On motion of Councilman Bolmgren, seconded by Councilman Davis,action on the above Resolution was deferred until September 10, 1956, by unanimous vote of all members of the Council present. b Ordinance No. 540 Amending Ordinance No. 502 First reading of Ordinance No. 540, entitled AN ORDINANCE AMENDING ORDINANCE NU. 502, RELATING TO SECTION 1:120 OF THE CITY OF ST. LOUIS PARK CODE was made by the Secretary. It was moved by Councilman Schadow, seconded by Councilman Jorvig, that the seconded reading of Ordinance No. 540 be made on September 4, 1956, Motion passed by unanimous vote of all members of the Council present. Second Reading of Ordiance Amending Zoning Ordinance - Rezoning of Lots 10, 11 and 12. Block 8. High Holborn Addition Second reading of Ordinance, entitled AN ORDINANCE AMENDING THE ZONING ORDINANCE - REZONING LOTS 10, 11 and 12, Block 8, High Holborn Addition, (deferred from August 20, 1956 meeting) was made by the Secretary. On motion of Councilman Bolmgren, seconded by Councilman Davis, action on the above Ordinance was deferred until September 17, 1956, by unanimous vote of all members of the Council present. Report from City Engineers--1956 Street Maintenance Report from the Director of Public Works, dated August 23, 1956, on the 1956 Street maintenance program, was read. On motion of Councilman Schadow, seconded by Councilman Ehrenberg, the above report was ordered placed on file, by unanimous vote of all members of the Council present. Report from the Director of Public Works on South Side Storm Sewer Report from the Director of Public Works, dated August 24, 1956, on the South Side Storm Sewer - 56-59, was read. Action deferred to September 10, 1956. Award of Contract far Copper Meter Horns and Corporation Stops As advertised in the St. Louis Park Dispatch August 2, 1956, sealed bids were received by the City Manager at 10 A.M., August 20, 1956, for the furnishing of 1000 copper meter horns or meter yokes for the 5/8" x 3/4" water meters; 100 copper meter horns or meter yokes for -the 3/4" x 3/4" water meters; 50 copper meter horns or meter yokes for 1" x 1" water meters; 500 3/4" bronze stops with straight coupline nut and Mueller thread; and 60 1" bronze corporation stops with straight coupline nuts and Mueller thread; and 60 1" bronze corporation stops with straight coupline nuts and Mueller thread, from the following bidders: 194 August 27, 1956 Award of Contract - Continued 1. Goodin Company $5,261.80 - 2% Dis 2. Grinnell Company 5,261.80 - 2% Dis 3; The Weisbach Corp. (Corp Stops only) 1,188.40 - 2% Dis The City Engineer's tabulation of the above bids and his recommendation for the award of contract for same was read. On motion of Councilman Davis, seconded by Councilman Bolmgren, the bid of Grinnell Company for furnishing of above described copperhorns and corporation stops was determined to be the lowest bid of a responsible bidder, , and the Mayor and City Manager were authorized to execute a contract in behalf of the City with the Bidder for same in the amount of bid ($5,261.80 - 2% Dis.), by unanimous vote of all members of the Council present. Award of Contract for Street Improvements Xs advertised in the St. Louis Park Dispatch August 16, 1956, sealed bids were received by the City Manager at 10 a.m., August 27, 1956, for the grading, graveling, stabilizing and bituminous surfacing, water main and sanitary sewer on Drew Avenue from the Minneapolis-St. Louis Park boundary to 24th Street, Improvement No. 56-57, from the following bidders: 1. Northern Contracting Company $10,506.70 The City Engineer's tabulation of the above bid and his recommendation for the award of contract for same was read. On motion of Councilman Wolfe, seconded by Councilman Bolmgren, the bid of Northern Contracting Company for above described was determined to be the low- est bid of a responsible bidder and the Mayor and City Manager were authorized to execute contract in behalf of the City with the Bidder for same in the amount of bid $10,506.70, by unanimous vote of all members of the Council present. Proposed Subdivision Regulations Fred Lohman, M. P. Johnson, and others were present to discuss the Proposed Subdivision Regulations, but Mayor Fernstrom told them that the Council members desired to go over them first and would arrange for a meeting with the developers at a later date. On motion of Councilman Davis, seconded by Councilman Jorvig, the matter was referred to the Committee of the Whole for study and further determination, by unanimous vote of all members of the Council present. Promotion of Donald Sorenson On motion of Councilman Schadow, seconded 'by Councilman Bolmgren, the pro- motion of Donald Sorenson from Civil Engineer I to Civil Engineer II effective September 8, 1956, was approved by unanimous vote of all members of the Council present. 