COUNCIL MEETING, JUNE 11, 1956
A regular meeting of the City Council was called to order by Mayor
Fernstrom at 8:04 P.M.
Invocation was given by Rev. Paul Obenauf of Wooddale Lutheran Church.
The following Councilmen were present at roll call:

Minutes
On motion of Councilman Jorvig, seconded by Councilman Ehrenberg, the
minutes ofmeeting held June 112 195f, were approved, by unanimous vote of all
Members of the Council present.
Hearing on Petition for Vacating Street
Pursuant to notices published in the St. Louis Park Dispatch May 24
and 31, a public hearing was had on the petition of Minneapolis, Northfield and
Southern Railway, for vacating that part of Zarthan Avenue running southwesterly
across the r/w of the Minneapolis, Northfield and Southern Railway abutting Lot
7, Brookside Subdivision No. 3 and the North 80 feet of Lot 8, Block 7, Brook-
side Addition. The following persons appeared: No person appeared.
First reading of the proposed ordinance Vacating the above street was
made by the Secretary. -
On motion of Councilman Bolmgren, seconded by Councilman Jorvig,
June 18, 1956, was set as date for second reading -of proposed ordinance, by unani-
mous vote of all members of the Council present.
Hearing on Proposed Improvement of 44th Street
between Dart Avenue and Wooddale Avenue
Pursuant to notice published in the St. Louis Park Dispatch May 31, and
June 7, 1956 a public hearing was had on proposed improvement of 44th Street
between Dart Avenue and Wooddale Avenue -- Improvement No. 56-22, Construction of
Sanitary Sewer in 44th Street between Dart Avenue and Wooddale Avenue, and re-
surfacing of said street with bituminous surfacing, the estimated cost• of' which
is $2449.90.
- RESOLUTION NO. 247
On motion of Councilman Davis, seconded by Councilman Wolfe, Resolution
No. 247, ordering Sewer construction and bituminous surfacing of street-Impr. No.
56-22, having been read by the Secretary, was adopted by unanimous vote of all
members of the Council present.

Request from Vincent Rockier re: Reconsideration of Res. providing for Sidewalk
on the East Side of Quebec Ave. etc.
Letter from Vincent Rockier requesting reconsideration of the resolution
adopted June 4, 1956, providing for sidewalk along the east side of_ Quebec Avenue
between Minnetonka Blvd. and 29th street adjacent to Mr. Rockler's property, was
read.
On motion of Councilman Schadow, seconded by Councilman Jorvig, action
on the above request was deferred to June 18, 1956 for additional information,
by unanimous vote of all members of the Council present.
Petition Opposing Installation of Sewer in Brook Lane - Harold Johnson E.9. others
Petition opposing the installation of sewer in Brook Lane, dated June 7,
1956, by Mr. Mrs. Harold Johnson and others was read.
On motion of Councilman Bolmgren, seconded by Councilman Schadow, the
above petition was referred to the City Engineer and City Assessor to determine
the cost of sewer to serve 4306 Brook Lane (130') and report to the Council
June 25, 1956, by unanimous vote of all members of the Council present.

following petitions were referred to the Director of Public Works and the City
Assessor, by unanimous vote of all members of the Council present;

Investment Company's Terrace Park adjacent to Lots 1, 2, 3,
and 4, and 24, 25, 26, 27, (balance of alley has been vacated)

P-1666 Petition for the Construction of Water Main in Edgewood Avenue
from Colorado Avenue to Franklin Avenue, by Charles Duepner and
e' others.

