COUNCIL MEETING - JANUARY 28, 1957
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8:05 P.M.
•
Invocation was given by Rev. Paul Obenauf of the Wooddale Lutheran Church.
The following Councilmen were present at roll call:
H. C. Davis
Robert Ehrenberg
Torval Jorvig
Kenneth Wolfe
Also present were the City Manager, City Attorney, City Manager Interne,
Don Sorensen and the Secretary.
Minutes
On motion of Councilman Davis, seconded by Councilman Jorvig, the minutes
of meeting held January 19 and 21, 1957, were approved, by unanimous vote of all
Members of the Council present.
Communication from the League of Minnesota Municipalities Relative to Conference
Communication received from the League of Minnesota Municipalities, dated
January 18, 1957, relative to the Special Legislative Conference, February 8,
1957, at the Lowry Hotel, St. Paul, was read.
On motion of Councilman Davis, seconded by Councilman Jorvig, the above
communication was ordered filed by unanimous vote of all members of the Council
present.
PetitionforSanitary Sewer In Louisiana Avenue - B. B. Wallace
Petition for Sanitary Sewer in Louisiana Avenue from 27th Street to 28th
Street, dated January 18, 1957, and signed by B. B. Wallace, 2749 Louisiana Avenue,
and others was presented to the Council.
On motion of Councilman Jorvig, seconded by Councilman Wolfe, the above
petition for Sanitary Sewer in Louisiana Avenue from 27th Street to 28th Street
was referred to the Director of Public Works and the City Assessor for advice
and recommendation, ;by unanimous vote of all members of the Council present.
Request for Building Permit at 3361 Gorham Avenue - Clarence Bros
Request from Clarence Bros, dated January 25, 1957, for approval of the
issuance of a building permit for the construction of an office and warehouse
at 3361 Gorham Avenue was read.
On motion of Councilman Wolfe, seconded by Councilman Davis, the request
for issuance of building permit was approved subject to compliance with all

Request for Building Permit continued
applicable codes and on condition that the proposed parking plan submitted to
the Council pursuant to agreement between the City and Clarence K. Bros, Inc.,
dated November 19, 1956 be incorporated into an agreement to be prepared by
the City Attorney and signed by the owner of the property involved, which shall
restrict the use of the area designated to parking for the parking of vehicles
and no other use, by unanimous vote of all members of the Council present.
Resolution No. 364 `Approving Classification Non-conservation List No. 427C
Resolution No. 364, entitled Resolution approving classification non-
conservation list No. 427-C and authorizing sale of lands therein was read
by the Secretary.
On motion of Councilman Davis, seconded by Councilman Ehrenberg, Resolu-
tion No. 364 was adopted by unanimous vote of all members of the Council present.
Resolution No. 363 Approving Bill for Amendment to Firemen's Relief Assoc. Law
Resolution No. 363, entitled Resolution Approving Bill for Amendment to
Firemen's Relief'Association Law was read by the Secretary.
On motion of Councilman Wolfe, seconded by Councilman Jorvig, Resolution
No. 363 was adopted by unanimous vote of all members of the Council present.
First Reading of Proposed Ordinance Relating to Membership of the Planning Comm.
First reading of proposed ordinance relating to membership of the Plann-
ing Commission Amending Chapter 1 of the St. Louis Park Ordinance Code (deferred
from January 21, 1957) was waived by unanimous consent of all members of the
Council present.
It was moved by Councilman Davis, seconded by Councilman Wolfe, that the
second, reading of the above proposed ordinance be made on February 4, 1957.
Motion passed by unanimous vote of all members of the Council present.
First Reading of Proposed Ordinance Regulating the Subdivision and Platting of Land
A motion was made by Councilman Davis, seconded by Councilman Ehrenberg,
to take from Committee of the Whole the Proposed Ordinance Regulating the .Sub-
division and Platting of Land/by unanimous vote of all members of the Council
present. and carried
First reading of Proposed Ordinance was waived by unanimous consent of all
members of the Council present.
On motion of Councilman Davis, seconded by Councilman Jorvig, the second
reading of the Proposed Ordinance was set for February 4, 1957, and the City
Attorney was requested to prepare draft of alternate section of the proposed
Subdivision Ordinance providing for financing of improvements, required to be
paid for by the subdivider, by means of an undertaking by the subdivider with

Proposed Ordinance Regulating the Subdivision Ei Platting of Land continued
corporate surety to pay, or by presenting receipted bills from contractor
making the improvementy, in lieu of cash payment by subdivider as now provided
in proposed ordinance, and to redraft that part of Ordinance that requires the
City Engineer to prepare all plans etc., to make it possible for subdivider to
have plans made that can be approved by the City Engineer.
Councilman Ehranberg, moved to amend this motion to request the City
Attorney to add to the alternate "To provide that the subdivider install'and
pay for lateral sanitary sewer providing that trunk sewer is available", as
there was no second to this amendment, it was declared dead.
The original motion was passed by unanimous vote of all members of the
Council present.
Director of Public Works to prepare estimate of Cost for Engineering Storm Sewer
On motion of Councilman Wolfe, seconded by &)uncilman Jorvig, the Director
of Public Works was requested to furnish the City Council with an estimate fee
for Engineering cost of a City Storm Sewer Plan divided into
a. North Side Storm Sewer
b. South Side Storm Sewer
c. Total of Both
and passed by unanimous vote of all members of the Council present.