195 August 27, 1956 Verified Claims On motion of Councilman Schadow, seconded by Councilman Ehrenberg, the lists of verified claims prepared by the City Clerk and presented to the Council, dated August 27, 1956, in the total amount of $7,138.40 for vendors were approved, and the City Manager, City Clerk, and City Treasurer were authorized to issue checks covering same, by the following roll call vote: Councilman Bolmgren, yea; Council- man Davis, yea; Councilman Ehrenberg, yea; Councilman Jorvig, yea; Councilman Schadow, yea; Councilman Wolfe, yea; Mayor Fernstrom, yea. Payment on Contract Work Final Certificate Well #9 - Contractor, Layne-Minnesota Company Contract Price, $18,553.00 Contract Date, June 6, 1955 Payment, $10,918.90 On motion of Councilman Wolfe, seconded by Councilman Davis, action was deferred on final payment until City Attorney makes his report as requested August 13, 1956, by unanimous vote of all members of the Council present. Association of Suburban Gas Users On motion of Councilman Jorvig, seconded by Councilman Schadow, the matter of the Association of Suburban Gas Users be placed on agenda for September 10, 1956, for discussion, by unanimous vote of all members of the Council present. Re: Humboldt Plumbing Company 2600 Louisiana Ave. On motion of Councilman Bolmgren, seconded by Councilman Davis, the City Attorney was instructed to write to Humboldt Plumbing Company, 2600 Louisiana Avenue, regarding the use being made of premises other than Commercial Use and to have the premises cleaned up, by unanimous vote of all members of the Council present. Extension of 37th Street west of Dakota On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the exten- sion of 37th Street West of Dakota into Industrial area was referred to the Director of Public Works for investigation, by unanimous vote of all members of the Council present. Claim-for Damages to Car - Frank J. Sramek Letter received from Frank J. Sramek, 3232 Florida Avenue, dated August 7, 1956, claiming damages of $32.55 to his car when he hit a hole on 32nd Street between Florida Avenue and Georgia Avenue, was read. On motion of Councilman Davis, seconded by Councilman Jorvig, the above claim was referred to the City Attorney for advice and recommendation, by unanimous vote of all members of the Council present. 196 August 27, 1956 City Attorney to Prepare Ordinance regarding Park fs Recreation - and deleting certain ordinance pertaining to same On motion of Councilman Davis, seconded by Councilman Schadow, the City Attorney was directed to prepare an Ordinance, (same to be ready September 10, 1956) to: A. Delete Subdivision 4, Section 1;109 of the Administrative Code adopted by Ordinance 502 (but not to become effective until publication of the "City of St. Louis Park Ordinance Code") now proposed to be superseded by the rewritten Administrative Code, recently furnished to the Council, relating to custody and maintenance- of public Parks. B. Delete Section 1:120 of said Code relating to a Park Commission C. Amend Section 1:103 of said Code to remove the park function from the Division of Public Works and to include a Division of Parks and Recrea- tion headed by a Director of Parks and Recreation. D. Repeal Ordinance No. 454 establishing a Public Recreation Commission. E. Enact a new Section of the Administrative° Code to read as follows: Section 1:111 Division of Parks and Recreation supervised by the Director of Parks and Recreation, who shall have custody of all City property relating to parks and public recreation, responsibility for maintenance, improvements, upkeep and operation of all public parks, playgtounds, parkways and trees on public streets: and respon- sibility for the operation of a public recreation program established by the City with or without cooperation of other political subdivi- sions or authorized agencies. Motion was passed by unanimous vote of all members of the Council present.