P-1669 Petition for Sanitary Sewer in Pennsylvania Avenue from 16th

Request for Permission for Railroad Grade Crossing near 31st & Aquila
Communication from Railroad and Warehouse Commission granting permission
for railroad grade crossing near 31st and Aquila Avenue under certain conditions
was read.
On motion of Councilman Wolfe, seconded by Councilman Ehrenberg, no
action was taken on the above matter and was ordered placed on file, by
unanimous vote of all members of the Council present.
Communication from Samual Segall re: Lot 12. Minikanda Park
Letter from Samual Segall, dated June 5, 1956 regarding Lot 12, Minikanda
Park (near 39th and Glenhurst) deeded to thle Village of St. Louis Park as an ease-
ment to be used as a service road by the Village for the purpose of servicing its
Park area directly west and adjacent to said lot, was read.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the above
matter was referred to City Attorney and City Assessor for checking and recommen-
dation. and the City Attorney was asked to answer the letter and report to the
Council, by unanimous vote of all members of the Council present.
Request from Red Owl to Construct an Incinerator
Request from Richter Incinerator Co, dated June 8, 1956, for permit to
construct an Incinerator and Incinerator House for Red Owl Stores Inc., at
Miracle Mile Store, was read.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the
above request was denied, by unanimous vote' of all members of the Council present.
Proposed Ordinance for Creating and Establishing Fire Zones
On motion of Councilman Schadow, seconded by Councilman Davis, the first
reading of a proposed ordinance creating and establishing fire zones was deferred
one week, by unanimous vote of all members of the Council present.
® Proposed Ordinance for Increase Sewer Service Charges Service
The first reading of a proposed ordinance to Increase Sewer/Charges was
made by the Secretary.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, June 18,
1956, was set as date for second reading of the above proposed ordinance, by unani-
mous vote of all members of the Council present. ,- -
Proposed Ordinance to Annex Certain Areas in Minnetonka Township
Second reading of Proposed ordinance entitled AN ORDINANCE ANNEXING
"TEMPLE'S GARDEN LOTS" AND OTHER UNPLATTED LANDS SITUATED IN SECTION 12,
TOWNSHIP 117, RANGE 22 was dispensed with by unanimous consent of all members
of the Council present. Ordinance No. 530.
On motion of Councilman Schadow, seconded by Councilman Bolmgren, the
above proposed ordinance was adopted by vote of the Council as follows: all
members of the Council, except Councilman Ehrenberg, voting aye. Councilman
Ehrenberg voting nay.

On motion of Councilman Ehrenberg, seconded by Councilman Jorvig, the
following' reports of City Department Heads for May 1956, were read and ordered
filed, by unanimous vote of all members of the Council present.

Planning Commission Report on Request to Erect a Bus Stop Shelter
Planning Commission report dated June 6, 1956 on the request of Henry
Shanedling for a permit to erect a bus stop shelter under the pylon of the Knoll-
wood-Plaza Shopping Center at Highway No. 7 and Monk Avenue -- approving the
waiver of setback requirements to permit the erect of bus stop shelter under the
pylon, subject to a review by the Planning Commission of the character of the
structure and presentation to the Planning Commission of a sketch of plot plan,
was read.
On motion of Councilman Bolmgren, seconded by Councilman Schadow, that
the Council concur with the Planning Commissions recommendation subject to a
review by the Planning Commission of the character of the structure and presen-
tation to the Planning Commission of a sketch of plot plan, by unanimous vote of
all members of the Council present. -
Planning Commission report on Request to Subdivide a Lot
Planning Commission report dated June6,; 1956 on the request of Russell E.
Smith for permit to subdivide a lot at the NE corner of Maryland and Franklin Ave,
into two 55? lots was read.
On motion of Councilman Schadow, seconded by Councilman Wolfe the Sinlanxit
action on the above request was deferred one week by six members of the Council
voting yea, and Councilman Davis voting no.
City Engineers Preliminary report on Watermain on Edgewood etc.
City Engineers preliminary report regarding feasibility and cost of
petitioned water main on Edgewood Avenue from Dakota to W. Franklin and on W.
Franklin from Cedar Lake Road to Edgewood - petition P-1666 - was presented.
On motion of Councilman Wolfe, seconded by Councilman Jorgig, July 2, 1956
was set as date for hearing on watermain on Edgewood Avenue from Dakota to W.
Franklin and on W. Franklin from Cedar Lake Road to Edgewood, by unanimous vote
of all members of the Council present.
Petition Re: Undesirable appearance of City Property - 22nd te Louisiana
Petition Regarding undesirable appearance of City property adjoining the
pumping station at Well No. 9 (22nd & Louisiana Avenue)
On motion of Councilman Bolmgren, seconded by Councilman Ehrenberg, the
above petition was ordered placed on file, by unanimous vote of all members of
the Council present.