First Reading of Proposed Ordinance Amending the Zoning Ordinance, Re: to Lot Sizes/
A motion was made by Councilman Davis, seconded by Councilman Ehrenberg
to take from the Committee of the Whole the Proposed Ordinance Amending the
Zoning Ordinance, relating to lot size and floor areas. Motion was passed by
unanimous vote of all members of the Council present.
First reading was made by City Attorney at the request of Councilman
Davis.
It was moved by Councilman Davis, seconded by Councilman Jorvig, that the
second reading of the above Proposed Ordinance be made on February 4, 1957, by'
unanimous vote of all members of the Council present.
First Reading of Proposed Ordinance Regulating Mechanical Devices
On motion of Councilman Davis, seconded by Councilman Ehrenberg, the first
reading of Proposed Ordinance for Regulation of Mechanical Amusement Devices was
deferred to February 4, 1957 by unanimous vote of all members of the Council
present.

Report on Possible Prosecution in Relation to Annexation - City Attorney
Report received from the City Attorney, dated January 23, 1957, on
possible prosecution in relation to annexation petition was read.
On motion of Councilman Ehrenberg, seconded by Councilman Wolfe, the
City Attorney was directed to consult with County Attorney as to poesible
prosecution under Section 613.38 Minnesota Statutes of persons filing certain
petitions for annexation by unanimous vote of all members of the Council present.
Acceptance of Deed for Tax-forfeited Lands - State of Minnesota
On motion of Councilman Davis, seconded by Councilman Jorvig, the Council
accepted "Conveyances of Forfeited Lands from the State of Minnesota Department '
of Taxation", and directed the City Attorney to record same, for the following
described property:
State Deed #107423 for Public Park - Lots 10 thru 13, Blk. 291_,
Rearrangement of St. Louis Park
State Deed #107424 for Public Drainage Purposes:
Lots 9 thru 14, Block 1, Park Manor
Lot 30, Block 4, Park Manor
Lots 1 and 2, Block 5, Park Manor
Lot 6, except railroad right-of-way including 2 of
street vacated, Block 160, Rearrangement of St. Louis Park
Lots 1 thru 13, Block 161, Rearrangement of St. Louis Park except
right-of-way including 2 of street vacated.
Lots 41 and 42, Block 317, Rearrangement of St. Louis Park
Lots 9 thru 12, Block 330, Rearrangement of St. Louis Park,
and was passed by unanimous vote of all members of the Council present.
Bids on Street Name Signs and Bracket Assemblies
As advertised in the St. Louis Park Dispatch, January 10, 1957, sealed
bids were received by the City Manager at 10:00 a.m. January 23, 1957 for
furnishing scotchlite name signs and/or mounting bracket assemblies from the
following bidders:

Bids on Street Name Signs and Bracket Assemblies - continued
On motion of Councilman Davis, seconded by Councilman Jorvig, all bids
on street name signs were rejected and Hawkins-Hawkins were designated as the
lowest responsible bidder on bracket assemblies, by unanimous vote of all
members of the Council present.
'Request for Special Permit to Construct Building on North Side of Lake Street
by Bernard Horovitz
Request of Bernard Horovitz for special use permit under sections 10.3-23
' and 10-3-25 of the Zoning Ordinance to construct a commercial building on the
north side of Lake Street between Inglewood & Joppa Avenues (deferred from
January 14, 1957) was presented to the Council.
The Request of Bernard Horovitz was deferred to February 4, 1957 for
discussion and action.
Request for Permit to Inhabit a Trailer at 1340 Texas Avenue - Leslie Krinkle
Request for permit to inhabit a trailer at 1340 Texas Avenue until June
30, 1957 from Leslie G. Krinkle was presented to the Council (deferred from
January 14, 1957).
On motion of Councilman Ehrenberg, seconded by Councilman Wolfe, a
permit was granted to Leslie G: Krinkle to inhabit a trailer at 1340 Texas
AVenue until June 304 1957 and the City Manager was directed to explain to
Mr. Krinkle that this will be the last permit granted, by unanimous vote of
all members of the Council present.
Bonds
On motion of Councilman Davis, seconded by Councilman }Ehrenberg, the
following bonds which have been approved by the City Attorney were accepted by
unanimous vote of all members of the Council present.

Verified Claims
On motion of Councilman Jorvig, seconded by Councilman Wolfe, the
lists of verified claims prepared by the City Clerk and presented to the
Council, dated January 28, 1957, in the total amount of $22,116.54 for
vendors were approved, and the City Manager, City Clerk, and City Treasurer
were authorized to issue checks covering same, by unanimous vote of all members
of the Council present.
Payment on Contract Work
On motion of Councilman Wolfe, seconded by Councilman Jorvig, the .
following payment on contract work, presented by the City Engineer was approved,
and the City Manager, City Cler„ and City Treasurer were authorized to' issue
check for the respective amount, by unanimous vote of all members of the Council
present.

Total Cost - $197,088.69 - Joint Improvement with
Hennepin County and St. Louis Park.
