were accepted by unanimous
vote of all members of the Council present.
Culligan Soft Water Service Co. - Water Softening Devices
Oren Weinmann - Gas Installation
W.B.T.Inc. - Sub-division contract, Replat of Blk. 1 & 2, Westdale
Asbury Hospital Letter
Letter received from Asbury Methodist Hospital, dated April 15, 1957, was
presented to the Council.
A motion was made by Councilman Davis, seconded by Councilman Schadow,
that the letter be -placed on the'agenda for April 22,-1957 and also that the
letter be referred to-the City Attorney for written opinion to be ready for
April 22, 1957. Motion passed by unanimous vote of all members of the Council
present.

Verified Claims •
On motion of Councilman Schadow, seconded by Councilman Bolmgren, the
lists of verified claims prepared_by the Director of Finance and presented to
the Council, dated April 15, 1957, in the total amounts of $428.98 for payroll,
and $5.543.93 for vendors were approved, and the City Manager, City Clerk,
and City Treasurer were authorized to issue checks covering same, by unanimous
vote of all members of the Council present.
Payments on Contract Work
On motion of Councilman Davis, seconded by Councilman Bolmgren, the
following payments on contract work, presented by the City Engineer were approved,
and the City.Manager, City Clerk, and City Treasurer were authorized to issue
checks for their respective amounts, by unanimous vote of all members of the
Council present.