Preliminary Plat of Penn Realty Plaza Subdivision
On motion of Councilman Schadow, seconded by Councilman Davis, the
Preliminary Plat of Penn Realty Plaza Subdivision was referred to the Planning
Commission for checking and recommendation also:
(1) that Carl Garnder and Associates be notified that the Preliminary
Plat will be considered by the Planning Commission at their meeting on July 11,
1956, and that they should have a representative at the Planning Commission
meeting, and when plat comes badly to Council, he should have a written recommenda-
tion on the plat.
(2) that the School Board be advised that the Planning Commission will
be considering plat on July 11, 1956, and that they should have a representative
there-also that they complete their survey of ground conditions.
Motion was paseed by unanimous vote of all members of the Council present.
Storm and Sanitary Sewer for the Northside Area
Storm and Sanitary Sewer for the Northside Area will be discussed at
meeting of the Committee of the Whole on June 28, 1956. There will also be
a neighborhood meeting on July .10, 1956.
Reconveyance of Property on W. side of Utah etc. Edina Homes Inc.
The reconveyance of property on the West side of Utqh Avenue south of
Minnetonka Boulevard to Edina Homes Inc.
The.,above matter was deferred for one week.
City Attorney's recommendation re: Adjustment of Special Assessments
The City Attorney's recommendation regarding prodedure with respect to
adjustment of special assessments was read.
On motion of Councilman Davis, seconded by Councilman Wolfe, the recomm-
endation of the City Attorney' was adopted by unanimous vote of all members of
the Council present.
Second Re-draft of Proposed Agreement with Schpol Board Re: Recreation
On motion of Councilman Schadow, seconded by Councilman Ehrenberg, the
second redraft of Proposed Agreement with School Board regarding Recreation, etc.
is-to be sent to the School Board for suggestions and commentsby the City Manager,
also send a copy to Mr. Enestvedt, by unanimous vote of all members of the Council
present.
City Engineer's Recommendation of May 11 - Stop Sign Locations
The City Engineer's recommendation of May 11, 1956 regarding stop sign
locations was presented.
On motion of Councilman Davis, seconded by Councilman Bolmgren, the City;
Attorney was asked to prepare the appropriate ordinance to establish stop sign
locations as per report, by unanimous vote of all members of the CBuncil present.

Speed Check Equipment
On motion of Councilman Bolmgren, seconded by Councilman, Wolfe, the City
Manager was advised to make a check on the purchase of Speed Checking equipment
and report to the Council on June 25, 1956, by unanimous vote of all members of
the Council present.
Appointment of Part Time Clerk I in Civil Defense
On motion of Councilman Davis, seconded by Councilman Schadow, that they
consent to and approve the appointment of a part time Clerk I in Civil Defense
Division, by unanimous vote of all members of the Council present:
Planning Commission to Meet July 11, 1956
The Planning Commission will meet July 11, 1956 instead of July 4, 1956,
which is Independence Day.
Proposed Well and Pump for Lake Forest
Proposed well and pump to provide additional water for Lake Forest' was
presented by Councilman Ehrenberg.
On motion of Councilman Davis, seconded by Councilman Schadow, the above
proposal was referred to the City Engineer for recommendation and to report to
the Council, by unanimous vote of all members of the Council present.
Well No. 8
Well No. 8 regarding Electrical Service rune ouncilman
On motion of Councilman Davis, seconded by/Schadow The City Manager and
the Water Superintendent were asked to contact the Northern States Power Company
and make arrangements for the moving of pole so as to provide service to east
side of building. Overhead service be installed to east side of building as per
contract, by unanimous vote of all members of the Council present.
Well No. 9
On- motion of Councilman Bolmgren, seconded by Councilman Jorvig, the City
Manager and Water Superintendent were asked to prepare pump plans and specifications
for equipment for Well No. 9, by unanimous vote of all members of Council present.
Cedar Knoll Manor 3rd fv 4th - Gas
, Harold Hein, 1324 Melrose Avenue and others appeared asking the Council
for adivse and help in securing gas service. Discussion followed. Torval Jorvig
was asked to check with the State Highway Department and also with Mr. Lucas with
the Minneapolis Gas Company and report to the City Council.
Vacation of Alley Block 1, Lewiston Park Addition
On motion of Councilman Jorvig, seconded by Councilman Schadow, hearing
date set for July 9, 1956 for vacating Alley in Block 1, Lewiston Park, received
from John Miller and others, by unanimous vote of all members of the Council
present.

On motion of Councilman Davis, seconded by Councilman Ehrenberg, the
Police Civil Service Commission having certified the following men for the
office of Police Sargeant and the City Manager appointing each to that office
as of June 18, 1956, appointments are hereby confirmed and approved, by unani-
mous vote of all members of the Council present.

On motion of Councilman Bolmgren, seconded by Councilman Ehrenberg, the

vote of all members of the Council present.

Verified Claims
On motion of Councilman forvig, seconded by Councilman Bolmgren, the lists
of verified claims prepared by the City Clerk and presented to the Council, dated
June 11, 1956, in the total amounts of $996.31 for payroll, and $7,772.94 for
vendors were approved, and the City Manager, City Clerk, and City Treasurer were
authorized to issue checks covering same, by the following roll call vote:

Payments on Contract Work
On motion of Councilman Bolmgren, seconded by Councilman Schadow, the
following payments on contract work, presented by the City Engineer were approved,
and the City Manager, City Clerk, and City Treasurer were authorized to issue
checks for their respective amounts, by unanimous vote of all members of the
Council present.
